Public Procurement and Disposal of Public Assets Authority: ADMINISTRATIVE SECRETARY

The Government of Uganda restructured the public procurement and disposal system through the enactment of the Public Procurement and Disposal of Public Assets Act, No. 1 of 2003 and established the Public Procurement and Disposal of Public Assets Authority (PPDA) to regulate public procurement and disposal activities of all procuring and disposing entities.

The PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the following post:

ADMINISTRATIVE SECRETARY TO THE MANAGEMENT ADVISORY COMMITTEE

DUTIES AND RESPONSIBILITIES: Reports to the Executive Director

His/her duties will include:
1. Receiving complaints, registering them as per source, date subject and entity.
2. Liaising with the Chairperson regarding the timing and need for a committee meeting.
3. Assisting the chairperson in convening meetings and preparing the agenda.
4. Organizing and providing the necessary facilities for meetings of the committee.
5. Ensuring that the agenda, submissions and any other documentation are distributed to members of the committee within a reasonable time before any meeting.
6. Recording minutes of the meetings.
7. Keeping all records of the committee, including, but not limited to agencies, complaints records, submissions and minutes.
8. Preparing reports and other correspondences of the committee.
9. Undertaking any other assignments as may be required of the office from time to time.

QUALIFICATIONS AND EXPERIENCE:
• An honours degree in Law from a recognized University. Post Graduate diploma in Legal Practice Postgraduate qualification in public procurement will be an added advantage.
• Minimum working experience of two (2) years in a reputable organization.

OTHER JOB REQUIREMENTS:
• Should be an advocate of the high court
• Good knowledge of the public procurement regulatory framework and disposal systems in Uganda.
• Knowledge of procurement laws, regulations, processes and disposal systems.
• Possession of analytical and investigation skills.
• Good knowledge of computer management and applications.
• Result and team oriented individual with good communication and inter personal skills.
• High standards of integrity.
• Ability to work under tight deadlines
