Liverpool VCT, Care & Treatment (LVCT) is an established Kenyan NGO that utilizes research to inform policy reform advocacy and strengthen HIV service delivery.

We optimize our impact on the HIV/AIDS response by building capacity of partners and pay special attention to vulnerable groups and populations with special needs.

LVCT’s focus is on the scale-up of quality-assured HIV counselling, testing and care services.

We have a vacancy for the following position:

Regional Manager - Nyanza

RMN/LVCT/2011

Location: Nairobi

Purpose of the Job

To provide oversight and manage the regional activities in Nyanza and ensure that they are responding to LVCT strategic objectives relevant to the region, and articulate LVCT mission and strategy and priorities

Duties and Responsibilities:

* Manage and coordinate the activities of the regional office including overseeing the functioning of the management team, development and completion of all work plans, project implementation, monitoring and supervision.
* Leadership, structured mentorship and line supervision to coordinators & staff within the region. Activities include but are not limited to - reviewing and approving of budgets, staff leave, tasks associated with the day-today operations of the region and representation at management meetings at national level
* Creating and maintaining partnerships, Identification and reaching out to potential value add collaboration funders, partners & associates in Nyanza region and beyond
* Provide liaison support between the project and Health Management teams at provincial, district and facility level while supporting HMTs implementation of facility plans
* Planning & Development of technical and human resources and accountability for delivery of expected result.
* Provide support to the team in determining program needs and providing direction in region activities in line with LVCT strategic objectives. Facilitation of new and strategic ideas/projects from staff to ensure delivery
* Responsibility for resource mobilization, financial planning, management and accountability as per allocated budgets (oversight for fiscal discipline).
* Establish, maintain links and provide TA to government and other stakeholders at regional level to strengthen and uphold LVCT’s policy engagement at regional and national level.
* Participate in HENNET regional activities, provincial and districts AOPs and JAPR among others
* Oversight for documentation of project activities, outcomes and dissemination plan
* Responsible for implementation and adherence of organizational policies and procedures and Directorate decisions
* Continually identify new opportunities for LVCT work at regional level in line with LVCT strategic vision.

Qualifications and Competencies Required:

* Clinical background - Medical doctor, BSC Nurse with MPH, MBA or other suitable qualification
* Over 4 years experience managing HIV, SRH programs
* Strategic thinker, good at identifying opportunities, establishing and maintaining partnerships/relationships
* Demonstrated management, leadership, supervisory and team building skills
* Good computer usage skills
* Well spoken, confident and with good presentation skills

Medair Somalia: Nutrition Project Manager, Nutrition Officer and Health Officer

Medair Somalia / Somaliland is seeking qualified candidates to fill the following positions based in Caynabo, Sool region, Somaliland, with frequent visits to field sites in Caynabo and Cel Afweyene districts of Sool and Sanag regions respectively.

Duration of commitment: 9 months

1. Nutrition Project Manager

This position will report to the Project Coordinator (PC) Caynabo.

Overall responsibility

* To set-up, manage and supervise the nutrition programme in Sool and Sanaag

Detailed responsibilities include:

* Develop and manage comprehensive activity plans covering the time frame of the projects.
* Provide leadership to the teams regarding project objectives (planning and outreach)
* Capacity building of national staff on diagnosis and treatment of nutrition patients following International CTC treatment guidelines
* Give input to IYCF, OTP/SFP and SC teams and medical advisor regarding current nutritional health promotion information and tools and advise accordingly
* Analysis and follow up of monthly nutritional reports from the health posts/MCHs and OTP/SC locations.
* Writing consolidated nutritional reports, for review by the Medical Advisor
* Conduct regular monitoring and evaluation assessments against project objectives
* Coordinate with external parties to ensure project supplies and equipment are available in a timely fashion
* Assess general or emergency nutritional situation, facilitate nutritional surveys when needed and make recommendations.
* Ensure that all Nutrition expenses are according to budget and meet all Medair standards.

Qualifications and experience:

* Diploma or Degree in Nutrition; Master’s degree in international nutrition will be an added advantage.
* 2 years working as a nutritionist in a humanitarian setting and 2 years’ management experience

2. Nutrition Officer

This position will report to the Nutrition Project Manager.

Overall responsibility

To assist in the set-up, management and supervision of the nutrition programme in Sool and Sanaag

Detailed responsibilities include:

* Capacity building of national staff for the diagnosis and treatment of malnutrition following Medair/UNICEF /MoH treatment guidelines
* Compilation and follow up of monthly nutrition reports from the health posts/ MCHs and OTP/SFP/SC locations
* Proper management of drugs, medical materials, equipment and food for the nutrition projects
* Contribute in planning and carrying out nutritional emergency responses
* Give input to the Nutrition Project Manager on new nutritional protocols and keep up to date on new methods.
* Contribute to building the capacity of the stabilization centre while ensuring a good referral system between SFP/OTP Sites and SC
* Ensuring that proper management of all nutrition data for the region
* Ensure good governance in all aspects of the nutrition project while ensuring Beneficiary Accountability

Qualifications and experience:

* Diploma or degree in Nursing/Nutrition; a Masters degree in Nutrition Science will be an added advantage
* 1 year working as a nutritionist (or as a nurse in a nutrition programme) and 1 year’s management experience

3. Health Officer

This position will report to the Health Project Manager

Overall responsibility

* To assist in the set up, management, and supervision of the community based health activities in Sool and Sanaag

Detailed responsibilities include:

* Assist in the development and management of comprehensive activity plans
* Programme implementation according to project budgets
* Conduct regular monitoring and evaluation assessments against project objectives
* Accurate and timely reporting of activities according to Medair, donors and coordination bodies
* Oversee clinical expertise of national health staff, CHW’s and health volunteers on site.
* Coordinate with external partners to ensure project supplies and equipment is available in a timely fashion
* Appropriate management of drugs, medical materials and equipment
* Ensure accurate records of all assets and stocks for the health project are maintained
* Provide input to the integration of beneficiary participation into all aspects of the project

Qualifications and experience:

* Diploma or degree in Nursing, Medical Doctor or Midwife (training in Tropical Disease, Community Health or trauma will be an added advantage)
* 2 years clinical experience and 1 year’s management experience
* Experience in setting up and implementing primary health care

Education and Experience Qualifications:

* Strong qualitative and quantitative research and analytical skills. Experience working with NASCOP, NACC and HIS is preferable.
* Experience with SPSS; good working knowledge of SAS and Nud*ist also a plus.

Trócaire Horn & East Africa Regional Office (HEARO) seeks to fill the following positions within its Regional and Somalia programmes.

1. Regional Finance & Administration Manager (1- Year renewable contract)

The position
Based in Nairobi with regular travel within the region, the role holder will be responsible for overall management and control of all of Trócaire’s financial and administration activities in the Horn & East Africa Region.

This includes ensuring that all financial policies and procedures are compliant with Trócaire’s institutional policies and overseeing and supporting in the financial management of five country programmes.

The Finance & Administration Manager will take the lead in regional budgeting and financial reporting processes.

S/He will also oversee the protection of Trócaire’s assets and properties through the enforcement of internal control policies and procedures. S/He will schedule and coordinate external audits and initiate actions necessary to correct internal control weaknesses.

In addition the role holder will be involved in analysing the financial capacity of local partners in the field in collaboration with Programme Officers. S/He will manage the Finance and Administration teams based in Nairobi.

Qualifications and Attributes required;
The candidate must have a Bachelors degree in Finance /Accounting, coupled with full professional qualifications (CPAK, ACCA or CIMA). A minimum of 5 years experience in finance and administration management in an International Non Governmental Organization.

In addition the candidate must have extensive knowledge of and experience with computerized accounting systems, standard spreadsheets and database programs.

Knowledge of fund accounting, procurement and financial management of donor funded projects is a prerequisite.

Other desirable skills and attributes include strong analytical, supervisory and leadership skills.

High levels of reliability, objectivity, honesty flexibility, problemsolving skills, ability to work under pressure and good communication skills are required.

The candidate should have the ability to work both independently and as part of a team.

Experience of working through partners and use of Agresso Business World is highly desirable.

2. Monitoring & Evaluation Officer (6 months Fixed Term Contract)

The position
Based in Nairobi with regular travel within Kenya, we are looking for a highly motivated and qualified individual with extensive humanitarian experience in Monitoring & Evaluation.

S/He will be responsible for supporting partners and programme staff to develop suitable Programme Monitoring and Evaluation systems.

S/He will generate and share regular monitoring reports to guide the implementation of field activities and the design of humanitarian response projects. S/He will also prepare relevant monitoring & evaluation reports for external use (donors, external communication, consortia, etc).

Qualifications and Attributes required;
The candidate must be in possession of a Degree in Development Studies or social sciences.

Must be familiar with the principles and current approaches in M&E in all stages of programme cycle management.

Must demonstrate M&E field experience with a focus on synthesizing and analyzing data to meet both organisational and donor priorities

Experience working through partnership models in the development and implementation of M&E systems and familiarity with minimum standards for humanitarian response is desirable.

3. Community Health Support Officer (1 Year renewable contract)
The position:
The role holder will work with the Somalia health team to support the community level initiatives of the Health Programme.

S/He will provide technical oversight, training and support to the community health workers, the Village Health Committees, and Community Mobilizers.

S/He will also support in reporting on the community level public health activities and will work to mobilize the communities for health promotion activities as well as health service uptake at the community level structures.

This position is based in Mandera with regular travel to Gedo Somalia.

Competencies:
The candidate must have a medical qualification (diploma) from a recognized institution, with a bias in community health. A minimum of 3 years experience in a similar role, preferably with NGOs is essential.

The holder should be a Somali speaker, as well as possess good skills in verbal and written communication in English. Computer literacy, team work, analytical and report writing skills is also essential.

* or Ph.D. in biological or laboratory sciences within a clinical or diagnostic discipline or specialty.
* At least seven years related work experience in laboratory quality assurance, quality control or technical assistance or at least ten years in a senior laboratory management position required.
* Demonstrated ability and aptitude to implement laboratory quality enhancement and strengthening programs against accepted national and international standards and regulations.
* Demonstrated creative problem solving skills.
* Demonstrated excellent written and oral communication skills including experience in training and mentoring staff.

Reporting to the Financial Controller, the successful candidate will have the overall responsibility of providing comprehensive financial and management accounting services to departments within the allocated division.

Particular Responsibilities Include:

* Assisting the budget holders with the preparation of business plans and capital investment appraisals.
* Preparing, implementing and monitoring the division’s budgets, special revisions and expenditure.

Qualifications and Experience:

* CPA (K) and a Bachelor of Commerce degree majoring in accounting or its equivalent.
* IT literacy and proficiency in accounting software applications.
* Six (6) years progressive working experience in accounting with at least three of these at a senior level.
* Expert knowledge of accounting, auditing and financial and management reporting.
* Considerable ability to establish solid working relationships with departmental managers and direct reports.
* Ability to work to meet strict deadlines.
* Experience in working with ERP systems.

Physician Mentor

The physician mentor will mentor and train clinicians in HIV/AIDS care

Specific duties:

Qualifications:

Requirements: A PhD or masters’ degree with 5 years’ experience in conducting monitoring, evaluation and research in reproductive health programs.

Strong skills in quantitative and qualitative research techniques, including demonstrated ability in the development and use of study instruments, and analysis and presentation of data.

Demonstrated ability in the use of one or more statistical computer packages (Epi Info, STATA, SPSS, SAS).
