African Development Bank Group (AfDB): Senior HR Systems Assistant

Objectives:

The Staff Development and Training Division (CHRM.3) is responsible for designing and implementing staff development and training plans to ensure that the Bank staff have at all times the necessary knowledge , skills and competencies and that are continuously being developed for performance excellence in their current job and future responsibilities.

Duties and responsibilities:

Under the general supervision of the Division Manager of Staff Development and Training Division, the HR Systems Assistant :

  • Provides a wide range of IT support to the Division to ensure that the Division moves from manual paper driven processes to IT based systems and processes to ensure speed and higher efficiency in its processes.
  • Assist Human Resources in the development and maintenance of an online performance evaluation tool, renewal of fixed term appointments, processing of contract r confirmation and any other IT applications as the need arises.

Contributes to the following tasks:

  • Performance Management Provide necessary technical support and lead the technical enhancement of the system:
  • Assists CIMM (Information Technology Department ) in designing an e-enabled performance management system
  • Test and monitoring the application system and processes
  • Verify application system accuracy, integrity, and functionality
  • Assist CHRM.3 in daily activities concerning the online implementation of the performance management system
  • Provide technical support an assistance in the customization and the maintenance of the e-enabled system
  • Follow up with CIMM to ensure the proper running of the online system including enhancements and modifications
  • Provide assistance to CIMM for the customization and the new requirements of the multi-rater assessment system
  • Deliver products within schedule and resource estimates.
  • Develop Administrators and End Users reports
  • Review, create and maintain system documentation
  • Provide clear and concise user guides for non-technical end users
  • Provide user support and training the end users
  • Analyze customer problem statements and processes, and identifying solutions
  • Interact with peers and customers
  • Provide input to the evaluation of the performance of temporary staff when requested
  • Confirmation of staff and renewal of fixed term appointments: Enable the Bank under take on time confirmation of staff and renewal of fixed term appointments:
  • Assist CIMM (Information Technology Department ) to design an e-enabled system for confirmation of staff and renewal of fixed term appointments
  • Test and monitoring the application system and processes
  • Verify application system accuracy, integrity, and functionality
  • Assist CHRM.3 in daily activities concerning the online implementation of the system
  • Provide technical support an assistance in the customization and the maintenance of the e-enabled system
  • Follow up with CIMM to ensure the proper running of the online systems including enhancements and modifications
  • Deliver products within schedule and resource estimates.

  • Daily support in other HR matters
  • Maintain statistics on performance management, confirmation, renewal of fixed term appointments, and any other IT applications used in the Division, and in consultation with the respective PL staff, prepare analytical reports for the use of the Management team and for other information purposes.
  • Work within a team to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provides to internal/external customers.
  • Manage other ad hoc/miscellaneous activities as the need arises

Selection Criteria

Including desirable skills, knowledge and experience

Education

  • A Bachelor’s degree in Computer Science/Information Technology/Management Information systems

Experience

  • 6 years desktop and/or server support experience
  • Advanced knowledge of SQL language and SQL server tool
  • Experience with Oracle application tools to include: Designer/2000, Developer 2000, SQL, Oracle Data query, Oracle Objects, Reports, Oracle Pro*C, DB2 application tools.
  • Proficient in other Microsoft products (Word, Excel, Outlook, PowerPoint and Access) and electronic tools related to the functions (email, Internet etc.)
  • Strong problem-solving and analytical skills
  • Ability to concentrate and pay close attention to detail
  • High sense of initiative and responsibility
  • High sense of discretion and confidentiality
  • Service orientation
  • Good interpersonal skills and be able to communicate effectively with computer personnel, end users, and other staff who may have no technical background
  • Must be a team player , be flexible and self-motivated
  • Self discipline and personal organization
  • Ability to deliver quality work under pressure.
  • Ability to multi-task, to effectively handle multiple demands and competing priorities

Language skills:

  • Excellent written and verbal communication skills in English and / or French, with a good working knowledge of the other language.
