ACDI/VOCA: Program Quality and Administration Manager

ACDI/VOCA is a private non-profit organization implementing a USAID P.L. 480 Title II Food Security Program in Uganda. The USAID- funded program will reduce food insecurity and improve nutrition through better production and use of food by farmers, and the distribution of supplementary foods to vulnerable populations. We are looking for a dynamic person with integrity to fill in the position below:

post:Program Quality and Administration Manager
Location: Kampala
Contract Period: 1 year
Reporting to the Program Manager, the successful candidate will be responsible for managing Procurement, ICT, HR, facilities and vehicle fleet and administration and be responsible for the following tasks:
• Supervising the procurement officer and ensuring the effective and transparent procurement of goods and services and compliance with procurement rules and regulations.
• Ensure that the procurement tracker is accurate and up to date and that procurement planning is clear and transparent.
• Ensure that a structured and transparent system is maintained for requesting rates from hotels for rooms and services throughout the program area of operation.
• Responsible for supervising the HR officer and ensuring that all local staff matters are handled in line with the ACDI/VOCA Uganda personnel manual.
• Coordinate closely with the Finance, GDU and Commodity Operations departments on procurement and administrative issues to ensure appropriate prioritization of requests and utilization of program administrative resources.
• Managing ICT Office and ensuring the development, management and support of the ICT infrastructure within the ACDI/VOCA office in Kampala and at the four field offices.
• Ensure that all drivers and program staff are aware of and following program responsibilities, operating procedures regarding vehicle usage.
• Ensure that the project asset inventories are accurate and kept up to date.
• Monitor and ensure program systems are effective across departments to facilitate information and report sharing. Develop/ improve programmatic/ organizational tools to realize effective programming

CANDIDATE REQUIREMENTS:
Qualifications
• The applicants should have a Masters in Business Administration or relevant university degree from a recognized institution.
Experience
• At least 4 years working experience in a managerial position with a busy organization
• Familiarity with USAID rules and regulations

Skills
• Excellent communications and coordination skills and cultural sensibility
• Proven leadership, managerial and organization skills
• Ability to work on a variety of projects concurrently in a fast-paced environment
• Ability to juggle multiple priorities simultaneously and to work in a multicultural environment
• Strong facilitation skills including the design and management of effective trainings, workshops and meeting with diverse participants
• Excellent analytical skills
• Good interpersonal skills
