RTI International: Senior Capacity Building Specialist

RTI International in partnership with World Vision International is implementing a five-year USAID-funded program aimed at Supporting Public sector workplaces to Expand Action and Responses against HIV/AIDS (SPEAR) in Uganda. With headquarters in Kampala, the SPEAR Project works in all regions of the country. We are seeking a qualified and experienced professional to join our team as a Senior Capacity Building Specialist.

Position Title: Senior Capacity Building Specialist
Duty Station: Kampala

Specific Responsibilities:
• Provide technical leadership and strategic direction of the SPEAR project aspects related to institutional strengthening and technical capacity building.
• Support government partners to develop capacity building plans and implementation at national and sub-national level for the SPEAR project
• Lead the development and/or revision of existing HIV/AIDS-related training materials, guidelines and other relevant capacity building protocols
• Coordinate training and capacity building efforts with the government agencies, local NGOs and other implementing partners
• Represent project team on working groups and stakeholders' forums that work on institutional and capacity building around HIV/AIDS service delivery in the workplace
• Identify capacity needs of partners at national and sub-national level
• Provide technical assistance in the development and implementation of integrated models of capacity building for HIV/AIDS service delivery
• In partnership with Ministry HIV Focal Point Persons, support the training of government officials and civil society stakeholders
• Consolidate, document and disseminate training and capacity building best practices.
• Provide mentorship and supervision to staff and consultants working on the capacity building component of the program

Minimum qualifications and experience:
• A bachelor's degree in a relevant field with at least twelve years of progressive experience implementing HIV/ AIDS-related capacity building programs or a Master's degree with six years of relevant experience.
• Experience in HIV-related curriculum development, training and social mobilization is a plus.
• Skills in planning, budgeting, supervising and training of health workers
• Willingness and ability to work travel up-country for 10-25% of the time
• Excellent computer skills: Word processing, spreadsheets. Report writing, skills
• Good interpersonal and communication skills
