The National Agricultural Research Organization (NARO) with the support of the World Bank is to implement the Eastern Africa Agricultural Productivity Project (EAAPP) project whose goal is to contribute to increased agricultural productivity and growth.
The project objective is to strengthen and scale up regional cooperation in generation of technology, training, and dissemination programs for regional priority commodities namely cassava, rice, wheat and dairy through Regional Centers of Excellences (RCOEs) in Uganda, Tanzania, Ethiopia and Kenya, respectively. Uganda will develop and lead joint projects geared toward improving the productivity and profitability of cassava production and processing, while participating in projects in rice, wheat, and dairy led by RCOEs in the other three countries.
A Project implementation unit based at Entebbe is to be established to coordinate the implementation of the project for which the Director General NARO is inviting suitably qualified Ugandans to fill the following position:
Job Title: PROJECT ACCOUNTANT/ ADMINISTRATOR
Reports To: Project Coordinator Overall responsibility: To ensure that financial, human and physical resources of the project are properly utilized in order to meet project objectives.
Key responsibilities:
* To oversee the purchase and accounting functions of the project.
* Ensuring that the accounting records and reports are properly maintained and that regular reports are submitted to NARO Secretariat.
* Coordinating and analyzing monthly financial returns and coordinating the preparation of financial statements
* Provision of administrative support services, transportation, to ensure that they are effectively and efficiently provided.
* Provision of human resource functions of the project, including personnel, and recruitment issues for the staff.
* To make arrangement to see that all mandatory payments and returns are done in a timely manner.
Qualifications, experience and desired attributes:
* A good degree in Commerce or Business Administration with a focus on accounting Strong background in financial management and budgeting.
* Demonstrated skills in project administration.
* Familiarity in donor funded projects.
*Three years working experience in finance/accounts department of a big institution/project,
* Possession of ACCA or MBA will be an added advantage.
* Excellent interpersonal.
Salary
An attractive remuneration package commensurate with training and experience will be offered to successful candidates.
Nature of appointment: The successful candidates will be appointed on a four year fixed contract.
