University Research Co.: PMTCT/PAEDIATRIC HIV SERVICES COORDINATOR

University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID-funded Strengthening Uganda's Systems for Treating AIDS Nationally (SUSTAIN) program. The newly initiated program seeks to work closely with the Uganda Ministry of Health (MOB), PEPFAR partners and other stakeholders, to support the provision of qualify HIV/AIDS treatment, care and laboratory services at selected regional referral and district public hospitals. URC is seeking qualified candidates for the following positions based in Kampala:
POSITION: PMTCT/PAEDIATRIC HIV SERVICES COORDINATOR

Job Description:

The PMTCT/paediatric HIV coordinator will work closely with relevant departments of the MOH and AIDS Control Program (ACP), respective regional referral and district hospitals, as well as district health teams and other implementing partners to plan for and provide the required support for smooth delivery of PMTCT and paediatric HIV (including Early Infant Diagnosis - EID) services at all SUSTAIN-supported health care facilities, as per the Uganda Ministry of Health national guidelines and policies.

Specific tasks will include:
Together with appropriate MOH team(s), carry out an evaluation of strengths and gaps within current PMTCT and paediatric HIV services at SUSTAIN-supported facilities, including technical capacity issues and
• Work with facility teams/managers, other stakeholders and MOH/ACP to rationally plan for and implement activities to build onto the strengths and address the gaps, to ensure delivery of quality services. Forge and manage partnerships with key project partners and MOH/ACP to appropriately and innovatively support the MOH/ACP, district health and facility managers and service delivery teams to implement the Uganda PMTCT/EID and paediatric HIV service scale up strategy within facilities supported by (he project. Specific tasks under this will include, but not limited to:
• Closely coordinate with the Ministry of Health to roll out implementation of the new PMTCT and paediatric HIV care and treatment guidelines to SUSTAIN-supported facilities, as per the MOH strategy.
• Plan for and implement MOH-developed technical and quality improvement trainings, utilization of MOH data tools and job aids to facilitate successful implementation.
• Implement follow-on support supervision, mentoring and coaching to enhance service provider application of skills to service delivery.
Ensure functional linkages and referrals/ counter-referrals between SUSTAIN-supported facilities, other facilities supported by other partners, community-based services and the private sector
With the SUSTAIN M and E manager and MOH relevant team, develop and implement an activity documentation, monitoring and progress reporting framework that addresses requirements of the MOH, USAID and SUSTAIN project.

Minimum Qualifications:
• A basic degree in human medicine, with a relevant post-graduate qualification (at least Master level) in public health or clinical medicine.
• At least 3 years experience in managing HIV programs in Uganda, preferably in the areas of PMTCT and/or paediatric HIV services.

• Excellent written and oral communication and interpersonal skills
Proficiency with Microsoft Office products (Word, Excel, Outlook) Fluent written and spoken English
