Centers for Disease Control and Prevention: Public Health Specialist

The Centers for Disease Control and Prevention (CDC) is an international public health agency engaged in HIV prevention and care programs and research activities in Uganda. It works in collaboration with the Uganda Virus Research Institute, Ministry of Health, international and local organizations. CDC is an agency of the American Embassy in Uganda.

CDC-Uganda is seeking to hire a Public Health Specialist to serve as Senior Monitoring and Evaluation Specialist, Clinical based at the headquarters in Entebbe,

Basic Function of the position:
The incumbent is a senior program specialist and key public health technical advisor to the official responsible for monitoring and evaluation activities within CDC-Uganda, Job holder works at a project management level with the Ministry of Health, implementing partners, non-governmental organizations, contractors and grantees to coordinate the design and ensure appropriate, high quality implementation and strengthening of monitoring systems and evaluation projects as defined in the Country Operational Plan (COP). Quantifying progress towards targets set for PEPFAR and the national HIV response requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to develop and maintain collaborative working relationships with USG partners at both implementer and national levels. Jobholder represents the agency on M and E issues at technical, policy and strategic planning meetings, including meetings with collaborators and donors. Requirements for the position are:

1. Education:
Master's degree in Internal Medicine or Public Health. The first degree must have been in Medicine (MBChB).

2. Work Experience:
Five - seven years of mid-to-senior level relevant experience in international HIV program evaluation activities or other HIV scientific public health programs that involve coordination with an international agency or implementing partners.

3. Language:
Level IV (fluency-speaking/reading/writing) English is required. Ability to read and write technical manuals, scientific papers, request for proposals in English. Knowledge: Strong knowledge of patient care and treatment, monitoring and evaluation methodology, data quality assurance, analysis reporting and best practices in data dissemination and data use is required. Good knowledge of data management processes and tools, including web-based database systems is required. High level of competency in managing data information and evaluations on large scale health or HIV/AIDS activities required. Working knowledge of the objectives and operations of the,USG, or the program activities, of other international donor Organizations is required. Knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of HIV/AIDS programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/ cooperative agreements/grants/purchase requisitions is required.

4. Skills:
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare required written reports. Strong leader¬ship skills are required to lead results-driven project teams and workgroups. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of survey indicators and evaluation systems, use of reliable and valid instruments, field experience in data collection, and methods in data analysis. Considerable innovation will be required to influence other collaborative organizations engaged in HIV/AIDS M and E programs to adopt appropriate strategies for their program activities. Intermediate user level of word processing, spreadsheets and databases is required. Strong skills in interpretation of program monitoring and evaluation data are required. Excellent overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epi-demiologic data analysis software (EPINFO, STATA, SAS, or SPSS) is required. Good numerical skills for manipulating and reporting statistical data
