Agency for Technical Cooperation and Development: Data Officer

ACTED [Agency for Technical Cooperation and Development) is a non¬profit, ACTED respects a strict political and religious impartiality and operates according to non-discrimination and transparency principles. ACTED's vocation is to support vulnerable populations worldwide and to accompany them in the construction of a better future. The programmes implemented by ACTED in Africa, Asia, Middle East and Latin American caribbean, aim at addressing the needs of the populations affected by wars, natural catastrophes and/or economical and social crises. ACTED has been present in Uganda since 2007, and currently implements its interventions in Gulu. Amuru and Oyam [Acholi and Lango regions] as well as in Nakapiripirit (Karamoja region) where the organization works on a cross-border basis with North Pokot District of Kenya

Job Title: Data Officer
Reporting to: M and E Manager
Duty Station: Kampala (Uganda)

Duties and Responsibilities:
• Creation of strategic and operational data analysis systems to support in depth analysis of program performance as part of the whole ACTED program evaluation process;
• Create data in a clear, concise, easily understandable way;
• Create/Set up databases;
• Create and develop systems to en able the effective monitoring;
• To identify gaps in data collection and ensure that M and E staffs are aware of the need for improvement, identify options as appropriate;
• Assisting them to use and understand data;
• Create and devise data systems to highlight and improve in program performance;
• To manipulate data and provide reports to colleagues across the Appraisal, monitoring and evaluation unit;

Contract period: 6 months [renewable]
Qualifications and Experience:
• A minimum of Bachelor's Degree in Computer Science, Statistics or any relevant field;
• Proficiency in computer packages, especially in database systems [Access, Excel, SPSS];
• Ability to identify gaps in the existing system and to suggest way forwards for improvement;
• Very good communication skills [both spoken and written] and ability to work closely with the community;
• Flexibility and adaptability;
• Monitoring and Evaluation experience with an international organization an added advantage;
• Have a good attitude to work and strong timekeeper skills
