Build Africa Kenya: Area Program Manager

Build Africa Kenya is a Non Governmental Organization (NGO) that works exclusively in rural areas of Kenya to help young people escape poverty by supporting education and income generation activities.

Our aim is to create sustainable models for increasing incomes of the poor and better access to education and healthcare. We give young people (including parents and the community at large) the chance to save, to work their way out of poverty and to increase the prosperity of their communities.

Based in Naivasha with significant travel to the field, the Area Program Manager is a member of the Senior Management Team (SMT) and is responsible for the design and implementation of high quality programs including monitoring, evaluation and reporting.

He/she will ensure the practice and institutionalization of a culture of team work, innovation and creativity in the program area.

Key Responsibilities:
* Overall responsible for ensuring effective delivery of the program's strategic goal and objectives
* Coordinate a process of documentation that ensures that key processes, outputs and approaches are continuously documented and submitted via high quality and timely reports
* Manage the M&E framework at field level by coordinating the regular collection, entry and analysis of data and fostering continuous learning and improvement
* Capture evidence of program impact through identifying and writing success stories and capturing beneficiary voices.
* Providing leadership to staff in the program area through supervision, coaching, and mentoring as well as nurturing team work, and cultivating a work environment conducive to continuous learning, innovation and improvement
* Manage the area program field office operations - including assets, human and financial resources, as well as managing relations with partners and stakeholders
* Provide technical and programming oversight to mainstreaming of Child Protection issues in programs and activities in the area and constantly monitor and report progress on the same.

Person Specifications and Competencies:
The ideal candidate will be educated at the postgraduate level, with a Masters degree in social sciences from a recognized university.

She/he should have at least 4 years of demonstrated experience managing development projects, preferably with an INGO.

Previous experience working directly with communities will be a distinct advantage.

The position holder should be aware of Child Protection issues and be of high integrity to be able to model Build Africa Kenya's core values.

The News Programming Adviser is responsible for partnering successfully with Chief of Party, Principal International Technical Adviser, home office project director and with Business Services, expatriate and local staff.

The News Programming Adviser will advise the DNIS news team and the DNIS and SRS drama teams, including:

* Assisting the COP and other staff in developing an overall vision and direction for DNIS;

The News Programming Adviser will be based in Nairobi, Kenya, but will travel to Sudan, and, if necessary, to Chad and other locations where Darfur refugees are located.

Qualifications:

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills.

Job Purpose:

Sudan Radio Service: IT Coordinator

The IT Coordinator is responsible for the support and administration of the Information and Communications Technology (ICT) infrastructure at EDC’s Kenya office with some oversight of the Juba, South Sudan Office.

The IT Coordinator will report to the SRS Chief of Party or his/her designee.

Key Responsibilities:

* Support, administer and operate the ICT infrastructure
* Conduct disaster planning and recovery of the ICT infrastructure.
* Ensure system integrity, availability and security by establishing proper controls and resolution procedures.
* Provide technical advice to the management in decisions relating to the strategic use of ICT and make recommendations on acquisition and deployment of new and existing technologies.
* Establish consultative relationships with all staff pertaining to advice on ICT.
* Install new network-related hardware and software.
* Install PC's and related hardware. Investigate hardware problems and perform minor system hardware and communication connection repairs. Perform basic diagnostic testing.
* In conjunction with EDC’s home office maintain the staff’s e-mail accounts using mail server software on local servers.
* Liaise with the ISP to maintain and support internet and VOIP functionality.
* Maintain all office PC’s, including cleaning and de-fragmenting hard drives, plus updating virus protection and other software.
* Perform weekly archiving of EDC Kenya projects’ broadcast materials.
* Develop skills using and maintaining communications equipment, including (but not limited to) telephony, radio, and VSAT technology, with the goal of being able to do basic troubleshooting of these technologies.
* Maintain and update EDC Kenya project websites and intranet.
* Provide technical advice and support to Sudan-based IT staff.
* Supervise an IT assistant, to whom some of the above duties may be assigned.
* Perform other duties as assigned.

Qualifications:

* University Degree in information systems/computer sciences, or equivalent knowledge, required.
* Three years’ professional experience managing an office network.
* Experience in Windows 2003/Win 2003 server and XP (certification will be an advantage).
* Experience administering an office network, including ISP relations and remote user connectivity.
* Knowledge of the consulting process directed at client and product delivery.
* Specialization in TCP/IP protocol is required.
* Knowledge of PC hardware maintenance, updating and troubleshooting a must.
* Knowledge of radio operation and server maintenance desirable.
* Must have good communication and training skills.
* Interest in and capacity to learn how to operate, maintain, and troubleshoot a VSAT.
* Work timely and effectively to meet deadlines. Must be willing to work some evenings and weekends, when necessary.
* Comprehensive knowledge of PC hardware installation, repair, testing, and troubleshooting.
* Must be a team player.

Reports: The IT Coordinator will prepare reports as directed.

Location: The IT Coordinator will be based in Nairobi, Kenya, working at EDC’s, offices. Travel to Sudan is a possibility.

Regional AIDS Training Network: Programme Manager - Grants Management

The Regional AIDS Training Network (RATN) is an international non-profit organisation with operations in Eastern & Southern Africa (ESA) region.

RATN is a consortium of training and capacity building institutions collaborating on a mission to strengthen the capacity of relevant individuals, organisations and other stakeholders to effectively respond to STIs/HIV/AIDS.

Currently RATN has 30 institutions that are full members spread across 11 countries in ESA region.

In September 2009, RATN launched a new programme (commonly known as INSTANT RFP Initiative) which involves RATN Member Institutions (MI) submitting proposals for small grants on innovative HIV capacity projects aligned to the RATN Strategic Plan.

The initiative aims to stimulate generation of timely innovative and response solutions to HIV capacity gaps in countries and communities targeted by RATN work. The programme has so far been tagged at an average of US$1 million per year and is expected to exponentially expand given its growing potential.

As part of strengthening the INSTANT Initiative and growing the capacity of RATN to diversify its funding portfolio, a new position of Programme Manager - Grants Management has been established at the RATN Secretariat.

Reporting to the Executive Director, the Programme Manager will be part of the Senior Management Team and will be based in Nairobi. The Programme Manager will primarily provide leadership in managing the RATN INSTANT programme and responding to calls for funding proposals aimed at growing the programme and diversifying the wider RATN funding portfolio.

Working within a small team at the RATN Secretariat, the role requires a flexible individual who can stimulate new ideas and fresh approaches, with sensitivity to RATN values. Applicants must possess outstanding project & programme design and evaluation skills gained through previous experience in the NGO sector and excellent interpersonal skills.

Specific Duties and Responsibilities:

A. Grants management vision, leadership, coordination and team management

* Provide leadership and vision for the RATN grants management programme
* Develop procedural documents and processes and ensure full understanding of the grants management process at all levels within the program.
* Ensure that pre-award risk assessments are carried out on each grantee and that decisions are incorporated into grant awards
* Ensure strong links between the grants management and capacity building approach to maximize efforts to strengthen grant management processes for RATN and its partners
* Ensure strong links between the grants management and M&E systems to improve reporting and measuring results and impact
* Ensure that solid documentation is provided and maintained under each grant (and according to donor policies and RATN’s standards to the extent they can be fully audited with limited or no adverse findings)
* Coordinate grants management systems across programmes to ensure high quality and consistency
* Coordinate proposal review process and ensure compliance with grants conditions
* Review reports from grantees to ensure programmatic and financial compliance against programme expectations and grant conditions
* Play a supervisory role to the grants staff under the programme
* Collaborate with the capacity building programme team to identify priority areas for training of partners and develop strategic interventions to assist grantees/partners
* Collaborate with the M&E team to develop relevant reporting processes that directly address M&E requirements

B. Funding Proposals leadership and team management

* The incumbent will work as part of Senior Management team to increase funding sources both in streams and volumes and analyse donor requirements with a view to strengthening and growing RATNs programmes
* The Programme Manager will take the lead in identifying and sourcing for funding and resource opportunities from multiple sources including but not limited to (development partners, foundations and corporate), at national, regional and international level, and will coordinate and manage the resource mobilization portfolio.
* Work closely with RATN’s management and program teams to manage funding proposals from start to finish, including conceptualizing programs, developing budgets, writing proposals and reports, managing implementation and reporting on results
* Lead RATN’s careful tracking of and response to requests for proposals (RFPs) from institutions, government and multilateral agencies
* Research and apply for new funding opportunities from institutional funders, government agencies, and multilateral agencies (e.g., USAID, Global Fund, World Bank, African Development Bank etc)
* Identify and secure opportunities for RATN to provide its services (e.g., technical assistance, training and capacity building, etc.) to projects in the region, as lead and/or subcontractor
* Write and submit proposals, grant applications and reports C. External Relations
* Represent RATN at strategic meetings and public forums related to its mission and programs
* Initiate and maintain strong, ongoing partnerships with relevant community, including government agents, other non-governmental and non-profit organizations, and for-profit corporations to collaborate on relevant and strategic funding proposals
* Build strong public-private partnerships and actively cultivate and manage relationships with program staff at bilateral and multilateral funding agencies

Preferred Skills and Qualifications:

The minimum required academic and professional skills for the job holder to perform successfully in their job are:

* Master’s Degree in relevant field
* At least five (5) years work experience at supervisory level of a multi-stakeholder programme in relevant sectors
* Proven and extensive experience in developing winning proposals targeting key donors
* At least three (3) years in grants management involving varied sub-grantees
* Project management/plan development skills
* Working knowledge of regulations applicable to grants management and administration
* Highly proficient in MS Office, spreadsheets and database skills
* Sophistication and poise, with the intellectual depth and maturity to work with executives, staff, government officials and other leaders
* Detail orientation, with an ability to operate in a highly organized fashion
* Charisma, able to articulate RATN’s mission and programs to inspire across multiple formats (e.g., in-person meetings, phone and video conference)
* Flexibility and creativity, exhibiting determination while maintaining respect for others’ concerns
* Emotional maturity and a good sense of humor
* Ability to work independently and remotely, sometimes on weekends, early in the morning or late in the evening to beat tight deadlines when necessary.
* Commitment to RATN’s mission, purpose and values, and to its methodology, history, culture, programs and constituencies

Nyanza Reproductive Health Society: Director

Safaricom: Senior BB Tx Planning Engineer

We are pleased to announce the following vacancy in the Core Network Planning & Support Department within the Technical & IT Division.

In keeping with our current business needs, we are looking for a person who meets the criteria indicated below:

Senior BB Tx Planning Engineer
Ref: TECHNICAL_BBPE_JUNE_2011

Reporting to the Senior Manager- Tx Planning & Support, the holder of the position will model, plan, design, optimize and management of reliable transport/transmission network systems in support of timely backbone transmission requirements.

Key Responsibilities:

* Modeling and planning of Transport systems/network and respective capacity planning and analysis.
* Take a lead role in the development and application of packet and cell based transport in safaricom network;
* Equipment planning and subsequent transport space management ;
* Ensure projects with suppliers are carried out in line with the approved processes and procedures to ensure that the key milestones are attained/flagged to attain project delivery timelines;
* Ensuring equipment space and power availability for planned systems;
* Liaise with implementation department during site surveys and visits to ensure timely project completion in accordance to set timeframes
* Approval of transmission/transport designs and plans for required bandwidth for projects from leased transmission capacity vendors.
* Perform transmission/transport trials, equipment/systems parameters checks and evaluation and subsequent recommendations for approval and adoption of new equipment, systems and technologies into the network.
* Cost effectiveness in relation to OPEX of trials introduced in the network.

Minimum requirements:

* University degree in Electrical or Electronics Engineering;
* 5 years experience in telecommunications environment of which 3 years must have been involved in installations/commissioning and planning of major telecom projects especially in the transmission field;
* Conversant with the design, implementation and operation of packet and ATM based networks;
* Must have in-depth knowledge of packet based data networks
* Have good understanding of mobile network. GSM/WCDMA knowledge is an added advantage;
* In depth project management skills using MS Project.
