National Environment Management Authority: Jobs and Vacancies in Kenya

National Environment Management Authority (NEMA) invites applications from qualified and experienced candidates for the following vacant positions;

1. Principal Human Resources & Administrative Officer (1 Post)

Grade E5

An officer at this level will be responsible to the Chief Human Resources and Administration Manager.

Duties and Responsibilities:

  • An officer at this level will be involved in various Human Resources Management and administrative activities which will include recruitment, appointment, promotion, remuneration, training, development, and welfare of staff for the Authority.
  • The officer will also be responsible for the provision of the office services, management of the general registry, safe custody of the NEMA records, filing of documents and their disposal; manage vehicles, supervise and control drivers and secretarial staff.
  • In addition, the officer will be responsible for development, interpretation and updating of personnel and administrative policies and procedures in conjunction with the Heads of Department.

Requirements for Appointment:

For appointment to this grade a candidate must have:

  • A Bachelors degree in any social science from a recognized university
  • A Masters degree in any of the following fields: Human Resource Management/Development, Public/Business Administration, or their equivalent qualification from a recognized Institution;
  • Served as a Senior Human Resource and Administrative Officer [Grade E6] or in a comparable and relevant position for a minimum period of three [3] years,
  • Computer literate
  • Shown merit and ability as reflected in work performance and results.

2. Principal Environmental Education & Information Officer (1 Post)

Grade E5

An officer at this level will be responsible to the Deputy Director – Environmental Education and Information.

Duties and Responsibilities:

Specific duties at this level include;

  • Coordinating Environmental Education and Information in the respective areas of deployment;
  • Conducting environmental training assessments in line with NEMA’s core mandate and relevant lead agencies;
  • Assisting lead agencies in planning environmental training; providing guidelines for the establishment of Provincial/District Environmental Education and Information Committees;
  • Facilitating the preparation of National Environmental Education and Information Action Plan;
  • Ensuring follow-up of field action plans;
  • Conducting environmental training needs, assessments and planning for environmental training for personnel in NEMA and among stakeholders;
  • Coordinating the management of environmental information with lead agencies, Non-Governmental Organization and the private sector.

Requirements for Appointment:

For appointment to this grade, a candidate must have:

  • Master of Science [Msc] degree in Environmental Education, Environmental Management, Education, Sociology, Environmental Sciences or their equivalent qualification from a recognized Institution.
  • Served in the grade of Senior Environmental Education and Information Officer, Grade EB or in a comparable and relevant position for a minimum of three (3) years
  • Computer literate
  • Shown merit and ability as reflected in work performance and results.

3. Senior Legal Officer (1 Post)

Grade E6

An officer at this level will be responsible to the Principal Legal Officer.

Duties and Responsibilities:

Specific duties at this level will include:

  • ensuring that all NEMA legal instruments are developed and filed on time;
  • maintaining records of all legal instruments;
  • filing legal documents in court, maintaining and updating the Registry for Multilateral Environmental Agreements in consultation with the office of the Attorney General and the Ministry of Foreign Affairs and International Cooperation;
  • preparing briefs and coordinating preparatory meetings for Kenya’s delegation to international meetings relating to MEA’s;
  • assisting in the development of by-laws and ensuring that they are in conformity with the Environmental Management Environmental Management and Coordination Act;
  • liaising with other departments’ staff on drafting of legal documents;
  • offering technical support to districts in the enforcement of the environmental laws;
  • attending court proceedings; and
  • advising interested groups and district authorities on the awareness of the environmental legislation.

Requirements for Appointment:

For appointment to this position, a candidate must have:

  • A Bachelor of Laws (LL.B) degree from a recognized University
  • Be an advocate of the High Court of Kenya
  • Served as a Legal Officer or a comparable & relevant position for at least three (3) years;
  • Shown merit and ability as reflected in work performance and results.

4. Information Communication Technology Officer I (1 Post)

Grade E7

An officer at this level will be responsible to the Senior Systems Analyst.

Duties and Responsibilities:

Duties and responsibilities at this level will include;

  • installation and maintenance of computer systems;
  • configuration of Local Area Network and Wide Area Network;
  • developing and updating application systems; and carrying out systems analysis; design and programme specifications in liaison with users;
  • carrying out repairs and maintenance of Information Communication Technology equipment and associated peripherals;
  • drawing up hardware specifications for Information Communication Technology equipment;
  • validation and certification of ICT equipment and
  • overseeing the process of configuration of new ICT equipment

Requirements for Appointment:

For appointment to this grade a candidate must have:

  • A degree in Computer Science/ Information Communication Technology or its equivalent qualification from a recognized Institution.
  • Three years relevant experience at the level of ICT officer II or in a comparable and relevant position.
  • Shown merit and ability as reflected in work performance and results.

5. Internal Auditor I (1 Post)

Grade E7

An officer at this level will be responsible to Senior Internal Auditor.

Duties and Responsibilities:

Specific duties at this level will include executing audit programmes, collecting audit evidence, reviewing internal control systems in operation, verifying the existence and safety of the Authority’s assets, preparing draft reports, reviewing budgetary controls on the issuance of authority to incur expenditure and commitments and validating of records and reports.

Requirements for Appointment:

  • A Bachelor of Commerce degree [Accounting option) from a recognized university or Part III of the Certified Public Accountants (CPA III] or their equivalent qualification from a recognized institution,
  • Served as Internal Auditor II or in a comparable and relevant position for at least three [3) years
  • Computer literate
  • Shown merit and ability as reflected in work performance and results

6. Quantity Surveyor I (1 Post)

Grade E7

An officer at this level will be responsible to the Senior Quantity Surveyor.

Duties and Responsibilities:

Specific duties include checking drawings submitted, costing land bills of quantities for projects submitted for Environmental Impact Assessment [EIA] licensing to establish real cost; working closely with inspection and monitoring teams to develop bills of quantities for sites requiring rehabilitation.

Requirements for Appointment:

For appointment to this grade, an officer must have:

  • A Bachelor of Science [Bsc] degree in Quantity Surveying from a recognized university.
  • Served as a Quantity Surveyor II [Grade E8] or in a comparable and relevant position for at least three [3] years.
  • Computer literate
  • Shown merit and ability as reflected in work performance and results.

7. Accountant II (2 Posts)

Grade E8

An officer at this level will be responsible to the Senior Accountant.

Duties and Responsibilities:

Specific duties will be to assist in the development and implementation of financial controls and procedures within the sections; preparation of financial statements for various purposes, project financial appraisal and management.

Requirements for Appointment:

For appointment to this grade, a candidate must have:

  • A Bachelor of Commerce degree [Accounting option] from a recognized university or Part III of the Certified Public Accountants [CPA III] or their equivalent qualification from a recognized Institution
  • Served as an Accounts Assistant or in a comparable position for a minimum period of three [3] years
  • Shown merit and ability as reflected in work performance and results.

8. Information Communication Technology Officer II (1 Post)

Grade E8

An officer at this level will be responsible to the Senior Systems Analyst.

Duties and Responsibilities:

Duties and responsibilities at this level will include; analyzing, designing, coding, testing, implementing computer programs providing user support; and maintaining support systems and training of users; repairing and maintaining of ICT equipment and associated peripherals; receiving, installing and certifying of ICT equipment and configuring of new ICT equipment.

Requirements for Appointment:

For appointment to this grade a candidate must have:

  • A Bachelors degree in any of the following; Mathematics, Economics, Statistics, Commerce, Physics or any other ICT related discipline with a bias in ICT from a recognized Institution; or
  • A Higher Diploma in Computer Science/ICT or its equivalent qualification from a recognized Institution
  • Three years relevant experience.

9. Clerical Officer III (4 Posts)

Grade E12

Duties and Responsibilities:

This is the entry and training grade for this cadre. An officer at his level will carry out clerical duties and will work under close supervision of a senior officer.

Requirements for Appointment:

For appointment to this grade a candidate must have;

  • KCSE mean grade D+ or its recognized equivalent qualification from Kenya National Examinations Council
  • D+ in English and Mathematics
  • A certificate course in either Accounts or Administration or their equivalent qualification from a recognised Institution will be an added advantage
  • Computer literate
