Kenya National Examinations Council: Jobs and Vacancies in Kenya

The Kenya National Examinations Council wishes to recruit self motivated and qualified Professionals for various Vacant Positions. Descriptions of these Vacancies and their Requirements are outlined here below:

1. Senior Deputy Secretary, Test Development, Examination Administration and Research in Examinations

KNEC Scale EC 15 – Re-Advertised

This is a management position and the successful candidate will be reporting to the Council Secretary/Chief Executive of KNEC and will head the Department of Test Development but may also be assigned to head Examination Administration Department or Research.

Duties and Responsibilities:

Handling all administrative functions of the department including:-

  • preparing and executing departmental budget;
  • planning, programming and coordinating development of:-
  1. examination papers;
  2. subject examination panel programs;
  3. involvement of Test development officers in curriculum development matters;
  4. examination administration programs and examination/assessment oriented research programs ;
  • Providing guidance and leadership to the staff in the department.

Quality assurance of all departmental programs and following up the implementation of decisions that fall under the department as well keeping abreast with new developments and innovations on test development, examination administration and research in examination/assessment then advising the council appropriately.

Qualifications and Experience Required:

  • At least a Bachelors degree in Education / Educational Psychology, or equivalent qualification plus a minimum of 12 years hands on experience as an administrator or senior researcher in education, especially in the field of examinations and assessment. Nine (9) of the years should have been served at a senior position eg. Deputy Secretary /Chief Principal at job group Q or above OR an equivalent position in a reputable educational or educational Research organization. Applicants holding higher relevant qualifications and experience will have an added advantage;
  • Evidence of being well grounded in theory and practice of educational tests and measurements psychometrics, research in education, examination administration and computer application in education and assessment will be required.

2. Deputy Secretary, Research
KNEC Scale EC 14

This is a management position and the successful candidate will head the Research Division and report to the Council Secretary/Chief Executive KNEC.

Duties and Responsibilities:

Handling all administrative functions of the division including the following:-

  • budget preparation and execution for division;
  • formulating research policies in KNEC;
  • planning, coordinating and monitoring of research programs in KNEC; and
  • providing guidance and leadership role to all staff under the division.

Coordinating data analysis and provision of all data related to exams and production of exam reports in KNEC;

Coordinating implementation of quality assurance processes for all KNEC examination development and administration programs and procedures and tracking compliance;

Qualifications and Experience Required:

  • At least a Bachelors Degree in Education/Educational Psychology Or equivalent qualification plus a minimum of 9 years hands on experience handling examination programs including research in examinations in a reputable educational institution. Six (6) of the years should have been served at Principal Examinations Officer level OR equivalent position at job group P and above handling examination related programs. Applicants holding relevant higher qualifications and experience will have an added advantage.
  • Evidence of being well grounded in theory and application of Educational Assessment, Research and Examination Administration processes as well as a good knowledge of Computer Applications packages.
  • Should have served as a contracted professional for KNEC in Test Development or marking.

3. Deputy Secretary, Test Development, Technical Examinations

KNEC Scale EC 14

This is a management position and the successful candidate will head the Division of Test Development Post School Technical Examinations in KNEC and will be reporting to the Head of Test Development Department. The applicant may also be required to Head other relevant professional Divisions in KNEC.

Duties and Responsibilities:

Handling all administrative functions of the Division including the following:-

  • preparation and execution of divisional budget;
  • formulation of post school test development policies for technical exams;
  • programming and Coordination of test development of post school technical exam papers in KNEC;
  • coordination of council post school technical exams committee panels programs;
  • guiding staff in the division.

Approving of payment claims made by contracted professionals in the division, members of subject examination panels and awards committees for post school technical exams;

Coordinating and tracking compliance with all the quality assurance processes associated with the test development process for the post school technical exams;

Qualifications and Experience Required:

  • At least a Bachelors degree in Technical Education OR equivalent qualification plus a minimum of 9 years experience in handling test development programs. Six (6) of the years should have been served at Principal/ Senior Examinations Officer level OR Equivalent position and at Job group ‘P’ and above. Applicants with Higher National Diploma in Technical Education will be considered.
  • Evidence of being well grounded in theory and application of educational Assessment and Examination Administration process as well as basic knowledge in Computer applications in exam test development processes.
  • Should have served as a contracted professional of KNEC in Test Development OR Marking.

4. Deputy Secretary, Examination Manuscripts Receipt and Preparation Services

KNEC Scale EC 14

The successful candidate will head the Manuscripts Division in KNEC and will be reporting to the Head of Department, Reprographics and Manuscripts.

Duties and Responsibilities:

Handling all the administrative functions of the division including the following :-

  • preparation and execution of the divisional budget;
  • formulation of the manuscript handling policies and procedures of KNEC;
  • programming;
  • coordinating the process of receipt and preparation of examination manuscripts; and
  • Providing leadership and guidance to all members of staff in the division.

Security handling and storage of manuscripts, guiding the vetted officers and contracted professionals involved in handling and preparation of examination manuscripts;

Guiding the inputting and proof reading process of all security manuscripts at every stage including, approval of proofs, security storage, retrieval and receiving machine copies and production of final copies;

Coordinating the implementation and tracking compliance of quality assurance procedures associated with manuscript receipt and processing;

Qualifications and Experience Required:

At least a Bachelors degree in Education or Social Sciences with additional qualifications in Secretarial Studies OR equivalent qualifications plus a minimum of 9 years experience handling manuscripts preparation for examinations or security documents in a reputable institution. Six (6) of the years should have been served at Principal Manuscripts
Officer level OR equivalent position at job group P and above.

Evidence of being well grounded in theory and practise in manuscripts preparation from typesetting to printing for security documents as well as proficiency in computer applications for manuscripts preparation.

5. Deputy Secretary – Test Development, School and Teacher Education Examinations

KNEC Scale EC 14

This is a management position and the successful candidate will Head the Division of Test Development School and Teacher Education Examinations in KNEC and will be reporting to the Head of Test Development Department.

Key Responsibilities:

Handling all administrative functions of the division including the following:-

  • preparation and execution of the divisional budget;
  • formulating the policies and procedures associated with test development for school and teacher education; and
  • programming and coordinating the development of question papers for all School and Teacher Education; and
  • providing leadership and guidance and to the staff in the division.

Coordination of the preparation of examination Regulations and Syllabuses, organization of subject panels and Preparation of examination backwash reports;

Approving payment claims for contracted professionals in Test Development school and teacher education exams;

Coordinating and tracking compliance with the implementation of quality assurance procedures associated with test development in the division;

Qualifications and Experience:

  • At least a Bachelors degree in Education OR equivalent qualification plus a minimum of 9 years experience handling test development of examination processes for school exams in a reputable institution. Six (6) of the years should have been served at Principal test development officer level OR Equivalent position at job group ‘P’ and above.
  • Evidence of being well-grounded in the theory and practise of the principles of educational assessment, test development and examinations administration plus knowledge in computer applications in test development.
  • Should have served as a KNEC contracted professional in test development or marking.

6. Financial Controller

KNEC Scale EC 14

This is a management position and the successful candidate will head the Division of Finance in KNEC and will report to the Head of Finance, Administration and Human Resource Management.

Key Responsibilities:

  • Handling all the administrative functions of the division including the following:- Preparation and execution of the divisional budget providing leadership in designing and Implementing financial policies and procedures for KNEC;
  • Designing, developing, updating, co-ordinating and maintenance of efficient accounting systems as well as supervising, accounting systems in KNEC including budget formulation;
  • Preparation of KNEC financial statements and all financial reports, including income statements, balance sheet, cash flow statement, monthly trial balance and bank remittances, tax returns and other reports for government regulatory agencies;
  • Managing the cash flow of KNEC including ensuring preparation of reports and overseeing the treasury function;
  • Overseeing the strategy and implementation of the management information system with a view to leveraging on technology to improve the management of finances in KNEC.

Qualifications and Experience:

  • At least a Bachelors Degree in Commerce ( Accounting or Finance option) and a minimum of 9 years experience, some of which should have been at the level of chief accountant/ Finance Officer or above in a busy reputable organization;
  • Must have CPA (K) and be a registered member of ICPAK. Possession of any other relevant qualifications as well as experience in public sector finance and accounting will be an added advantage;
  • Evidence of being well grounded with knowledge and practical experience of accounting, financial management and use of relevant accounting/financial computer soft ware applications.

7. Principal Examinations Secretary, Test Development or Examinations Administration Programs

The successful candidate(s) for this position will be posted to Test Development OR Examination Administration Departments of KNEC and may be appointed as head(s) of Section(s) and report to a head of division OR may be assigned non supervisory duties and be required to report to a head of Section in any of the relevant Divisions within the Department(s) of Exam Administration or Test Development. Applicants are therefore required to state clearly the Department they would prefer if successful (either Test Development OR Exam Administration) and their area of specialization.

Key Responsibilities:

  • The duties to be assigned to this officer will include the following if appointed Head of Section:- Planning, supervision and coordination of programs of test development of papers in Test Development Department OR exam administration programs handled in the Exam Administration Department which include, registration of candidates, field administration of exams, marking and processing of results;
  • Non supervisory specific duties will be assigned to the successful officer(s) not appointed head(s) of section(s). These duties will be in either Test Development OR Exam Administration Department depending on the academic and/or professional qualification and area of specialization of the officer. The duties will include coordination and execution of test development and examination administration programs.

Qualifications and Experience:

  • At least a Bachelors Degree in Education or Technical Education plus a minimum of 6 years experience handling either test development or examination administration programs in a reputable institution. Three (3) of the years must have been at the level of a Senior Exams Secretary/Officer, Job group N and above. Applicants with higher relevant qualifications and experience will have an added advantage. Those with Higher National Diploma in education will be considered.
  • Should have served as a contracted professional for KNEC in marking or test development;
  • Evidence of being well grounded in theory, application and practise in educational assessment, test development and examination administration as well as working knowledge on computer applications.

8. Principal Examinations Secretary, Research – Exams and National Assessment Programs

KNEC Scale EC 13

The successful candidate(s) for this post may be appointed to a supervisory role as head(s) of Section to handle either school/post school exams or national assessment programs in Research Division and will be reporting to the Head of Research Division. The successful candidate(s) may also be appointed to a non supervisory position in the Research Division and assigned specific duties associated with research in exams, writing reports and quality assurance programs and will be reporting to a Head of Section in Research Division.

Key Responsibilities:

  • Carrying out Research projects, dissemination of findings and implementation of all Research policies in KNEC and monitoring all Research activities in KNEC;
  • Coordinating and analysing statistical data related to examinations and National Assessment and producing examination research reports as well as quality assurance of KNEC examination processes for school and post school examination.

Qualifications and Experience:

  • At least a Bachelors Degree in Education or equivalent qualification plus 6 (six) years experience at senior examinations officer level handling research activities related to Research in examinations or equivalent position at job group ‘N’ in a reputable institution;
  • Evidence of being well grounded in theory and application of Educational Assessment and Research, psychometrics as well as knowledge in computer applications for handling research in assessment.
  • Should have served as a contracted professional for KNEC in either test development or marking.

9. Senior Legal Officer

KNEC Scale EC 12 (Re-Advertisement)

The successful candidate will be reporting to the Council Secretary/Chief Executive.

Duties and Responsibilities:

  • Shall be the legal advisor to the KNEC Council, Management and all other Governance organs of the Council and shall be in charge of all staff in the Legal Section;
  • Shall handle all legal matters of the Council and shall liaise with KNEC external lawyer on litigation matters and other contentious matters as is necessary;

Qualifications and Experience Required:

  • Bachelor of Law degree from a recognized University and a practising advocate of the High Court of Kenya with a current practising certificate plus 6 (six) years practising experience in Conveyance, Labour Laws, Public Procurement Law, Commercial Law and Litigation;
  • Evidence of proficiency and knowledge in Computer Applications.

10. Senior Management Accountant

KNEC Scale EC 11

The Officer at this level will be reporting to a head of Section within Finance Division

Duties and Responsibilities:

  • Periodical review of general ledger entries to check accuracy and compliance with established rules and accounting principles as well as preparation of financial and statistical reports, financial audits and tax returns and handling accounts and finance activities in KNEC;
  • Review of all processes that require financing and advising the management regularly.

Qualifications and Experience:

  • Bachelor of Commerce Degree (Accounting or Finance Option) plus CPA (K). Not less than six (6) years work experience as a management accountant.
  • Evidence of knowledge in ACCPAC ERP Financial Information Management System and other Computer Applications.

11. Senior Human Resource Officer (Training)

KNEC Scale EC 11 (Re-Advertisement)

The Officer will report to the Deputy Secretary, Human Resources Management Division.

Duties and Responsibilities:

  • Implementing the Council’s HR Training & Development policy as well as conducting and coordinating training needs assessment for all Council staff periodically and designing and implementing annual training programmes and evaluating the effectiveness of training;
  • Preparing and monitoring the training budget;
  • Coordinating the performance appraisal process and recommending appropriate interventions.

Qualifications and Experience Required:

  • At least a Bachelors Degree in Human Resource Management or equivalent qualification from a recognized institution and not less than six (6) years hands on experience in Human Resource Training and Development;
  • Evidence of working knowledge in ACCPAC ERP Human Resources Information Management System and other computer applications.

12. Examination Secretary II – Special Needs Education

Scale EC 10

The successful candidate will be reporting to the Head of Section in Test Development or Examination Administration Departments.

Duties and Responsibilities:

  • Being in charge of planning, guiding, moderating, monitoring and programming the Test Development and examinations administration activities of examinations in Special Needs Education and other relevant functions.

Qualifications and Experience Required:

  • At least a Bachelor of Education degree in Special Needs Education or equivalent qualification with specialization in one of the following special needs fields:-
  1. Mental Handicap/Autism/Emotional and Behavioural difficulties ;
  2. Education/Learning Disabilities/Gifted and Talented;
  3. Visually Impaired – proficiency in English, Kiswahili, and mathematics Braille. Music Braille will be an added advantage;
  • At least three (3) years’ teaching experience in Secondary or Post Secondary School, specializing in teaching Special Needs Learners;
  • Evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations and knowledge in Computer Applications.

13. Examinations Secretary II (Medical Science/Technology)

Scale EC 10

The successful candidate will be reporting to a Head of Section in Post School Examinations within Test Development Department.

Duties and Responsibilities:

  • Being in charge of organizing and guiding Test Development programmes in Medical Science/ Technology examinations.

Qualifications and Experience Required:

  • Bachelors degree in Medical Science Technology; OR Higher Diploma in Medical related field or equivalent qualification plus a Post Graduate Diploma in Education plus 3 years teaching experience in a recognized post Secondary School institution handling medical technology or related field;
  • Evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment and evidence of knowledge in Computer Applications.

14. Examinations Secretary II (Surveying and Mapping)

Scale EC 10

The successful candidate will be reporting to a Head of Section in the Division of Test Development, Post School Examinations.

Duties and Responsibilities:

  • Being in charge of organizing and coordinating test development programmes for Surveying and Mapping examination papers.

Qualifications and Experience Required:

  • Bachelors degree in Surveying; OR Higher Diploma in Surveying and Mapping or equivalent qualification plus a Post Graduate Diploma in Education and minimum of three (3 ) years teaching experience in a recognized post Secondary School institution handling surveying and mapping or equivalent discipline;
  • Evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment and knowledge in Computer Applications.

15. Printer (Pre-Press and Printing)

Scale EC 8

The successful candidate will be reporting to a Head of Section – Print Finishing, in Reprographics and Manuscript Department.

Duties and Responsibilities:

  • Handling of printing work, quality control and ensuring timely production and ensuring printing equipment is fully utilized and well maintained.

Qualifications and Experience Required:

  • At least a Higher National Diploma in Printing from a recognized institution with a minimum of three (3) years hands on experience in a busy printing establishment;
  • Evidence of ability to operate Speedmaster, MOZP Print Master and other sheet fed printing machines.

16. Computer Programmer II/System Analyst II

KNEC Scale EC 9/10

The successful candidate will be reporting to a Head of Section, in ICT department.

Duties and Responsibilities:

  • Liaising with user departments to determine specific needs, analyse existing/new programmes in order to create and maintain efficient ICT Applications;
  • Design, deploy, maintain and administer new and existing ICT software and applications;
  • Develop program changes, modify programs then prepare documentation and develop procedure manuals for all programs then develop and update user guides, train users in system application, operations and procedures.

Qualifications and Experience Required:

  • At least a Bachelors Degree in Computer Science/Information Technology or Equivalent qualification from a recognized institution plus post graduate professional ICT qualifications such as CISSCO, VB,dot NET, Java etc;
  • Evidence of experience and knowledge of use and application of Relational Database Management Systems – RDMS and a working knowledge of operating systems (Windows/Linux/Unix), networking and servers plus 3 years hands on experience in software development and programming or related fields.

17. Accountant II

KNEC Scale EC 9

The officer at this level will report to a Head of Section in the Finance Division within Finance, Administration and Human Resources Department.

Duties and Responsibilities:

  • Examination of payment vouchers against budgetary allocation and Maintenance of the vote book and other financial records including posting of cashbook and general ledger and processing payroll deductions for recoveries made and the verification of payments to suppliers and contracted professionals;
  • Reconciliation of registration data against direct banking to KNEC collection accounts and individual bank reconciliation and verification of payment.

Qualifications and Experience Required:

  • At least a Bachelor of Commerce degree (Accounting or Finance Option) OR CPA Part II with three (3) years relevant experience; OR CPA part I with (6) years relevant experience. Applicants with higher qualification will have an added advantage.
  • Evidence of knowledge in ACCPAC ERP Financial Information Management System and other Computer Applications.
