DIRECTOR OF PLANNING AND DEVELOPMENT (1 POST)

The Export Processing Zones Authority (EPZA) is an autonomous Government Agency which operates under the Ministry of Industry, Trade and Marketing. The Authority was established by the EPZ (Amendments) Act No 3 of 2006 and coordinates two Economic Zones schemes, namely; the Export Processing Zones (EPZ) and the Special Economic Zones (SEZ). The schemes are aimed at fast-tracking economic growth and poverty reduction through development and promotion of the Economic Zones. The EPZ and SEZ programs offer a wide range of investment opportunities and provide an attractive package of fiscal and procedural incentives to ensure lower cost of operations, faster project set up and smoother operations.

The main functions of the Authority, among others, include;
• To coordinate, promote, facilitate and license EPZ and SEZ investments.
• To acquire land in its name and erect thereon industrial and commercial buildings and lease such buildings to EPZ investors for undertaking thereon EPZ and SEZ licensed businesses.
• To provide basic infrastructure and utilities for the purpose of operations in the EPZs and SEZs.
• To prepare national and international programmes for appropriate promotion of EPZs and SEZs and
• To license EPZ investors.

JOB DESCRIPTION:
Reports to the Director General of EPZA. The Director of Planning and Development will head the Technical and Planning and Research units and will be responsible for coordinating development of and maintenance of EPZ and SEZ sites. He/She will also be responsible preparation of EPZA's long and short term plans, periodic reporting of the Authority's performance and for coordinating researches relevant to improving the Authority's performance.

KEY DUTIES AND RESPONSIBILITIES:
• Head of the Planning and Development directorate;
• Chief advisor of the Director General in all matters related to Infrastructure Development, Research, Planning and Reporting;
• Coordinating the acquisition of the EPZ/SEZ earmarked land across the Country.
• Coordinating physical planning and development of E,PZ/SEZ infrastructure and utility services.
• Coordinating the management and efficient functioning of EPZA's owned Industrial parks
• Maintaining effective working linkages with relevant Ministries and other institutions to facilitate implementation of EPZ/SEZ projects.
• Keeping abreast of trends in the fields of research, planning and marketing and recommending policies and programs to meet changing circumstances in EPZs and SEZs.
• Coordinating preparation of strategic plans, annual work plans, budgeting and preparation of quarterly and annual reports.
• Planning, developing and implementing strategies and working and monitoring tools for performance management of the Authority

QUALIFICATIONS AND EXPERIENCE:
• Holder of a Masters Degree in Civil Engineering or Architecture or Quantity Surveyor its equivalent from a recognized institution.
• A Masters Degree in Business Administration from a recognized Institution will be an added advantage.
• Registered with relevant Professional Boards in Tanzania
• At least ten (l0) years proven experience in a senior management position in reputable technical/industrial organization, five (5) of which in a senior management position.
