Medair Somalia: Nutrition Project Manager, Nutrition Officer and Health Officer

Medair Somalia / Somaliland is seeking qualified candidates to fill the following positions based in Caynabo, Sool region, Somaliland, with frequent visits to field sites in Caynabo and Cel Afweyene districts of Sool and Sanag regions respectively.

Duration of commitment: 9 months

1. Nutrition Project Manager

This position will report to the Project Coordinator (PC) Caynabo.

Overall responsibility

* To set-up, manage and supervise the nutrition programme in Sool and Sanaag

Detailed responsibilities include:

* Develop and manage comprehensive activity plans covering the time frame of the projects.
* Provide leadership to the teams regarding project objectives (planning and outreach)
* Capacity building of national staff on diagnosis and treatment of nutrition patients following International CTC treatment guidelines
* Give input to IYCF, OTP/SFP and SC teams and medical advisor regarding current nutritional health promotion information and tools and advise accordingly
* Analysis and follow up of monthly nutritional reports from the health posts/MCHs and OTP/SC locations.
* Writing consolidated nutritional reports, for review by the Medical Advisor
* Conduct regular monitoring and evaluation assessments against project objectives
* Coordinate with external parties to ensure project supplies and equipment are available in a timely fashion
* Assess general or emergency nutritional situation, facilitate nutritional surveys when needed and make recommendations.
* Ensure that all Nutrition expenses are according to budget and meet all Medair standards.

Qualifications and experience:

* Diploma or Degree in Nutrition; Master’s degree in international nutrition will be an added advantage.
* 2 years working as a nutritionist in a humanitarian setting and 2 years’ management experience

2. Nutrition Officer

This position will report to the Nutrition Project Manager.

Overall responsibility

To assist in the set-up, management and supervision of the nutrition programme in Sool and Sanaag

Detailed responsibilities include:

* Capacity building of national staff for the diagnosis and treatment of malnutrition following Medair/UNICEF /MoH treatment guidelines
* Compilation and follow up of monthly nutrition reports from the health posts/ MCHs and OTP/SFP/SC locations
* Proper management of drugs, medical materials, equipment and food for the nutrition projects
* Contribute in planning and carrying out nutritional emergency responses
* Give input to the Nutrition Project Manager on new nutritional protocols and keep up to date on new methods.
* Contribute to building the capacity of the stabilization centre while ensuring a good referral system between SFP/OTP Sites and SC
* Ensuring that proper management of all nutrition data for the region
* Ensure good governance in all aspects of the nutrition project while ensuring Beneficiary Accountability

Qualifications and experience:

* Diploma or degree in Nursing/Nutrition; a Masters degree in Nutrition Science will be an added advantage
* 1 year working as a nutritionist (or as a nurse in a nutrition programme) and 1 year’s management experience

3. Health Officer

This position will report to the Health Project Manager

Overall responsibility

* To assist in the set up, management, and supervision of the community based health activities in Sool and Sanaag

Detailed responsibilities include:

* Assist in the development and management of comprehensive activity plans
* Programme implementation according to project budgets
* Conduct regular monitoring and evaluation assessments against project objectives
* Accurate and timely reporting of activities according to Medair, donors and coordination bodies
* Oversee clinical expertise of national health staff, CHW’s and health volunteers on site.
* Coordinate with external partners to ensure project supplies and equipment is available in a timely fashion
* Appropriate management of drugs, medical materials and equipment
* Ensure accurate records of all assets and stocks for the health project are maintained
* Provide input to the integration of beneficiary participation into all aspects of the project

Qualifications and experience:

* Diploma or degree in Nursing, Medical Doctor or Midwife (training in Tropical Disease, Community Health or trauma will be an added advantage)
* 2 years clinical experience and 1 year’s management experience
* Experience in setting up and implementing primary health care

Oxfam GB – Somalia: Programme Accountant

Programme Accountant

Location: Nairobi with some travel to the field

The Oxfam GB – Somalia has a wide range of development and humanitarian programmes funded by a broad portfolio of institutional donors.

The Programme Accountant will work closely with the Finance Manager and other programme accountant to ensure and maintain a high standard of budget and financial control.

The position will also provide support to ensure maximum impact and coordination of all financial matters relating to the work and operation of the country office.

We are looking to recruit a Programme Accountant.

The Role

The role will contribute to specific programme tasks. The post holder will take lead in financial operational management and payment processing. He/she will provide financial advice to the programme team and contribute to procedures and expenditure monitoring within the Somalia Programme.

In addition the holder will provide training to the partners and build their capacity in terms of financial reporting by reviewing their financial returns and providing appropriate and timely feedback.

In addition he/she will work closely with the programme managers on donor contract management, budget and expenditure monitoring, accounting & financial management and Information systems procedure as well as responding to any Donor queries on financial returns.

The Person

To be successful in this role you will hold a relevant degree coupled with accountancy professional qualification (e.g. ACCA or CPA (K)) with a minimum of 3 years working experience in an NGO or an Audit firm.

Knowledge and experience of donor financial reporting requirements in particular with DFID, ECHO, EC,UN and CIDA will be an added advantage.

You will manage resources and deadlines with minimal supervision and have a high level of initiative.

You will demonstrate a good level of communication and be able to recommend and implement improvements.

You will also be expected to show evidence of high level of planning skills with accuracy and attention to detail.

In addition you will be able to show commitment to the organizational values and its policy on diversity. Ability to speak Somali is an added advantage.

Mercy Corps Somalia: Jobs and Vacancies

Mercy Corps Somalia has the following vacancies for a proposed five-year $16-18 million program Youth Education and Empowerment for Somalia (YES) program to support formal and non-formal secondary education, vocational training, and economic opportunity for out-of-school youth in Somalia.

The non-formal and youth engagement component aims to increase job placements, salaries/wages and self-employment opportunities for Somali youth through the provision of market-driven skills training, business training and linkages to credit, business development support and job placement services.

The Specialist’s role is, primarily, to support the YES program and the country programs. It entails giving direction, setting appropriate standards, facilitation and training. It is not one of management or hands-on work in the field unless in a training context or when deployed to assist in establishing a response.

1. Chief of Party

Based in Hargeisa, Somaliland

Reporting to the Deputy Country Director, the CoP will provide overall leadership, management and strategic vision to the implementation of the YES program, managing staff and resources to ensure that the program meets its targets and deliverables on time and within budget.

The CoP will supervise key program staff and ensure accountability to Mercy Corps policies and U.S. government rules and regulations. He/she will be the primary program representative to donors, relevant government entities, partners, other implementers and external stakeholders.

The CoP will have MA/S or equivalent in social science, management, international development or other relevant field; 10-15 years of overseas experience including seven years in a senior management position; strong understanding of U.S. government compliance issues; strong written and oral communication skills in English, including report development, writing and editing; strong management skills, with good understanding of relevant cross-cultural issues; proven technical experience in education, infrastructure, and/or youth economic empowerment; and previous experience in Somalia preferable.

The successful CoP will combine exceptional management skills and experience in maintaining donor and partner relationships. He/She will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the region.

S/he will also have proven experience with cross-cultural team and capacity building, individual staff development, and strong mentoring skills. S/he will have demonstrated skills in managing programs in challenging insecure environments.

2. Deputy Chief of Party

Based in Garowe, Puntland

Reporting to the CoP. the Deputy Chief of Party (DCoP) is responsible for managing the Garowe satellite office of the Mercy Corps and YES program projects.

S/he supports the YES Chief of Party (CoP) in the strategic direction and overall supervision and successful implementation of the program, serving as the day-to-day manager of the program; Liaise and consult with USAID as delegated by the CoP; ensures sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.;

S/he ensures regular communication between Garowe Office and Bosaso and Galkacyo field offices, and Hargeisa head office. The DCoP will provide management and education technical expertise to assist the CoP in implementing a high-quality, results-oriented program to achieve the goals and objectives of the YES Program.

The DCoP will have MA/S or equivalent in Education (preferred), international development or other relevant field;7-10 of overseas education experience including three years in a senior management; experience in education development in conflict and/or transitional environment; previous DCoP experience in education, livelihoods or youth economic development programs; experience in effective gender integration in youth livelihoods programming; demonstrated ability and understanding of USAID rules and regulations.

The successful Deputy Chief of Party (DCoP) will possess in-depth expertise in education policy and practice, and experience in developing the capacity of transitional governments in education service provision.

S/he will be a strong and fast writer, with an ability to produce project documents (work plans, quarterly and annual reports, and other technical documents) to a high standard and within deadlines s/he will have strong interpersonal skills and ability to communicate tactfully with high-level officials regarding their capacity needs.

3. Monitoring and Evaluation Specialist

Based in Hargeisa, Somaliland

Reporting to the DCoP, the M&E Specialist will provide leadership to the entire YES program, including all sub-grantees, in developing program level M&E systems that enable clients and stakeholders to analyze and effectively represent program results in a synchronized manner.

Ensure that monitoring systems meet the requirements of USAID and reported with quality and evidences.

Lead the process of conducting the project baseline, mid line and end line surveys for impact level indicators and continuously improve the databases, and YES progress tracking and recording systems, working closely with program staff, partners and USAID.

Establish the M&E system serving the needs of the overall YES program - both for portions of the program being directly implemented by Mercy Corps and for the substantial sub-grant program.

The M&E Specialist will have MA/S or equivalent in international development or a related field required; coursework in research and evaluation methodologies and statistical analysis (is preferred); minimum 7 years relevant field or management experience of complex, multi-dimensional programming; previous experience working on USAID-funded programs strongly preferred; minimum 5 years’ experience in designing and implementing practical monitoring and evaluation systems.

Experience within an umbrella mechanism; and proficiency using one of the common statistical analysis software packages is required (SPSS, Stata, SAS or EpiInfo); preference given to candidates with familiarity with GIS systems.

The successful M&E Specialist will possess in-depth expertise in the monitoring and evaluation of development programs in conflict affected countries. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ M&E strategy.

S/he will have demonstrated skills in training and M&E capacity development of field staff, proven experience in developing and working with data management systems including databases, web-based tools or other MIS solutions, as well as proven experience in designing and implementing M&E activities and indicators, as well as analyzing the data collected.

4. Communication Specialist

Based in Hargeisa, Somaliland

Reporting to the DCoP, then Communications Specialist will lead the implementation of YES program external communications strategy in Somalia, encompassing the development, positioning, presentation and content of youth-focused and issues oriented stories, photos, messaging and multimedia for key public, donor, media, UN and NGO engagement platforms (primarily Mercy Corps websites and external social media).

This position will also build the capacity of field offices across Somalia to produce quality and timely communications resources (stories, photos, video and other), both proactively and on demand – resulting in the strong and sustained branding of their key activities, as well as the external communications of Mercy Corps Somalia’s key programming issues and concerns.

Most major responsibilities of this position will be YES program-focused, while being planned and carried out in co-ordination with other Mercy Corps programs and senior management.

The Communications Specialist will have Master’s degree in journalism, communications or international studies (preferred); at least 7 years

Extensive experience in coordinating and producing written content for donor engagement, public advocacy, media and community relations purposes; and excellent writing and editing skills in English (USA style to be followed).

The successful Communications Specialist will possess in-depth expertise communications, journalism and web-based information management.

S/he will have demonstrated experience with professional photography, photo imaging and graphic design, and their applications to web presentation and content and the production of multimedia work including, human interest/impact stories, audio and video editing.

S/he will have good understanding of geopolitical, economic and social issues in Somalia and the Horn of Africa region (or the ability to acquire this understanding).

World Concern International: WASH Engineer

Position Title: WASH Engineer

Location: Somalia / Somaliland and Nairobi

Contract Length: One year renewable contract

Position overall objective:

To fundraise for, and implement Donor funded community based Water and Sanitation (WatSan) Programs under the direction of the Country Director and in collaboration and co-ordination with the local community, the relevant government ministries and the respective Donor(s).

Major Responsibilities:

* To collaborate with the District Water Officers and target communities in implementing the Programs in an environmentally and culturally appropriate manner.
* Using community participatory method, identify specific locations of the structures that need to be rehabilitated or constructed as per the approved grants and plan their construction in a manner that optimizes community participation.
* To determine the appropriate structures necessary for each community along with plans for their use, management and maintenance.
* To apply appropriate water and sanitation technologies to create appropriate drawings and designs and to develop bills of quantities for water and sanitation facilities.
* To supervise the rehabilitation and construction of approved water and sanitation structures in strict adherence to the government regulations and the SPHERE standards.
* To co-ordinate and network with the line ministry, Ministry of Water and Irrigation, Community Based Organizations and NGOs working in the respective target areas.
* As the representative of World Concern’s and the Donor’s at the local levels, to appropriately communicate their ethos to all stakeholders.
* To create, mobilize and train local water committees in participatory construction and maintenance of community based water and sanitation facilities to empower them to sustainably run the facilities and to maintain their own environment and health.
* Ensure safe, efficient and effective use of the organization’s assets and equipment under his/her custody at all times.
* To monitor implementation of Programs activities and budget to assure accountability as per the approved Work Plan; Monitoring and Evaluation Strategy; Marking and Branding Strategies; and in strict adherence to the World Concern’s standards and donor regulations.
* To identify and engage all contractors and suppliers for goods and services required for quality implementation of WatSan Programs following the World Concern’s Procurement Policy.
* To prepare and review all contracts to be awarded to vendors of goods and services related to the WatSan Programs before presenting them for approval.
* To prepare Terms of References (TORs) for the programs’ evaluation and review evaluation reports before presenting them for approval.
* To conduct assessments and develop concepts and/or proposals for implementing the lessons learned and informing future WatSan programming.
* To supervise and guide the entire Program staff under him/her who may include water technicians, sanitation and hygiene staff, drivers, etc.
* To prepare financial and narrative progress reports on the implementation of the WatSan Programs as per the approved Grants Compliance Plans.
* To provide weekly updates on the Programs’ achievements for the ending week and planned activities for the following week.
* To carry out any other official duties as may be assigned by the Country Director or his designee

Qualifications and Experience:

* University degree in Water Engineering or related field with at least three years experience in a similar position. Alternatively, a Diploma holder from a recognized institution with a minimum of five years experience in a similar position.
* Familiarity with implementing Donor funded Programs will be required.
* Experience working with an NGO or UN agencies an added advantage.
* Above average functional knowledge of MS Office suit.
* Strong analytical and writing skills.
* Ability to work in and contribute to an environment for effective team functioning and building.
* Fluency in English and Kiswahili.

Norwegian Church Aid: Jobs and Vacancies

Norwegian Church Aid’s (NCA’s) work in Somalia includes emergency and humanitarian interventions as well as long term development projects.
NCA’s focus areas have been in the Puntland State of Somalia, Gedo region and the Afgoye corridor of Mogadishu.

NCA is implementing a social rehabilitation project that seeks to mitigate and counter the ongoing negative causes and effects of piracy in the State of Puntland.
NCA Puntland Program is thus seeking to recruit qualified and motivated persons to fill the positions below.
These are national positions based in Garowe, Puntland.

1. Projects Coordinator
Main Roles and Responsibilities:
Effective planning and implementation of projects.
Ensures timely formulation of projects work plans and compliance.
Initiates project ideas and supports development of high quality project proposals.
Conducts regular projects monitoring and provides quality and timely reports
Organizes and facilitates projects reviews with beneficiaries, NCA staff and partners
Conducts/supports capacity building for NCA projects staff and partners

2. Community Mobilization Officer
Main Roles and Responsibilities:
Effective community mobilization for all NCA Puntland projects
Design, develop and implement appropriate mobilization strategies for NCA projects
Designs, produces and distributes IEC materials for community mobilization
Supports Projects Coordinator in formulation of project work plans.
Participates in projects reviews with beneficiaries, NCA staff and partners
Provides quality and timely reports to the Projects Coordinator on projects progress.

3. Post-Training Monitoring Officer
Main Roles and Responsibilities:
Undertakes post-training monitoring.
Mentors vocational and business skills training beneficiaries
Maintains an accurate record for each of the beneficiaries’ details and progress.
Supports Projects Coordinator in formulation of project work plans.
Participates in projects reviews with beneficiaries, NCA staff and partners.
Provides quality and timely reports to the Projects Coordinator on projects progress.

Job Requirements:
All positions require a minimum of Bachelors Degree in Social Sciences, practical experience in projects’ management/community development or comparable qualifications. Computer literacy and excellent command of written and spoken English and Somali languages is a must.

The Norwegian Refugee Council (NRC) Somalia / Kenya is a two country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).

NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.

In a short time NRC established Education, Shelter / Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya.

NRC has a coordination office in Nairobi, Kenya that was established in 2006.

Position Vacant: Finance Officer - Operations

Reporting to: Finance Coordinator

Duty Station: Dadaab

Duration of Contract: ASAP to 31st December 2011 (with possible extension)

Main Responsibilities include:

* Participate in project budgets preparations
* Prepare bank accounts and cashboxes reconciliations
* Ensure sufficient cash in the bank and in cash boxes and conduct weekly cash counts with the FA and monthly end cash counts with the FC.

* Verify supporting documents to ensure completeness before payments

Main Responsibilities include:

* Ensure that the NRC vehicles are used and maintained as per the legal and NRC policies and guidelines
* Carry out minor repairs/maintenance of NRC vehicles to ensure that they are in proper mechanical condition at all times.
* Coordinate purchase and usage of vehicle spare parts in relation to cost, quality and safety
* Make appropriate assessment and certify vehicles prior to dispatch for repairs and maintenance at a third party facility
* Advice on budgetary requirements for vehicle maintenance and repairs
* Monitor deployment of vehicles and drivers as per program needs, renewal of insurance covers and vehicles licenses, vehicle maintenance schedules for efficiency and effectiveness.
* Evaluate section records that include log books, car pool reports, waiver forms, fuel consumption reports for decision making and fleet reports ( bi-weekly/monthly) as per the NRC fleet management system.
* Ensure that all NRC vehicles safety, basic repair tools and the HF communications are in good working conditions
* Ensure compliance of regulations during eventualities like accidents and breakdowns
* Assist in recruitment and induction of new drivers on basic vehicle usage and maintenance
* Supervise and appraise the technical work and safety of all NRC Dadaab drivers

Required skills and qualifications:

* Diploma/Certificate in automotive Engineering.
* Kenya Public Service Vehicle Driving license class (BCE)
* Kenya police certificate of good conduct

* 5 years experience in repairing and maintaining Toyota Land cruiser vehicles and Isuzu tracks

Main Responsibilities include:

* Support the Office of the Regional Director and the Program Director in coordinating activities, weekly meetings, field visits and take notes to record discussions and prepare minutes and memoranda for the records.
* Maintain records and track the status of the Regional Director’s action items, including his/her calendar.
* Analyze and collect information from all the country offices under the supervision of the Regional Director and produce talking points and correspondence with the field offices

Creative Associates International, Inc: Senior Grants Manager

Creative Associates International, Inc. (Creative) is seeking a Sr. Grants Manager for an anticipated USAID-funded grants-based project to support the government and people of Somalia by promoting stabilizing influences through the implementation of small activities and grants.

Position Summary:

The Sr. Grants Manager will be responsible for oversight and management of the project’s grants under contract component. S/he Advises and assists in the design, development, and oversight of the Contractor’s grants management policies, procedures and practices. Provides policy guidance and interpretation for program staff as well as grantees. Analyzes and evaluates grant applications, proposals, and awards to ensure adherence to grants management policies. Ensures proper negotiation of the terms and conditions for grants and views and analyzes budget estimates for reasonableness and consistency.

Required Skills and Qualifications:

- Three-to-five years’ experience in USAID grants design and administration, management and oversight.
- Minimum of a Bachelor’s degree or higher in business administration or a relevant field;
- Demonstrable experience managing grants under contracts or sub-grants for USAID or other international donor-funded projects contracts, grants and cooperative agreements;
- Experience with the administrative, financial and programmatic aspects of issuing grants;
- Ability to work with diverse teams;
- Excellent oral and written English and communication skills;
- And strong organizational skills.

Desired Skills and Qualifications:

- Previous experience working in East Africa;
- Experience in conflict, post-conflict, or transitional state environments highly desirable

Desert Locust Control Organization: Director

Established by International convention signed by the Governments of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, Tanzania, Uganda and registered with the United Nations

Headquarters: Addis Ababa, Ethiopia

Applications are invited for the post of Director of the Desert Locust Control Organization for Eastern Africa.

Applicants must be nationals of the contracting States of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, Tanzania and Uganda.

The successful candidate shall be offered a three-year contract, renewable for a second term of three (3) years.

Functions:

The Director shall be the Principal Executive-Officer of the Desert Locust Control Organization for Eastern Africa and under the Council, responsible for the overall policy direction and operations of the Organization. The duties of the Director shall be those necessary to ensure the discharge of the main functions of the Organization, which include:

  • Aerial Surveys and Control of Mandated Migrant Pests [Locusts, Grain eating birds (Quelea), Armyworm] and a vector (Tsetse fly) in Eastern Africa
  • Operational Research Programmes and activities which are confined to Migrant Pest Control, Pesticide use and safety in the Region
  • Coordination of the information flow and forecasting upsurges of the Migrant Pests
  • Staff Development.

The Director shall also be responsible for:

  • The transmission by means of periodic reports to Contracting States, to the Food and Agriculture Organization of the United Nations and to any other official body considered appropriate by the Council, of full information on the nature of the locust infestations and other mandated pests (Quelea birds, Armyworm and Tsetse Fly), the progress of research and the operation of control measures within the Region;
  • The maintenance of full cooperation with other Organizations concerned with the general directives of the Council;
  • The collection of the contributions of Contracting States;
  • The maintenance of the accounts of the Organization.

Qualifications:

  • A Master of Science (M.Sc.) degree in Agriculture or its equivalent with postgraduate training in Business Administration/Management and experience of not less than 10 years working in a senior level Management in a related discipline.
  • Proven ability to work in harmony with people of different national and cultural backgrounds is highly desirable.

Language: Fluent in English, Knowledge of French is an advantage

Salary: DLCO-EA Scale R-1, i.e. US$ 26,530.00 to US$ 30,940.00 per annum. Entry point negotiable.

Benefits: The post carries house allowance or housing, medical, terminal indemnity and other benefits according to the Organization’s Service Regulations as well as the privileges and immunities accorded to it as an international Organization.

The Adventist Development and Relief Agency (ADRA)

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia.

ADRA is currently implementing water and basic livelihood related project activities and is seeking the services of a qualified Consultant to carry out the following: Bio-Mass Utilization Baseline Survey.

The specific objectives of the consultancy are to:

1. Generate baseline data that will identify set benchmarks and milestones in order to reveal the current biomass sources and the level of consumption in Bay and Bakol regions of Somalia.
2. Produce contextually relevant set of energy baseline tools for use by ADRA in the assignment as well as for future programming.
3. Impart project staff in the target regions participating in the baseline survey with relevant skills in collecting and analyzing data and effectively reporting on energy surveys. This will be gained through training and working together with staff during the consultancy.

Qualifications and Expertise of the Consultant

* Advanced university degree in Environmental Sciences, Appropriate Technology or a relevant related technical field. Proven experience in environment and biodiversity issues will be an added advantage.
* Knowledge of current issues on biomass, environmental degradation, forestry and household energy.
* Experience in conducting baseline studies.
* Strong background in both quantitative and qualitative research methods.
* Computer skills, especially knowledge of statistical packages such as SPSS.
* Familiarity with bivariate and multivariate analysis.
* Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
* Ability to plan and maintain project schedules and meet required deadlines
* Proven experience in Post Conflict Transition countries, including previous experience working in Somalia.
