The National Organization of Peer Educators (NOPE) is a Non-governmental organization that provides a range of professional services and technical assistance to companies, NGOs and other organizations to establish and manage comprehensive and integrated HIV/AIDS/TB/Malaria/RH/FP programs, using peer-centered approaches.

National Organization of Peer Educators (NOPE) seeks to recruit a Procurement Officer.

PROCUREMENT OFFICER -(Ref: – HR/2010/07-4)

The incumbent will report to the Human Resource & Admin. Manager and will be based in Nairobi.
Specific areas of responsibility will include;
Managing the procurement of goods and services in a transparent and ethical manner
Developing and establishing standards and specifications for the procurement of organizational goods and services
Taking leadership in the development of a Procurement Manual and Standard Operating Procedures in an automated environment
Advising requisitioning parties on effects of procurement costs on budgets and cash forecasts or variations of any kind
Managing contracts with suppliers of goods and services
Assisting in risk analysis of contract conditions, costs and sub-contracts
Facilitating business relationships between suppliers and internal programmes/departments
Managing inventory of all assets and the purchasing process from sourcing to delivery
Developing and maintaining an up to date Suppliers Database
Carrying out trend analysis and managing supplies against forecasts
Helping in designing and maintaining a comprehensive record –keeping and monitoring system for all procurement transactions

Qualifications, experience and skills:
The ideal candidates should have a Bachelor of Commerce Degree or Management from a reputable university plus a Post-graduate diploma in supplies management, procurement or logistics. He/She must have at least 5 years working experience 3 years of which must be in a similar position. Experience in Purchasing, Logistics or Supply Chain Management with proven skills in report writing, contract preparation and management is a must. Previous NGO experience, ability to work under tight schedules to meet deadlines and experience in managing supply chain will be an added advantage.

Membership to a national/international professional procurement body is desirable. In addition the ideal candidate must have Sound IT knowledge; word processing, spreadsheets, and databases with excellent communication and analytical skills both written and oral and must be a team player. He/she must have an understanding of the local market forces and pricing systems.
