National Council for Law Reporting: Assistant Procurement Officer

The National Council for Law Reporting is a corporate body established by the National Council for Law Reporting Act, 1994. The statutory mandate of the Council is the publication of the official Kenya Law Reports which are compilations of the decisions of the superior courts of Kenya, and the revision and updating the Laws of Kenya.

The Council is a leading publisher of public legal information.

The Council is looking for highly organized and self-motivated professionals to serve in the following position:

Job Title: Assistant Procurement Officer

Reporting to the Procurement Officer, the Assistant Procurement Officer will be responsible for advising and guiding the Council in sourcing and ensuring supply of optimal and cost effective goods and services to the Council.

Key responsibilities:

The Assistant Procurement Officer will be responsible to the Procurement Officer for‐

  • Proper management of all procurement and disposal activities carried out by the Council.
  • Ensuring that the Council complies at all times with the statutory provisions governing procurement and disposal of goods and services by state corporations.
  • Timely development, coordination and implementation of procurement plans and procurement activities arising from the Council’s operations.
  • Setting up, implementing and managing systems for efficient and effective procurement and disposal.
  • Training of staff on procurement and disposal matters.
  • Preparation and participating in the preparation and deployment of manuals and standard documents relating to procurement and disposal.
  • Liaison with statutory institutions governing public procurement on matters of procurement.
  • Maintenance of records in connection with procurement and disposal of goods and services
  • Development, implementation and management of an ICT based approach to the Council’s procurement and disposal activities.
  • Liaison with the parent ministry, other related institutions and development partners on matters relating to procurement.
  • Preparation of reports on the Council’s procurement and disposal activities.
  • Managing the Council’s functions and obligations in matters and proceedings arising from procurement and disposal; representing the Council or arranging for representation of the Council in statutory proceedings arising from procurement and disposal.
  • Advising the Council on all matters pertaining to procurement and disposal.
  • Undertaking secretarial duties for various committees f the Council dealing with procurement and disposal
  • Carrying out of any other duties assigned by the Supervisor.

The ideal candidate must possess:

  • At least a a first degree from a recognized university.
  • Graduate Diploma from the Chartered Institute of Purchasing & Supply or its equivalent;
  • Membership of Kenya Institute of Supply Management (KISM)
  • Good working knowledge of government procurement and disposal procedures and laws particularly the Public Procurement and Disposal Act, 2005 and Regulations, 2006;
  • Minimum of 1 (one) year post ‐ graduation experience in procurement and supplies.

  • Good communication skills both verbally and in writing
  • Good interpersonal, public relations and negotiation skills.
  • Ability to manage staff and provide good leadership.
  • Demonstrable exposure to a computerized working environment and basic ICT literacy and strong proficiency in the use of office computer applications.
  • Attention to detail and a high degree of accuracy.
  • Team player
  • Prudent in resource use and management
  • Records Management skills
