EAC Short Term Consultancy: Trade Advisor

This Specific Procurement Notice (SPN) follows the General Procurement Notice (GPN) for this project that appeared in the Development Business Issue No 694 of 16 January 2007.

The East African Secretariat has received a grant from the African Development Fund in various currencies towards the cost of the East African Trade and Transport Facilitation Project. It is intended that part of the proceeds of this grant will be applied to eligible payments under the Contract for Trade Advisor under the Implementation of the EAC Customs Union Component.

The East African Community Secretariat as the Executing Agency now invites applications from suitably qualified and experienced experts from eligible Member Countries or Participant States of the Fund for the above-cited position based in Arusha and reporting directly to the Director of Trade. The assignment will be for two years.

The main responsibility of the Trade Advisor will be to determine the current trade facilitation measures available to the East African Partner States under the WTO framework and the options available for improving them through negotiations.

The advisor will perform the following major specific duties:

  1. Conduct a survey of the current WTO negotiations on Trade facilitation and the ongoing work under the WTO Trade Facilitation Working Group with reference to UNCTAD technical notes for the preparation of WTO Trade Facilitation negotiations for LDCS
  2. Prepare an analysis of the implementation status of Trade Facilitation measures being implemented in each Partner State and the Current Negotiation position of the region
  3. Propose possible negotiation Strategies with preliminary analysis of provisions required to implement them and an analysis of potential economic benefits to flow from each.
  4. Conduct consultative workshops, in the EAC Partner States (Tanzania, Uganda, Kenya, Rwanda and Burundi)
  5. Any other assignments relevant for the successful completion of this project

Qualifications and Experience:

The desired candidate should demonstrate;

  1. Ability to work under pressure in a multicultural environment
  2. Knowledge of current WTO issues related to trade facilitation
  3. Possession of a Masters degree or equivalent in International Trade, International Trade law or related field.
  4. Knowledge and experience of current issues in EAC integration process.
  5. At least 10 years participation in multinational negotiation of Trade Pacts 5 of which must have been at a senior management level to prove technical qualifications and experience
