Save the Children UK: Finance Officer

Save the Children UK is a leading international child rights organization, fighting to improve the lives of children in the UK and 50 countries around the world. Save the Children UK in Kenya works in the North Eastern Province (Dadaab, Wajir and Mandera) with Programmes in Child Protection, Nutrition, Livelihoods and Health.

We are seeking qualified candidates to fill the following positions:

1. Finance Officer – Nairobi Job Purpose

To support the Finance Manager in delivering the Finance teams’ objectives in a timely and accurate fashion. Supervise the Assistant Accountants, ensure that processing and reporting deadlines are fully met; financial controls and procedures are strictly adhered to by all field offices and staff.

Key accountabilities:

1. Directly supervise, coach, manage performance and motivate the finance assistants with efforts geared towards building and maintaining a high performing team.
2. Verify staff time sheets, claims and review staff advances as per the Staff Advance policy.
3. 3Prepare Payroll while reconciling items for verification by the Finance Manager and approval of the Country Director ensuring statutory deductions and any other taxes are made in accordance with local legislation.
4. Ensure remittances are made to the appropriate government authorities for both National and International staff.
5. Verify the accuracy, validity, legitimacy of all payments, completeness of financial documents, (purchase requests, work orders, pro forma invoices), proper coding and approval by responsible managers before payments are made. Ensure SC UK creditors are paid promptly.
6. Follow up prompt collection of receivables from both staff and non-staff. Follow up and ensure timely clearance of outstanding floats and inform the Finance Manager on long standing floats regularly.
7. Ensure weekly and monthly cash counts are made by an independent senior manager both in the field and Nairobi. Work with Finance assistants and Field offices Finance Officers to compile cash requests into realistic cash forecasts for review by Finance Manager and submission to Nairobi HQ office.
8. Prepare monthly and quarterly financial diaries for both SUN Accounts and sub-office finance systems and manage the month end process in strict adherence to HQ guidelines and deadlines.
9. Monitoring of Nairobi Bank and Cash balances to ensure optimum balances at all times. Liaise with field offices to ensure they are running with sufficient cash at all times.
10. Carry out sensibility and control checks before and after posting Nairobi transactions into SUN Accounts, including ensuring that receipts and payments are properly and accurately coded and balance sheet accounts reconciled before closure of monthly accounts.
11. Maintain and ensure the integrity and administration of SCUK’s accounting systems both in the field offices and Nairobi while ensuring regular back-ups and security of financial records.
12. Follow up HQ transactions and process them in the Field Control System, prepare timely, accurate and efficient financial reports by completing the electronic field return, submitting it to head office in time.
13. Ensure proper files are maintained in the Finance Department to enable a complete audit trail from the SUN accounts records to supporting documentation and vice versa.
14. Ensure prompt follow up and implementation of audit recommendations.
15. Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
16. Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children in accordance the Child Protection Policy.

Person Specification:

Essential

* A degree in finance with professional qualifications in Accounting of at least CPA II or ACCA part II finalist.
* At least three year’s INGO experience in financial management; payroll, procurements, cash & bank management.
* Strong interpersonal skills and ability to establish and maintain effective working relations with a team
* Proven experience of supervising staff.
* Strong computer skills including experience of using and administering Accounting packages.
* Ability and willingness to work under pressure as part of a professional team.
* Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
* Willingness to travel to field offices occasionally

Desirable Requirements:

* Experience of SUN.
