Ministry of Environment and Mineral Resources:

Introduction

The Government of Kenya is in partnership with UNDP towards implementation of the Africa Adaptation Program (AAP) through the support of Japanese Grant.

The Kenya Component of the African Adaptation Programme (AAP) has the objective of strengthening Kenya’s institutional and systematic capacity and leadership to address climate change risks and opportunities through a national approach to adaptation.

The expected outputs include:

  • Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced;
  • Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the local and national levels strengthened;
  • Climate-resilient policies and measures implemented in priority sectors implemented;
  • Financing options to meet national adaptation costs expanded at the local, national, sub-regional and regional levels; and
  • Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels.

The beneficiaries of the project will be local communities and other vulnerable groups, such as women and pastoralists, when their capabilities to deal with the impacts of climate change will be enhanced through support from various stakeholders including UN agencies, government, CSOs and private sector through responsive policies and longterm planning mechanisms at the local and national levels.

Other key beneficiaries include national institutions responsible for mainstreaming climate change policies in planning and budgeting processes. This Project shall be implemented by UNDP through a NEX modality with the Ministry of Environment and Mineral Resources, in its official role as the coordinator of all climate change affairs in Kenya.

UNIDO and WFP will act as Responsible Parties for certain activities.

These agencies and institutions will work with collaborating partners drawn from other government ministries, departments and institutions as well as CSOs, private sector and research/academic institutions, parliament and the media so that they can play a more effective role in formulating and implementing climate change responsive policies and programmes together with lobbying for and disseminating relevant information on various climate change issues and themes.

Due to the cross-cutting nature of the program and the complexity of the proposed interventions through the
institutions namely Ministry of Environment and Mineral Resources, UNDP, UNIDO and WFP, the AAP will engage a
competent staff in the Project Monitoring Unit (PMU) at the national level to provide the requisite leadership.

The PMU will be embedded in the Ministry of Environment and Mineral Resources and will be based in the Ministry Headquarters in Nairobi. The staff of the PMU will be headed by a National Project Coordinator (NPC) who will be supported by Information and Knowledge Management Officer, Project Accountant and Administrative Assistant.

The Ministry of Environment and Mineral Resources therefore wishes to recruit project staff to fill the following positions for a period of one year renewable:

1. Job Title: National Project Coordinator

Duties and Responsibilities:

Under the overall supervision of the Ministry of Environment and Mineral Resources and in close collaboration with the Project Steering Committee and the UNDP, the National Program Coordinator (NPC) will be responsible for the
overall coordination and implementation of the project.

This will include provision of overall coordination, management and supervision for project administrative, financial, and technical activities. The NPC will also be required to liaise with relevant government ministries, other UN agencies
participating in this project in particular UNIDO and WFP, bilateral donors and other project stakeholders.

The schedule of duties for the NPC includes:

  • Plan the activities of the project and monitor progress against the initial quality criteria.
  • Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
  • Monitor events as determined in the Project Monitoring Schedule Plan, and update the plan as required;
  • Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Responsible for preparing and submitting financial reports to the Ministry and UNDP on a quarterly basis;
  • Manage and monitor the project risks initially identified, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
  • Be responsible for managing issues and requests for change by maintaining an Issues Log;
  • Prepare the Project Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report as required by the Ministry and eventual submission to the Project Board and Project Assurance;
  • Prepare the Annual review Report, and submit the report to the Ministry and eventually to the Project Board and the Outcome Board;
  • Prepare the Annual Work Plan and Budget, alongside the Procurement Plan, for the following year, as well as Quarterly Plans if required;
  • Update the Atlas Project Management module if external access is made available.

Qualifications and Experience:

  • Should possess a Masters Degree in environmental sciences or other related fields
  • A minimum of 10 years proven senior level management and administrative experience of which, at least five (5) years in Project Planning, management and implementation at senior level.
  • Conversant with GoK and donor financial and procurement procedures.
  • Proven ability to write technical reports are essential attributes.
  • Excellent interpersonal skills and demonstrated ability to network and foster teamwork.
  • Experience in managing climate change adaptation related projects is highly desirable
  • Strong foundation in climate change adaptation programming.
  • Be computer literate
  • Must be a Kenyan citizen

Reporting: The National Project Coordinator will report to the Permanent Secretary.

2. Job Title: Information and Knowledge Management Officer

Duties and Responsibilities:

Under the overall guidance and supervision of the National Project Coordinator, the Information and Knowledge Management Officer will work closely with all the key project implementing partners.

The principal role of Information and Knowledge Management Officer will be to manage and support the dissemination of information generated by project’s activities

In addition to ensuring key project deliverables/reports/studies are properly packaged and distributed to the target
groups. The Information Officer will be expected to foster climate change stakeholders collaboration in the country and provide technology vision and leadership in the development of the project outreach and information marketing activities.

Essential Duties:

  • Providing strategic and tactical planning, development, evaluation, and coordination of the information among climate change stakeholders in the country.
  • Facilitates communication between implementing partners and others climate change stakeholders in the country
  • Help the ministry of information design and oversee a climate change stakeholders information database/network

Key Competencies:

  • Strong understanding and knowledge of development issues, particularly those related to Climate Change.
  • Willingness to work for ambitious advocacy programmers and ability to engage a wide range of stakeholders.
  • Ability to advocate for climate change adaptation and provide technical support on communication strategy.
  • Excellent written and oral communication skills.
  • Proficiency in the use of the internet, computer applications and other outreach platforms.
  • Strong attention to details and the ability to work under pressure and tight deadlines.
  • Proven ability to take initiative and work independently with limited supervision in a multi-stakeholders environment.
  • Proven experience using marketing and outreach materials publishing software (Familiarity with GOK Printing Press software will be a plus)

Education:

  • Masters Degree in social sciences, communications, journalism, public relations, political science, humanities or other related field.

Experience:

  • At least 5 years relevant experience in media; academia, research institution, public relations-related field and/or communications with a reputable organization that has a good networking experience with development organisations and social movements.
  • Ability to apply in-depth sound technical knowledge and skills in development work, media, current affairs, public relations, and communications to plan and implement climate change adaptation programming.
  • Proven track record to engage and mobilize key constituencies at the national and local level (e.g. civil society and community-based organizations, youth, parliamentarian and legislators, media, private sector and local authorities)
  • Excellent analytical, writing and communication skills with the ability to conceptualize, articulate and debate issue related to climate change.
  • Ability to build partnerships and manage high-level communications with media, NGOs, government officials, the UN System in the region and others.
  • Good interpersonal and cross-cultural communication skills, understanding of African culture and customs are an advantage.

Reporting: The Information and Knowledge Management Officer will report to the National Project Coordinator.

3. Job Title: Project Accountant

Responsibilities:

  • Overall coordination and supervision of financial transactions in the project;
  • Ensuring proficiency in project implementation;
  • Compilation of budget estimates for the project; and
  • Compilation of project financial reports.

Duties:

  • Establish and maintain an accounting system for the project ;
  • Maintain books of accounts, regular reconciliation of special account transactions projects, maintaining records of statement of expenditures and related supporting documents;
  • Process payment claims of the vendors by filling relevant forms and processing payment claims of imports through letter of credit;
  • Prepare financial reports such as monthly receipts and payment accounts, quarterly un-audited accounts and other project financial reports;
  • Prepare monthly project budget reports for the PMU (f) Budgetary expenditure control;
  • Prepare annual financial statements and coordinate audit of the statements with auditors;
  • Cash flow analysis; and other financial management related duties as required.
  • Validate payments for all transactions relating to AAP; and
  • Account for funds and submit reports to Development Partners on accountability of AAP funds.
  • The Officer will be expected to manage/implement an effective financial control system in accordance to UNDP and Government financial management regulations

Qualifications and Experience:

  • Should possess a University Degree in Commerce or Business Administration majoring in Accounting and full Professional Qualifications such as ACCA, CPA from a recognized University;
  • A minimum of ten (10) years relevant working experience in project planning and management.
  • Proficiency in computer accounting packages and knowledge of databases management and information systems;
  • Ability to perform a broad range of accounting functions, e.g., budgeting/work programme, financial and grant management;
  • Good interpersonal skills, ability to work in a multi-Sectoral, multi-disciplinary, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
  • Dynamic, innovative and able to work with minimum supervision; and
  • Must be a Kenyan citizen.

Reporting: The Project Accountant will report to the National Project Coordinator.

4. Job Title: Administrative Assistant

Duties and Responsibilities:

The officer will report to the AAP Kenya Programme Coordinator and will undertake the following:

  • Perform secretarial and administrative duties for the AAP Kenya office
  • Compose and maintain a programme registry and handle all correspondences related to incoming and outgoing mails, response to enquiries on relevant administrative, financial, personnel matters
  • Coordinate office functions in liaison with other implementers/development partners
  • Disseminate information about meetings, provide secretarial services to meetings/workshops and circulate minutes and reports
  • Keep appointment and meeting schedules and inform participants accordingly
  • Venue acquisition and management for functions such as workshops and stakeholder fora

Requirements for Appointment:

  • Diploma in Secretarial duties with a typing speed of 60 wpm and short hand speed of 120 wpm
  • Additional training in finance, administration or other relevant field
  • Proficiency in computer application soft ware packages in and relevant ICT tools
  • A minimum of three years experience in a busy set up involving multi-sectoral programmes
  • Good inter personal skills, ability to successfully and effectively work in a multi-sectoral, multidisciplinary, multi –ethnic environment
  • Dynamic and innovative Kenyan citizen who is able to work under minimum supervision and to meet deadlines
  • Familiarity with UNDP and Government of Kenya accounting procedures and regulation will be a plus

The Administrative Assistant will report to the National Project Coordinator.
