United Nations Development Programme (Kampala) : Project Officer

UNDP Kampala is looking for a suitably qualified Ugandan to fill the position of Project Officer. The successful candidate will be under the overall guidance of the Country Director and the direct supervision of the Head of the Crisis Prevention and Recovery Unit and will be based in the UNDP Country Office in Kampala with frequent travel to the Lango sub-region.

Objectives of the Project:
(1) To facilitate resettlement and recovery among the target population through enhancing the physical and organizational assets in 16 sub-counties that are areas of return (UNDP/WFP);
(2) To improve the production capacity and income of 8,000 households (48,000 individuals] through agricultural and non-agricultural activities and access to credit and savings (UNDP/WFP);
(3) To improve the health, nutritional, and HIV/AIDS status of at least 30% of the 228,190 persons in 16 sub-counties and uphold their right to health through improved accessed to quality health and nutritional services (WHO); and
(4) To allow 16 sub-counties where people have returned to engage in peace building and conflict prevention processes involving women, youth, religious, and cultural/local leaders (UNDP). UNDP will not only contribute directly to the aforementioned areas, but will also lead the overall coordination process of the project.


The Project Officer will specifically be responsible for the coordination and management oversight of the UNDP/WFP/WHO Joint Early Recovery Project funded through the UN Human Security Trust Fund. In this respect, the officer will work in close collaboration with participating UN agencies, the Embassy of Japan, Office of the Prime Minister and respective District Local Governments.

The incumbent is expected to carry-out the following tasks:

Project Management Work:
1. Maintain regular contact with personnel involved in project implementation and monitor progress of project implementation vis-a-vis work plan targets and budget;
2. Conduct field monitoring visits to validate reported progress and identify and recommend corrective actions for effective project implementation when necessary;
3. Organize regular coordination meetings with participating agencies and stakeholders, as well as, project reviews and evaluations; including preparing draft terms of reference, backstopping monitoring and evaluation missions, and providing relevant information and briefs, among others;
4. Facilitate the preparation of project work plans through provision of the necessary sector-specific information and data;
5. Scrutinize project quarterly work-plans, progress and financial reports and consolidate report for submission to the donor;
6. Participate in meetings and discussions related to the project;
7. Prepare overviews, synthesis papers, discussion papers, and/or briefing notes on emerging issues in the field of early recovery as well as updates on bilateral and other related sector programmes.
8. Maintain a data bank of contacts of key partners/stakeholders and their field activities for purposes of networking;


Administrative Duties:
1. Ensure conformity of project disbursement and procurement requests with approved budget and work plan;
2. Analyze and monitor overall project financial situation; report on status of financial expenditure, and alert partners on issues arising;
3. Verify, analyze and reconcile various expenditure reports from implementing partners;

Desired Qualifications and Experience:
* A post-graduate degree in development studies, law, international relations, social sciences, political science or related field.
* Minimum three years working experience and knowledge of
(a) general development issues in conflict and post-conflict settings;
(b) managing multi-stakeholder programme development processes including coordination, developing working partnerships and learning processes;
(c) working in an international development agency;
(d) conflict analysis and peace-building;
(e) programme development and design, preferably in conflict and post-conflict settings; and
(f) standard operating procedures and information management for recovery projects.

* Excellent written and spoken English; Knowledge of a local would be an asset.
