JOB SUMMARY: The incumbent will lead the M&E component of Walter Reed Project (WRP) HIV PEPFAR in Kisumu West district. He/she will monitor the performance of all aspects of this program through Key Performance Indicators as well as other indicators relevant to WRP.
He/She will manage Facility Management Information System (MIS) and a Central MIS; to ensure and oversee continuous data collection, conduct rigorous analysis, and recommend follow-up actions; report on program performance to management; and prepare the M&E components/reports required by the managers.
Duties and Responsibility:
• Develop and implement a sustainable electronic data collection and storage system for the various program activities.
• Review, analyze, and compile monthly, quarterly, annual activity reports.
• Design and maintain data collection systems, ensuring that necessary information is collected, analyzed, and used to guide the different projects.
• Manage the collection, analysis, and presentation of data and information to ensure that projects meet their goals and objectives.
• Train data entry clerks and other field staff on guidelines, surveys and other data collection tools for the project.
• Analyze data and information collected from the field, incorporate findings into reports and updates and recommend program improvements.
• Work with other program officers to build capacity in quality data management.
• Ensure timely flow and transmission of data and other reports from the field to WRP and MoH.
• Develop and implement Standard Operating Procedures for data management systems at the site level (storage/back-up, routine data verification, data quality audits etc)
• Design and implement data quality audits using Data Quality Assessment tools.
QUALIFICATIONS AND EXPERIENCE
• At least a Higher national diploma in IT, statistics or related field/profession.
• Minimum 3 years experience of working in HIV/AIDS set-up.
• Demonstrated experience in data collection, audit, statistical analysis and reporting; experience with methods and approaches for data use for program improvement and knowledge management activities; relevant experience using program monitoring data for improving service delivery in the HIV/AIDS sector and at the local /site level highly desired
• Experience in evaluation research, including applied knowledge of quantitative and qualitative research methodologies, and quantitative and qualitative data analysis and interpretation will be an added advantage.
• Demonstrated knowledge of and compliance to PEPFAR indicators.
• Fluent written and spoken English language skills.
• Excellent computer skills
