Abt Associates, Inc. (Abt): Logistics Manager

Uganda Indoor Residual Spraying (IRS) Project is a three year United States Agency for International Development (USAID) funded project designed to attain the President's Malaria Initiative (PMI) Uganda targets in IRS. The program is carried out with support of the Uganda National Malaria Control Program (NMCP) covering six priority districts: Apac, Amuru, Gulu, Oyam, Pader and Kitgum.

Abt Associates, Inc. (Abt), the prime contractor of this program, seeks to recruit suitably qualified Ugandans to fill the following positions.

Logistics Manager (Gulu).

Role Definition:
To plan, analyze, direct and coordinate logistical functions; such as inspection of deliveries, recording, warehousing, distribution, forecasting or planning services in collaboration with the related departments, analyze systems in order to determine the most efficient and cost-effective methods for transportation of supplies and maintain internal controls for stock management,

Responsibilities:
• Manages stock levels, determines critical reorder levels for each item;
• Assures the follow-up of supply activities, of warehousing and distribution, of up stream and downstream transportation
• Resolves problems of shortages at all levels;
• Supervises Storekeepers (Central and District]
• Provides training to Sub-County / Parish level storekeepers;
• Ensures that proper records are kept on all incoming and outgoing items;
• Provides regular reports on inventory levels of all critical stock items with emphasis on insecticide usage. Provides ad-hoc reports as requested,
• Ensure all health and safety measures are in place and followed;
• Ensure clearance and disposal of all waste material from the stores;
•With Field Coordinators and Procurement Officer, prepares procurement plan for upcoming spray rounds;
• Conduct regular checks of all spraying equipment to ensure that they are in good condition and that sufficient stocks of spare parts are on hand for any repairs as may be required.

Qualifications and competencies:
•Recognized Degree in Logistics, Management or similar studies is desired
• Minimum of four years previous work-related skill, knowledge, and experience as Supply Chain Manager or related position is desired;
• Good judgment, decision making, critical thinking skills;
• Good monitoring skills: monitoring/assessing performance of self, other individuals, and systems to make improvement or take corrective action;
• Ability to motivate a team;
• Good IT skills;
• Experience that relates to USAID and knowledge of FARs and AIDARs is highly desirable;
• English language proficiency.
