AMREF: Programme Development Officer

AMREF is recruiting a Programme Development Officer to support the identification and development of AMREF programmes by supporting the development, finalization and submission of high quality proposals and concept papers in line with AMREF’s mission and strategy.

Reporting to the Deputy Director General, s/he will ensure quality, relevance and successful completion and
responsiveness to donor requirements of all AMREF proposals. The incumbent will manage and/or participate in environment scans for new programme/project.

Management responsibilities:

  • Working with AMREF Senior Management Team, technical leaders to identify opportunities and develop proposals for programme funding;
  • Leading and or supporting programme staff in AMREF country offices to identify, design and develop funding proposals for new programme interventions (country specific or regional), and ensure compliance with AMREF programme development guidelines (PJMS) and corporate, country strategies and donor guidelines
  • Building in house capacity for design, development, writing and review of concept notes and funding proposals, development of project documents and report writing;
  • Scanning the donor environment for new funding opportunities (project and programme funding) in line with AMREF strategy;
  • Scanning the AMREF environment for concept notes that warrant development, quality assurance and ensure that development happens;
  • Liaising with various Managers to ensure adequate quality and flow of concepts and proposals;
  • Supporting the development of systems and tools for project and programme management;
  • Gathering, synthesizing and supporting analysis of information about our prospective partners, and competitors; and
  • Working with AMREF country offices (south and north) to develop and cultivate external communication networks and links among donors, partners, potential partners, to assist the gathering of information and identification of trends and resources;

Candidate should have a Masters degree in public health, social sciences or development studies with at least 4 years experience in programme/ proposal development; proven experience in strategic proposal development with a development organization (preferably with a focus on public/community health and development) in Africa; demonstrated capacity to generate ideas and develop proposals/concept notes; experience and familiarity with outcome driven development interventions; proven proposal writing and budgeting skills; experience and familiarity with requirements of major donors; ability to communicate effectively in English, both verbally and in writing; good analytical skills, and ability for attention to detail with excellent computer skills (Word, Outlook, Excel).
