STOP Malaria project: Monitoring and Evaluation Manager

The STOP Malaria project (SMP) is a flagship project of USAID/PMI Uganda. The project aims to Increase the support of the National Malaria Control Strategy in order to significantly reduce the morbidity and mortality from malaria in Uganda. The project will be implemented in selected highly malarious districts with a population of 16.8 million over a five year period, which started in October 2008.

The STOP Malaria project offers a partnership uniquely positioned to deliver this implementation rollout. Partners include the Center for Communication Programs (CCP) of the Johns Hopkins University Bloomberg School of Public Health (the leading agency).Malaria Consortium, 101, COFU and UHMG. The project is inviting applications for the following positions based in KAMPALA.

Position Title: Monitoring and Evaluation Manager
Reporting to: Senior Technical Advisor/Deputy Chief of Party

Overall role :
Provide technical leadership and oversight in monitoring and evaluation to USAID Uganda STOP Malaria Project activities.

Specific roles and responsibilities:
1. Assist STOP malaria Project partner organizations and sub-grantees to design monitoring and evaluation plans
2. Design Performance Monitoring Plans for STOP Malaria Project and ensure timely collection of accurate data and reporting to USAID, Ministry of Health and other stakeholders.
3. Design and maintain a project monitoring and evaluation database
4. Coordinate monitoring and evaluation activities among all the units of the project
5. Develop work plans and budgets for research, monitoring and evaluation.
6. Participate in the design and conduct of training in monitoring and evaluation, and Ministry of Health HMIS
7. Present monitoring and evaluation findings during conferences and workshops,
8. Perform other duties as assigned by the supervisor.

Qualifications:
A minimum of a masters Degree in Statistics, Public Health, social sciences or equivalent with 5 years experience in programmatic research, monitoring and/or evaluation. Ability to handle multiple tasks simultaneously and set priorities; self driven with a high sense of quality and ability to meet tight deadlines. Strong data analysis skills for both qualitative and quantitative research, including familiarity with Ministry of Health HMIS, Stata, Epi-info and SPSS. Familiarity with database software such as MS Access, and experience maintaining a computerized management information system. Ability to design computerized databases a plus. Excellent writing and presentation skills. Fluent in English, both written and spoken.Familiar with U.S Government monitoring and evaluation requirements.
