United Nations Development Programme (Kampala) : NATIONAL MDGS CAMPAIGN OFFICER

In the year 2000, all 189 Governments of the world agreed to meet eight goals that will end extreme poverty by 2015 - The Millennium Development Goals (MDGs). The MDGs are a unique international agreement that are time-bound, measurable and have the .public commitment of every Head of State in the world. All eight MDGs are achievable by 2015, but only if governments live up to their promises.

UNDP Kampala is looking for a suitably qualified Ugandan to fill the above-mentioned post. The successful candidate will report to the Office of the UN Resident Coordinator, under the direct supervision of the Information and Communications Officer, and overall guidance of the Head of the Resident Coordinator's Office. The MDGs Campaign Officer will be expected to carry-out the following tasks:

1. Leads the design, coordination and implementation of the national! MDG campaign and advocacy strategy and Joint Plan of Action
*Actively supports strategic coalition building and advocacy with various constituencies ranging from grassroots and community-based organizations to parliamentarians, local governments, youth, faith-based organizations etc. at the national and local levels;
* Promote and operationalise advocacy and campaign strategies in country;
* Provide appropriate technical and other support to strengthen the capacity of Campaign partners in relation to policy, strategy development, tools for impact monitoring and communication;
* Promotes inclusion of and linkages of the MDG campaign with the work plan and strategy of the UN Communications Group of Uganda,


2. Promotes coordinated actions of UNCT and the international community to achieve the MDGs
* Support the UN Resident Coordinator's (UNRC) office to align the UNCT's strategies, the UNDAF and activities, including the monitoring and evaluation framework to the MDGs;
* Be an effective liaison between the Campaign's partners and UN agencies working on MDGs related issues, including research and analysis, and facilitate strategic partnerships;
* Support the RC's office in relation to dialogue with governments on the MDGs by providing relevant advocacy and information material;
* Work closely and in a coordinated way with MDG focal points or dedicated staff in the UNCT where such exist.

3. Supports planning and design of strategies for communications and media outreach:
* Support the implementation of communication and outreach activities based on the collaboration framework of the UN
Country Team and the UN Millennium Campaign;
* Support partners to develop and implement effective communications and media strategies to support the Campaign.

4. Support fundraising efforts in support of Campaign
* Support the development of advocacy and information material that will enhance the RCO efforts for resource mobilization in support of the achievement of the MDGs.
5. Active in the Millennium Campaign's regional activities under the guidance of the Deputy Director (Africa) and the respective Regional Coordinator of the Millennium Campaign, support the coordination of the Campaign's activities in the sub-region;
* Actively participate in the shaping of the strategies and operational plans of the UN Millennium Campaign in Africa - and globally;

Desired Qualifications and Experience:
* Advanced Degree in social sciences, environmental sciences, gender, communications, journalism, public relations, political science, humanities or other related field.
* At least 3 years demonstrated working experience post-advanced degree completion in an institution, including the media; academia, research institution, the public or private sectors, in development organizations and social movements,
* Ability to apply sound technical knowledge and skills in development work, media, current affairs, and communications to plan and implement MDG campaign and advocacy.
* Proven track record to engage and mobilize key constituencies at the national and local level (e.g. civil society and community-based organizations, youth, parliamentarian and legislators, media, private sector and local authorities)
*Excellent analytical, writing and communication skills with the ability to conceptualize, articulate and debate issue related to MDGs.
*Ability to build partnership and manage communications with media, NGOs, government officials, the UN System in-country and in the region and others.
* Good interpersonal and cross-cultural communication skills, understanding of African culture and customs are an advantage.
