Plan Uganda: HOUSEHOLD ECONOMIC SECURITY SPECIALIST

HOUSEHOLD ECONOMIC SECURITY SPECIALIST
(REF: HESS)
BASED IN KAMPALA WITH FREQUENT TRAVEL TO THE FIELD

This position will report to the Programme Support Manager and will contribute to program excellence by offering value-added technical advisory services to Plan program staff and partners in all phases of program/project design, planning, implementation and evaluation in the Livelihood domain, in particular in sustainable agriculture, pro-poor market development, savings-led microfinance, entrepreneurship and business development and financial education.

Major Responsibilities (Key Result Areas):
• Provide technical support in developing programs and designing projects that are aligned to Plan's Program Framework
• Provide technical support in project implementation and monitoring
• Provide leadership and support for training and capacity building of community groups and organizations in identified areas
• Take initiative in resource mobilization to ensure Plan's programs are adequately funded
• Contribute to effective grant management related to Household Economic
Security and ensures donor requirements are met
• Establish and nurture an active professional network through official and non-official channels and proactively represent Plan at all levels
• Promote and facilitate learning and innovation in the area of household economic security, with a focus on marginalized groups
• Enrich Plan's (participatory) advocacy initiatives with priority given to vulnerable and marginalized groups
• Increase the proportion of Plan Uganda's program investments that are directly managed by community-based groups and organizations utilizing low-cost-high impact approaches
• Closely collaborate with other country technical specialists in order to ensure effective integration of programming consistent with the life-cycle of the child programming and Country Programs
• Promote and take initiative in establishing private-sector linkages between the labor market and producers and the employers and buyers/market.

Required Competencies:
• A bachelors Degree (honor) in Agriculture
• A masters degree in a relevant field is an added advantage
• Demonstrated record of success in grant management and project management cycle • Knowledge of Computer software applications. • Five (5) years experience in grants management • Managing community development projects in the livelihood domain • Experience in training and capacity building and utilization of adult learning principles • Record of writing FUNDABLE proposals
