EUROPEAN PARLIAMENTARIANS WITH AFRICA (AWEPA)

The Association of European Parliamentarians with Africa (AWEPA) works in cooperation with African Parliaments to -strengthen Parliamentary Democracy in Africa, keep Africa high on the political agenda in Europe, and facilitate African-European Parliamentary Dialogue. AWEPA does by supporting Capacity Building in National and Regional Parliaments and Local Authorities through organizing trainings and workshops, conferences, seminars, attachments and exchange/study visits; as well as provide office equipment and infrastructure

The AWEPA Sudan Project wishes to recruit suitably\qualified and self motivated professionals to UK the: following vacancies that exists in its Programme for the Southern Sudan Legislative Assembly (SSLA) and Abyei legislative in Southern Sudan.

The duty station of the posts is Juba - Southern Sudan with occasional travel within and outside the Sudan.

POST; HUMAN RESOURCE ADMINISTRATIVE OFFICER:
REPORTS TO: HUMAN RESOURCE ABVISOR
PROGRAMME MANAGER -SSLA
TERMS OF EMPLOYMENT: CONTRACT
NO OF VACANCIES: ONE POST
AGE: 25 YEARS AND ABOVE

PURPOSE OF THE JOB
To in close collaboration with the Human Resource Advisor; provide Human Resource Management and Administrative Support Services to the Capacity Building Programme and Project Office

PERSON SPECIFICATIONS:
Required Qualifications and working Experience:
An Honours Bachelor of Arts or Social Sciences Degree with Personnel Management/ Human Resource Management studied as one of the Subjects or an Honours Degree in Human Resource Management or an Honours Degree in Social Work and Social Administration or an Honours Degree in Business Administration (Human Resource Management) or an Honours Degree in Public Administration from a recognized University/ Institution.
Plus a postgraduate qualification in Management, Human Resource Management or Public Administration.
At least 3 (three) years working experience as a Human Resource/ Administrative Officer in a ; Development Project or equivalent level of experience ; from a reputable organization, Demonstrable hands on competencies and experience in Human Resource practice is a must.

Skills and Abilities
Good Analytical and Report writing skills. Good Communication and Interpersonal skills. Ability to work with minimum supervision. Planning and mentoring skills.
• Good teamwork skills
• Ability to supervise and coach subordinates.
• Excellent computer skills
• Willingness to work in "Hard to Reach" Areas
• Comfortable in an International/ multi-cultural working environment with fluent command of the English language;

DUTIES
• To ensure full compliance with Human Resource Policies; Staff Regulations and other relevant organizational procedures; to administer staff welfare benefits and medical insurance services
• To take care of the public relations function of the project
• To manage and ensure maintenance of project vehicles, equipment and other property
• To take charge of staff personnel data/ files, organizational records, leave and other movements
• To maintain an inventory of project activity reports- To ensure sufficient provision office necessities and facilities
• To ensure the working environment and living quarters are safe, clean and healthy. To prepare and submit monthly and quarterly reports to the Human Resource Advisor/ Programme Manager -SSLA
• To maintain effective communication with external statutory and non-statutory bodies/ organizations In liaison with the HR Adviser initiate and implement performance management polices and systems for the project
• To monitor, advise and act on disciplinary matters in accordance with the staff regulations and Human Resources policies.
• To manage the travel function of the project office to supervise and mentor subordinates staff such as, Project Officers, Drivers and support staff. To perform any other duties assigned from time to;
