National Environment Management Authority: EXECUTIVE DIRECTOR

The National Environment Management Authority [NEMA] [also referred to as "the Authority"] was established under the National Environment Act Cap 153 as the principal agency mandated to coordinate, monitor and supervise all activities in the field of environment, for purposes of ensuring sustainable development in Uganda. Its vision is "To be an effective and self- sustaining agency, ensuring that the people in Uganda live in a clean, healthy, productive and sustainable environment.

NEMA invites applications from suitably qualified and experienced Ugandans to fill the vacant position of the Executive Director.

POST: EXECUTIVE DIRECTOR

The Executive Director is the Chief Executive Officer of the Authority. The Executive Director reports to the Board of Directors of NEMA and will be responsible for ensuring implementation of the strategic plan for NEMA; and coordinating implementation and effective monitoring of environment management policies and programs in the country. The Executive Director will also he responsible for the mobilization of funds and other resources for the Authority; as well as ensuring their proper use aid ac¬countability; and providing leadership, motivation and guidance to ensure that staff are motivated and focused in achieving the targets agreed to. I he Executive Director will also ensure that the Minister responsible for the Environment; and the Policy Committee on the Environment are regularly briefed on policy and emerging issues relating to environmental management in the country and in the region.

Key Responsibilities and Duties are:

•Ensuring coordinated implementation and effective monitoring and enforcement of environment management policies, laws and programs in the Country;
•Developing and recommending to the Board the long term strategy, business plans, annual plans and annual operating budgets of NEMA and ensuring their implementation;
•Preparing Papers on environmental policies and strategies to be tabled in the Board's technical committees and the Policy Committee on the environment;
•Making briefs to the Policy Committee on the Environment and the Minister for Environment on emerging environmental challenges and issues requiring policy intervention;
•Serving as Secretary to the Policy Committee on the Environment and the Board and its committees and tendering technical advice during their meetings;
•Ensuring that there is effective communication between the NEMA management and the Board, between different levels of management, Between NEMA and the Ministry responsible for the Environment, Government as a whole and other key stakeholders of NEMA;
•Maintaining high level policy dialogue with all stake holders of the Authority;
•Contributing to preparation of Cabinet papers relating to Environment Management;
•Building effective networks with the Ministry responsible for Environment, other lead agencies and key stakeholders especially at central Government and District level;
•Managing external relations in terms of policy outreach to districts, other government and international agencies, private sector, NGOs, etc;
•Liaising with other national and international agencies on environmental, legislative and institutional framework issues;
•Mobilizing resources for the Authority and approving expenditure of all funds as the accounting officer;
•Establishing proper internal monitoring and control systems and procedures to ensure proper use and accountability of the Authority's funds and other resources;
•Coordinating and negotiating external consultancies and projects, monitoring their performance and effectiveness; and
• Providing sound leadership and overall management of staff in the Organization.

Qualifications:
Advanced degree in an environmentally related discipline; law; or Management, with postgraduate training in Corporate Management/Public administration. Applicants should be at least 40 years of age.

Experience: Minimum of 10 years working at senior administrative level in an environmentally related organization. Experience working with international agencies or bilateral donors is highly desirable.
