RTI Internationa: Institutional Capacity Building Specialist

RTI International in partnership with World Vision is implementing a project for Supporting Public Workplaces to Expand Action and Responses against HIV/AIDS (SPEAR).

SPEAR is a five-year USAID/PEPFAR-funded project targeting three Government of Uganda Ministries namely; Education and Sports,Internal Affairs and Local Government.
The goal of the project is to strengthen the institutional capacity of the three Government Ministries to address HIV/AIDS prevention among staff and families in their respective sectors through expanded access to comprehensive HIV/AIDS prevention, treatment,care and support services

RTI International seeks to recruit an experienced Ugandan national to fill the position of Institutional Capacity Building Specialist to work under the SPEAR Project.

The holder of this position will support line ministries, departments and all districts to develop and implement technically sound workplace HIV/AIDS plans and activities. She/he will plan, design, implement, monitor and evaluate HIV/AIDS technical assistance to partner ministries.

Qualifications skills and experience
* Graduate in development studies, social work, health and social sciences or other related disciplines (Masters desirable)
* Minimum of 5 years' experience of institutional capacity building, preferably with government or international NGO
* Good understanding of national and international HIV/AIDS trends and developments
* Good understanding of approaches to partnership and capacity building development
* Excellent negotiation, communication and advocacy skills
* Good facilitation and organizational skills
* Willingness to travel up country 25% of the time
