DAI is recruiting for a short-term consultant to serve as a Team Leader on a program design effort focused on the development of two separate youth programs for USAID/Kenya, one in Eastleigh and one in the Coastal region (specific locations to be determined).

The program will endeavor to address the myriad challenges facing youth in these areas, challenges that if left unaddressed might contribute to the risk of instability and/or radicalization in these vulnerable areas.

The Team Leader shall oversee a design team. The design team, including the Team Leader, shall consist of individuals with relevant Kenyan experience and must include individuals with a deep understanding of Islam, Somali, and Coastal culture.

Team members will also possess demonstrated practical experience in designing similar types of programs dealing with extremism, youth empowerment, experience in Eastleigh and the Coast, and experience with the design of USAID programs.

Due to the nature and complexity of the design, it is expected that the team will consist of multiple individuals, with one coordinator responsible for pulling all of the sections together.

In addition to meeting the criteria described above, candidates must meet the following minimum qualifications to be considered:
- At least ten years experience working on youth-focused programs, preferably in Kenya, East Africa, or the Middle East
- Relevant experience designing similar youth-focused programs for donors, experience working with USAID is preferred
- Deep understanding of Islamic, Somali, and Coastal culture is a must
- Advanced university degree in relevant field
- English fluency required, Swahili language preferred

DAI anticipates mobilizing the selected candidate for August 1, 2010. The assignment is expected to last approximately 3 months and may include a combination of field work with some desk work.
