Joint Clinical Research Centre: Chief of Party

JCRC, a national Ugandan organization established in 1991, is an HIV AIDS centre of excellence specializing in Treatment and Care, Medical Research and Training. JCRC, pioneered Anti retroviral therapy (ART) and associated laboratory diagnostics in Uganda as early as 1992 and at district level since 2001 through the mandate of the Ministry of Health (MOH), JCRC has established the most extensive network and referral system of HMTB dirties and laboratories in Uganda.
The JCRC will implement the USAID funded Targeted HIV/AIDS and Laboratory services program code named THALAS." The program will contribute to the efforts in strengthening the national systems for delivery of HIV/AIDS services in Uganda by providing quality H1VAIDS care and treatment, and laboratory support services at 11 regional referral hospitals and 13 district hospitals in Uganda.

Overall Responsibilities:
The Chief of Party (COP) will provide technical leadership and managerial oversight for the project, and ensure project implementation and reporting of all project activities, achievement of results and timely submission of all project deliverables. The COP will liaise with the Ministry of Health and all other organizations at the district and central levels in order to ensure coordination of this project with activities being undertaken by other partners and contractors in the region. He/she will provide strategic Vision, leadership and bear primary responsibility for all administrative requirements to fulfill the performance objectives specified in this contract. S/he is the official representative of the JCRC and maintains communication with USAID Uganda, the Ministry of Health and all other relevant stakeholders including districts, other regional and national organizations.

Specific Responsibilities:
• Provide oversight and supervise all activities under the THALAS contract and have overall responsibility for the successful performance of the technical assistance team.
• Provide technical leadership in design and implementation of laboratory service provision in all partner sites.
• Provide strategic leadership and bear primary administrative responsibility for all administrative requirements to fulfill the performance objectives specified in this contract.
• Ensure that the project's objectives and activities are aligned with USAID expectations
• Ensure that the project operations are efficient and cost effective
• Maintains communication between all relevant stakeholders, experience interacting with government agencies or international health development organizations, host country governments and international donor agencies.

Qualifications and Experience:
• A Master's Degree or higher qualifications in Public Health, Medicine or related field;
• The candidate must have at least 10 years experience working in clinical or public health including HIV/AIDS, infectious disease (malaria and TB), maternal and child health;
• Should have technical expertise and experience, a solid professional reputation and management experience.
• Demonstrated leadership skills in working and collaborating with country institutions, international organizations;
• At least five years relevant supervisory experience of professional (technical) staff;
• Working knowledge of and experience with USG projects highly desirable;
• Excellent organizational, analytical, oral and written communication skills;
• Excellent past performance references (contacts should be provided)
• Experience working in health in Uganda/ developing country is an added advantage
• Strong interpersonal, skills leading teams and fostering teamwork and partnering.
• Overseas field experience that includes a significant management responsibility is an added advantage
