Objectives:
The role of the Economic & Social Statistics Division is to develop and manage statistical systems and databases needed to support the operational work of the Bank Group and its development research activities; meet urgent demand for reliable and timely data to support the monitoring of progress on the Millennium Development Goals, Poverty Reduction Strategies (PRSs), the NEPAD initiative and the Results-Based Management and Evaluation system for development effectiveness; and to provide statistics and statistical analysis for the flagship publications of the Bank.
A key responsibility for this position is to contribute to the Additionality and Development Outcome Assessment (ADOA) of the Bank’s operations.
Duties and responsibilities:
- Undertake Ex-ante Additionality and Development Outcome Assessment (ADOA) of Bank’s operations:
- Undertake ex-ante Additionality and Development Outcome Assessment (ADOA) of the African Development Bank Private Sector Operations.
- Carry out any revisions to the ADOA framework on the basis of implementation experience and lessons from other Development Finance institutions.
- Mainstream Results Based Management in the Bank’s projects and programs
- Put in place and manage monitoring systems and databases to measure the development impact of the Bank’s projects and programs.
- Collect, manage and analyse survey data undertaken in the course of project cycle ex-ante and ex-post monitoring and evaluation activities.
- Undertake statistics-related research and write publications in the Bank’s Working Papers Series, policy briefs, journal articles and other publications.
- Write papers for presentation and participate in regional and international Forums related to the work of the department and the Bank’s strategic priorities
- Undertake macroeconomic forecasts in the context of the African Economic Outlook (AEO) and Economic Sector Works (ESW)
- Manage socio-economic databases to track macroeconomic developments in Regional member countries and undertake macroeconomic forecasts and regular updates
- Participate in Economic Sector Works.
- Perform other duties as may be assigned by the Division Manager, including review of CSPs and preparing country statistical profiles and briefs.
Selection Criteria:
Including desirable skills, knowledge and experience
- The candidate must have a Master degree in statistics, economics or finance with a strong background in quantitative methods and competence in economic analysis; a PhD would be a comparative advantage.
- The candidate must have an ability to contribute to knowledge, with a particular emphasis on statistics, as demonstrated by recent publications in peer-reviewed journals
- The candidate must have a minimum of four (4) years of relevant working experience in project operations and programming in a multinational financing institution. Experience in private sector operations of such an institution would be an advantage;
- The candidate must be highly competent in applying statistical methods, including multivariate analysis, survey sampling techniques and analysis ; and, in the use of statistical computer programs;
- Competence in the use of Bank standard software applications (Word, Excel, Access and PowerPoint) and Statistical packages desirable
- Proficiency in English and/or French. A working knowledge of the other language is an added advantage; and,
- Ability to work in a task team interdisciplinary environment and exercise initiatives
