PRIVATE SECTOR FEDERATION: Industrial Liaison Consultant

1.0 INTRODUCTION

The Private Sector Federation has received a grant of 4,200,000 Euros from the Royal Kingdom of the Netherlands to support the Private Sector to play an active role towards the development of Technical and Vocational Training (TVET). The Dutch Government is supporting a TVET Project which has the following major components:

1. The first and main component of the Project will be the Business Plan Competition (BPC) targeting TVET graduates and enterprises with the potential to promote skills development and to promote employability of talented young Rwandans. The main objective of this component is to promote and stimulate entrepreneurship development by encouraging start-ups and existing enterprises to prepare viable business plans that can attract external financing.

2. The second component on internship programs is aimed at strengthening the capacity of private companies especially the industry sector in promoting the development of technical and generic skills through an internship program for young graduates.

3. The third component which focuses on advocacy on TVET is aimed at creating and supporting a strong Public-Private Partnership in TVET development in order for Private Sector to contribute to TVET reform. An emphasis will be put on studies, surveys and issues solicitation on labour market needs, strengthened capacity of private sector to participate in TVET curriculum development in order to address the needs of the labour market.

With regard to industrial attachment program, it is to be noted that skills needs of the labour market and trends are at the centre of industry development and growth. To adapt to this changing environment, the global economy requires countries to have well skilled and capable workers.

One of the most important and obvious goals of an internship is the acquisition of actual real world experience. Industrial attachment gives you a full and realistic view of workplace environment.
Participating lifts the veil by allowing the student to learn more about the specific industry, field, technology, product or company. With a real feel of the nature of work you have more realistic judgment values that aren’t coloured by fantasy.

Based on the above background, PSF would like to recruit competent persons to take up the position of Industrial liaison consultant, to support the implementation of PSF industrial attachment program.


2.0 DUTIES AND RESPONSIBILITIES:

The consultant will be recruited according to the sector of activities identified by PSF namely: Hospitality, tourism and leisure, construction, ICT, Manufacturing and value addition, technical servicing (mechanics: auto motive body repair and painting), industrial machine maintenance etc. they should:

- Conduct a yearly basis census of TVET schools candidates to be placed for in industrial attachment.
- Organize the expertise in the sectors of Hospitality, tourism and leisure, construction, ICT, Manufacturing and value addition, technical servicing (mechanics: auto motive body repair and painting
- Report the progress of the industrial attachment in the technical committee comprising WDA, IPRCS, PSF and TVET DPs
- Liaison with employers’ surveyors to inform the training side about the generic skills needed by the market
- Organization of market place development for TVET graduates innovation competition
- Making sure that industrial attachment candidates write their report according to the report format
- Organise and coordinate chamber activities: organise meeting for members of the chambers, link members of the chamber to different technical schools for closer collaboration, initiate projects for chambers.

4.0 PROFILE AND CONSULTANCY JOB REQUIREMENTS:

• Bachelor’s degree preferably in hospitality, Tourism and leisure, electricity, electronics, information technology, construction and any related field with hands on proven experience in the Private Sector or technical school.
 Knowledge of
1. Public-Private partnerships
2. The operations of Technical and Vocational training institutions
3. Government operations in the area of TVET
• At least 2 years post graduate working experience
• Strong analytical skills
• Posses strong people management, quality orientation, leadership, planning, and organizational skills
• Good leadership, communication and team building skills
• Sound and current knowledge of ICT
• Fluency in English or French and a working knowledge of the other language
• Ability to work in teams and collaborate with institutions of different nature
