EUROPEAN PARLIAMENTARIANS WITH AFRICA (AWEPA)

The Association of European Parliamentarians with Africa (AWEPA) works in cooperation with African Parliaments to -strengthen Parliamentary Democracy in Africa, keep Africa high on the political agenda in Europe, and facilitate African-European Parliamentary Dialogue. AWEPA does by supporting Capacity Building in National and Regional Parliaments and Local Authorities through organizing trainings and workshops, conferences, seminars, attachments and exchange/study visits; as well as provide office equipment and infrastructure

The AWEPA Sudan Project wishes to recruit suitably\qualified and self motivated professionals to UK the: following vacancies that exists in its Programme for the Southern Sudan Legislative Assembly (SSLA) and Abyei legislative in Southern Sudan.

The duty station of the posts is Juba - Southern Sudan with occasional travel within and outside the Sudan.

PURPOSE OF THE JOB:
To provide Legislative Consultancy Support Services to the Capacity Building Project for the Southern Sudan Legislative Assemblies.

PERSON SPECIFICATIONS
Qualifications:
• An Honours Bachelors Degree in Law; plus a Masters Degree in Law from a recognized University/ Institution.
• He/she should be in possession of a Certificate in Legislative Drafting or any other evidence of having undertaken such training.
• In addition, the applicant should be knowledgeable in Parliamentary Practice and Procedures.
• The applicant should have five (5) years working experience in Legal and Legislative Drafting. Experience in working for a Parliament shall be an added advantage.

Skills and Abilities
• Should have excellent interpersonal and communication skills and be capable of working as a team player.
• Should good writing and drafting skills.
• Should demonstrate problem solving and decision making skills.
• Excellent organizational and time management skills.
• Should have good computer skills. Personal Attributes
• A cordial and pleasant personality
• Ability to exercise patience and work under difficult conditions

Duties:
• To provide technical guidance on legislative procedures and processes to the SSLA and Abyei Legislative Council and their committees
• To plan for and provide legislative capacity building opportunities to the Members of Parliament (Assemblies) in close consultation with the Programme Managers)
• To ensure timely drafting of motions, Private Members' Bills questions and petitions requested for by the Members of Parliament.
• To offer advice on legal and legislative matters to the SSLA and Abyei Legislative Council.
• Follow-up on bills before Parliament and support their scrutiny, debate and passing by the Assemblies.
• To provide legal advice and opinions to Members of Parliament and the Parliamentary Committees.
• To follow up on the compilation of final texts of Bills.
• Supervises and responsible for the work performance of a team of Legislative Assistants in the project
• Develop capacity through supervision and on job training of officers under the Legislative Department of the Assemblies.
• Perform any other duties as may be assigned from time to time.
