MINISTRY OF ENERGY AND MINERAL DEVELOPMENT

PROGRAMME: "STRENGTHENING THE MANAGEMENT OF THE OIL AND GAS SECTOR IN UGANDA"

Introduction:
The Government of the Republic of Uganda has received a Grant from the Norwegian Government towards the cost of "Strengthening the management of the oil and gas sector in Uganda" and intends to use part of the proceeds of the Grant towards payment for Services" of programme staff.

Government of Uganda through the Ministry of Energy and Mineral Development now seeks the services of a qualified and experienced person for the post indicated below to be based at the Programme Offices located in Petroleum Exploration and Production Department, Ministry of Energy and Mineral Development in Entebbe.

Position: Communications Officer (1 post)

Duties and Responsibilities:
Reports to the Program Administrator in performing the following:
• Be the contact person for receiving and disseminating information from interest group representatives concerning the programme;
• Carry out oil and gas information communication needs analysis and development of demand driven information dissemination strategies to prepare materials Communication strategies;
• Support the different pillars to prepare materials for information dissemination to the media and other stakeholders;
• Ensure a good working relationship with the respective stakeholders to build mutual understanding and facilitate information collection and dissemination;
• Coordinate the production of popular and local versions of oil and gas documents like the National Oil and Gas Policy for Uganda and any other documents as required;
• Prepare briefs, fact sheets for the programme secretariat and other stakeholders process and manage oil and gas information generation and dissemination at all levels from local governments to Ministries, Government Institutions and Parliament;
• Coordinate oil and gas press conferences around the release of new documents of interest to the public;
• Prepare notice of upcoming oil and gas related press conferences to the media, including transmitting pertinent materials for review and agenda (if applicable}. Coordinate attendance and participation;
• Coordinate the dissemination of information about the oil and gas sector in general and the programme through the print and electronic media; and,
• Manage and update the oil and gas Website with relevant materials.

Qualifications and Experience:
• An Upper Second Class Degree in Mass Communication and Post-graduate qualification in the relevant field from a recognized institution will be an added advantage.
• Any other qualification IT related field and thorough knowledge of Uganda's oil and gas issues will be an advantage
• Excellent command of the English language and communication skills
• Working Experience of not less than 5 years in a busy communications office

Duration of the Assignments:
A two-year contract (with 6 months probation period)renewable upon satisfactory performance and programme requirements.
Age: 25-40 years
