Pact, Inc. Kenya is a International Non Governmental Organization that facilitates institutional development of civil society organizations (CSOs) through capacity building and partnerships. We are seeking competent individuals to fill the following positions:

Job Description – Monitoring and Evaluation Advisor
Position:
Monitoring, Evaluation and Learning Advisor
Reporting to: Chief of Party
Duty Station: Nairobi

Purpose /Basic function of position:

The Monitoring, Evaluation, Reporting and Learning Advisor will be expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure Pact and its implementing partners and grantees provide compatible data supportive of program and donor reporting requirements.

The MERL Advisor will also be responsible for building and strengthening the capacity building of partners and for developing and implementing methodologies and standards (in line with donor requirements) for evaluating program activities.

In addition, s/he will also develop presentations and written reports based on evaluation findings. The MERL Advisor will promote capacity strengthening in partner and grantee organizations through mentoring and training in monitoring, evaluation and reporting.

Responsibilities:

  • Design and oversee the implementation of the Monitoring, Evaluation Reporting and Learning Framework for the program
  • Design and oversee the implementation of the MER capacity building strategy for grantees including conducting MER capacity assessments and developing MER systems strengthening plans for each grantee.
  • Provide M&E quality assurance and work with staff and partner organizations on data quality standards, the use of data, information systems, data analysis and other skills.
  • Provide support to program management and development, in collaboration with program and M&E staff, and ensure that necessary M&E planning, monitoring visits, budgeting and management activities occur to facilitate smooth and efficient program functioning.
  • Identify programmatic success, challenges and lessons learned and ensure appropriate flow of information to development partners, donors, program staff and partner organizations.
  • Support monitoring of the implementation of approved work plans
  • Provide input into and ensure that all donor reporting requirements on program outcome and impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
  • Contribute to the preparation of quarterly and annual progress reports and support partners and grantees in developing reporting formats and communication tools
  • Keep appraised of, and management informed of, country and sector wide monitoring and evaluation data relating to the sector.
  • Design and implement the evaluation and learning agenda for the program. Coordinate implementation of evaluations, (evaluation design, data collection, monitor data quality, analyze findings and report writing).
  • Lead in the design, implementation and oversight of both qualitative and quantitative evaluations
  • Support partners in designing impact assessments and evaluations in line with the program objectives.
  • Design functional learning systems to inform programming and policy decision making
  • Design and implement knowledge management systems that allow staff to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to programs.
  • Collect, analyze and aggregate M&E data across the grantees
  • Manage and oversee a team of M&E officers to support in the monitoring, reporting and evaluation of the program
  • Remain informed of new developments in M&E through participation in forums with international and sister agencies–participate in M&E related conferences and workshops as appropriate and work to network MER specialists.

Required Qualifications:

  • Ability to work independently, take initiative and manage a variety of activities concurrently.
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
  • Ability to communicate technical issues effectively and persuasively.
  • Fluency in English for day-to-day communications and excellent English writing and presentation skills. Knowledge of additional languages useful.
  • Demonstrated ability to transfer knowledge through training and mentoring.
  • Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
  • Ability to establish and sustain interpersonal and professional relationships with staff, donor organizations and in peer organizations
  • Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations
  • Ability to work under pressure of work and yet deliver effectively

Education and Experience Requirements:

  • Minimum of a Masters’ degree in social sciences with practical experience in developing and implementing, monitoring and evaluation systems in the democracy and governance sector.
  • Minimum of 5 years of relevant professional experience: evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software, i.e. MS Word and database programs.
  • Demonstrated expertise in Training and Capacity Building in MER. Experience with evaluation and impact reporting to donors and to project managers, demonstrating both analytical rigor and practicality.
