Action Against Hunger: Survey/Surveillance Officer

Action Against Hunger (ACF)-USA is part of the ACF-International Network which works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy.

ACF-USA is looking for a suitable candidate to fill the following position:

SURVEY/SURVEILLANCE OFFICER.

Reporting to the Survey and Surveillance Program Manager, the Survey/Surveillance Officer will be responsible to assist in planning, coordinating and executing integrated SMART surveys and rounds of surveillance within the context of the ACF country strategy. This will include compiling data in SPSS and ENA for SMART, analyzing data and reporting of survey results (surveillance and integrated SMART Survey) in an integrated and comprehensive manner in collaboration with ACF program teams and local partners in Kenya.

The specific objectives and activities will include:

  • Implementation of the integrated SMART surveys, Small Sample Surveys and monthly surveillance in collaboration with local authorities, MoH, KBS and ALRMP in Garbatulla and Tana River districts
  • Build the capacity of MoH, ALRMP and KBS staffs to carry out surveys and surveillance in the future on their own through facilitating trainings prior to the surveys and support in the implementation of the different surveys/surveillance.
  • Collaboration and collection of information from other potential partners in the field (NGOs, Health structures, community…)
  • Collection of demographic data for the planning of the different nutritional surveys and surveillance
  • Creation of an activities calendar in coordination with the SS team
  • Collaboration with the SS Program Manager and Technical Coordinators for validation of methodology, training material, and reporting
  • Collaboration with logistics for supplying different materials for the survey and surveillance and field movements
  • Design of the program of activities / activity plans for the survey/surveillance team in collaboration with the logistics department and the District Partners;
  • Recruitment and staff training as per the ACF HR Procedure for each round of surveillance;
  • Supervision of the surveillance and survey teams
  • Collaboration with other ACF departments (WASH, Food security and livelihoods, Finance and Logistics).
  • Implementation of the Integrated SMART survey, Small Sample Surveys and monthly surveillance.
  • Data collection of all surveillance data, ensure proper entry, analysis and reporting. This will be done in coordination with the Program Manager and Technical Coordinators.
  • Ensure adherence between field activities and Government of Kenya procedures / protocols / guidelines designed for nutrition surveillance: respect of methodology, reporting process, etc.
  • Drafting and final writing of the survey final reports.

Qualifications and skills required:

  • HND or Diploma in nutrition or health related course.
  • At least 3 years experience in Nutrition or health related NGO related work.
  • Excellent communication skills (written, oral, cross-cultural).
  • Possess strong methodological background.
  • Excellent organization and coordination skills.
  • Experience in staff and team management and capacity building skills.
  • Proven report writing skills.
  • Advanced knowledge of SPSS, Ms Excel, ENA for SMART and Ms Word.
  • Must be a team player and have team leadership skills.
  • Ability to work under pressure and within strict time limits.
  • High degree of motivation, result oriented creativeness and adaptability.
  • Good written English and spoken Kiswahili. Borana language desirable.
