National Agricultural Research Organisation: MONITORING AND EVALUATION OFFICER

NATIONAL AGRICULTURAL RESEARCH ORGANISATION [NARO]

The National Agricultural Research Organization (NARO) with the support of the World Bank is to implement the Eastern Africa Agricultural Productivity Project (EAAPP) project whose goal is to contribute to increased agricultural productivity and growth.
The project objective is to strengthen and scale up regional cooperation in generation of technology, training, and dissemination programs for regional priority commodities namely cassava, rice, wheat and dairy through Regional Centers of Excellences (RCOEs) in Uganda, Tanzania, Ethiopia and Kenya, respectively. Uganda will develop and lead joint projects geared toward improving the productivity and profitability of cassava production and processing, while participating in projects in rice, wheat, and dairy led by RCOEs in the other three countries.

A Project implementation unit based at Entebbe is to be established to coordinate the implementation of the project for which the Director General NARO is inviting suitably qualified Ugandans to fill the following position

Job Title: MONITORING AND EVALUATION OFFICER

Reports To: Project Coordinator
Overall responsibility: Responsible for coordinating the application of M and E systems to track the progress and implementation of EAAP Project implementation schedule.
Key Responsibilities:
* Develop the overall framework for project M and E for example; annual project reviews, participatory impact assessment, process monitoring, operations monitoring and lessons learned workshop,
* Participate in the development and implementation of project M and E system including the prioritizing key activities, measures and indicators, milestones and expected outcomes and project impact.
* Design and develop M and E policies, tools, and information gathering systems, preliminary plans and frameworks, conducting baseline surveys as well as defining outcome and impact measures.
* Guide the process of identifying key performance questions and parameters for monitoring project performance and comparing it to targets. Design the formats for such performance reports.
* Contribute to the development of annual work plans ensuring alignment with project strategy, agreement on annual targets and inclusion of M and E activities in the work plan.
* Guide staff and implementing partners in preparing progress and other reports in agreed formats
* Providing quarterly M and E reports based on project level assessment.
* Prepare consolidated M and E progress reports for the EAAP.
* Design and implement a system to identify, analyze, document and disseminate lessons learned,
* developing and implementing Quality assurance and quality enhancement strategies for the project,
* Carry out field studies, including marketing, baseline surveys, socio-economic and needs assessment.
* Guide and supervise organizations that are contracted Jo implement special surveys and studies required for evaluating project effects and impacts

Qualifications, experience, desired attributes:
* A Masters Degree in Agricultural Economics, Economic Policy and Planning, Development Economics, Rural sociology, Agricultural Marketing, Development Studies or any other related field obtained from a recognized university.
* At least, three years working experience as s monitoring and evaluation officer with a reputable origination.
* Proven experience with;
MSE methods and approaches including quantitative, qualitative and participatory approaches
• Planning and implementing M and E systems
• Training in M and E development and implementation
• Facilitating learning oriented analysis sessions of M and E data with multiple stakeholders
• The logical framework approach and other participatory planning approaches
• Information analysis and report writing
*In-depth understanding of strategic approaches to planning, development and achievement of results.

Salary
An attractive remuneration package commensurate with training and experience will be offered to successful candidates.
Nature of appointment: The successful candidates will be appointed on a four year fixed contract.
