Danish Refugee Council: Head of Construction & Monitoring & Evaluation (M&E) Officer

The Danish Refugee Council has been providing relief and development services in the Horn of Africa region since 1997. The DRC Kenya Program seeks to fill the following positions to be based in Dadaab Refugee Camp.

1. Head of Construction

To coordinate and ensure the successful implementation of all building and construction works and any other related activities being implemented by DRC.

Key responsibilities include:

* To supervise and provide technical inputs to all aspects of construction works in project sites
* Provide leadership and capacity building for the technical team
* Maintain and ensure good working relations with all stakeholders
* Ensure proper civil engineering, contracting and construction guidelines are followed by all stakeholders

Requirements:

* Must possess a degree in Civil Engineering or Building and Construction or other relevant field from a recognized university.
* Minimum 7 years experience with regard to designing, planning, implementation, supervising and reporting on integrated development works in building and construction.
* Possess wide experience in construction and contracts management with minimum 3 years experience as a manager in a senior leadership position.
* Ability to handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
* Proven public relations and negotiation skills.
* Knowledge and application of auto/arch CAD will be an added advantage

2. Monitoring & Evaluation (M&E) Officer

The M&E is responsible for strengthening DRC Kenya’s capacity and profile in the area of documentation, monitoring and evaluation by providing M&E technical support and training to staff.

Key responsibilities include:

* Report writing to various donors in liaison with the Regional Grants Manager and Country Director
* Focal point in proposal development, documentation, monitoring and evaluation
* Undertake field visits to project sites to ensure activities are in accordance to work plans
* Training staff on M&E principles and practices
* Training communities on community-based monitoring and evaluation methodologies

Requirements:

* Must possess a degree in Development Studies or other related field with a strong background in statistics.
* Minimum three years experience in a senior programmatic position in monitoring and evaluation of humanitarian programs.
* Knowledge and experience in participatory approaches and tools for program design, planning, monitoring and evaluation.

Monitoring & Evaluation Manager
M&E/LVCT/2011
Location: Nairobi

Purpose of the position:

Reporting to the Director of Research and Policy, the M&E Manager has primary responsibility for the institutional M&E frameworks and systems. This includes identifying M&E needs, designing and maintaining data collection, management, analysis and utilisation systems for routine and other programme data.

The M&E Manager conducts and oversees all appropriate analysis, including the use of complimentary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.

Specific Responsibilities:

* Design and implement M&E systems that will generate timely information and feedback to key stakeholders.
* Provide leadership and technical guidance for development of M&E frameworks, reporting formats and templates as required for each donor.
* Provide technical leadership for preparation of various institutional and donor quantitative and narrative reports as per contractual requirements and institutional needs.
* Providing technical support to programs staff and sub-grantees in development of M&E tools, data collection, analysis, dissemination and use that enable performance tracking
* Conduct small scale operations research studies to evaluate best practices and provide technical support in statistical data analysis of routine service and research data and in writing-up of results from the analysis.
* Provide M&E training and on-going assistance to local sub-grantees to ensure quality data collection, reporting, analysis and use of data for decision making.
* Provide support and build capacity of M&E staff, as applicable and Supervise M&E officers, data officers and locums within the division.
* Capture lessons learned and best practices. Provide documentation and dissemination of information; develop presentations, abstracts, articles, etc.
* Participate in regular meetings of project management team and Provide feedback to the Management team on results and best practices and engagement in networking, collaboration, policy and advocacy activities with CDC, NACC, NASCOP and other stakeholders

Requirements:

* Masters degree in Statistics, Social Sciences or related field with demonstrated technical experience in the design, monitoring and evaluation of programmes and quantitative data analysis
* Minimum of 3 years work experience in M&E preferably for PEPFAR and USAID funded projects.
* Experience with donor funded project design and management, proposal development and project implementation modalities
* Strong initiative and proven capacity to work efficiently in a team environment.
* Excellent analytical and report writing skills;
* Ability and willingness to work under pressure and to meet strict deadlines.
* Good communication and capacity building skills

Qualifications:

Overview: The Program Assistant - Livelihoods will work in close collaboration with the Program Manager to ensure timely and effective implementation of the program.

This position will assist in the mobilization and training of households to increase their capacity in agriculture production and sustainable food production.

The Program Assistant will provide support in establishing seed fairs and assisting in training in improved agricultural techniques with the goal to create favorable, food-secure economic environment that facilitates livelihoods restoration and self-reliance.

Qualifications:

* Bachelors degree in agriculture or related field, 3 years work experience in agriculture or related fields, 3 years experience in community organization/mobilization and previous work with NGOs;
* ability to work independently and meet deadlines yet effectively carry out program activities;

Finance Officer - Kitui

Overview:

The Finance Officer is responsible for providing assistance to the Director of Finance and Administration in ensuring effective and smooth functioning of the finance component of the PRESERV program.

The Finance Officer is responsible for maintaining accounting systems, bookkeeping, financial reporting, and the cash and bank accounts. This position requires travel to Kitui, Tharaka, Mwingi and Nairobi.

Qualifications: Bachelor of Commerce or Bachelor of Business Administration in finance, accounting or related field required; CPA K a plus; 5 years relevant experience.

Finance Assistant - Tharaka

Overview:

The Finance Assistant is responsible for providing assistance to the Director of Finance and Administration in ensuring effective and smooth functioning of the finance component of the program.

The Finance Assistant is responsible for maintaining the QuickBooks and other accounting systems and tools and the cash and bank accounts.

Qualifications:

Bachelor of Commerce of a Bachelor of Business Administration in Finance, Accounting or related field required; CPA K a plus; 5 years relevant experience.

Logistics / Procurement Assistant - Kitui

Overview: The Procurement Assistant (LPA) is responsible for procurement and logistical support to the program.

The LPA is responsible for the general procurement and transport to program sites of supplies and services for the program in a timely manner and that all procurement procedures comply with USG and CHF procurement rules and regulations.

The LPA is responsible for the program vehicles ensuing regular maintenance, road licensing and insurance. This position requires travel to Kitui, Tharaka, Mwingi and Nairobi.

Qualifications: Degree in Business Administration or equivalent required; current, unrestricted Kenyan Driving License; clean driving record; 3 years relevant experience.

M&E Officer - Nairobi

Overview: The M&E Officer (MEO) has overall responsibility for the Monitoring & Evaluation systems to document and track program impact including.

Specific duties include assessing and evaluating the current status of all M&E aspects related to the project; developing a comprehensive and integrated M&E plan; ensuring data is collected to will inform the program implementation; oversee effective implementation of Program M&E activities; designing/adapting standard data collection and reporting tools and design a data base to process data; planning and assisting in implementation of program evaluations; and preparing required program reports.

This position requires travel to Kitui, Tharaka, and Mwingi.

Qualifications: Degree in Project and Operations Management, Monitoring and Evaluation or related field required; Degree in Information Technology a plus; 5 years relevant experience.

Previous experience in disaster relief programs a plus.

Community Mobilizers - Tharaka, Kitui and Mwingi

Overview:

The Community Mobilizers will work in close collaboration with the local authorities and other stakeholders to identify and register exact beneficiaries households in the area of operation, participate in distribution of program inputs that shall be provided for distribution to the communities identified, hold meetings with the beneficiary communities of the area to monitor their activities and give guidance where necessary, prepare monthly report on the field activities
he/she undertake on monthly bases and submit to the supervisor, participate in the assessment questionnaires in the area.

Qualifications: From the local community, prior outreach experience, willingness to work within own community and keep abreast of new development in the field, previous planning and organizing experience, strong interpersonal communication skills and ability to establish, maintain effective partnership and working relationship with the community.

Training Advisor

* Serve as trainer or co-trainer in Jhpiego - sponsored courses in FP/RH, HIV, MNCH, malaria and in training
* Provide mentorship and supportive supervision of MOH and Jhpiego trainers with a focus on quality assurance in training and service provision

* Working with colleagues, adapt new training approaches that focus on reducing service provider’s time out of their stations

Requirement:

* A Clinical Officer or Registered Nurse
* At least 5 years progressively responsible experience in training and supervision of RH/FP, HIV, malaria and pre-service programs. Experience with integration of technical areas is an added advantage.
* Familiarity and or experience with Jhpiego training approaches
* Must be an excellent classroom and clinical trainer experience in clinical training
* Ability to communicate effectively, instilling trust and confidence
* Computer literacy, particularly in the use of MS office
* Able and willing to travel up to 75% of the time.

CARE International: Auto Mechanic

Auto Mechanic

Ref: AM/08/2011

Based in Dadaab

Reporting to the workshop foreman, the primary role of the Auto Mechanic is repairing and servicing fleet booked into the workshop, diagnosing faults on the fleet and determining the extent of repairs required. Stripping, fitting and replacing components on fleet of various makes, types and kinds.

She/he shall undertake inspections, repairs and routine preventative maintenance for fleet in Dadaab region and ensure that all vehicles, plant and equipment meet or exceed set repair and maintenance standards.

The emphasis on quality control and customer centered attitude will be the hallmarks of her/his day to day work. She/he will be required to comply with the Workshop Standard Operating Procedures, Internal Control Procedures and CARE Kenya vehicle operation & maintenance management policy.

Tasks and responsibilities:

R 1: Preventive and Maintenance of Motor vehicles and Equipments

* Carry out the Mechanical / Electrical Preventive maintenance and repair of vehicles, plant and equipment including but not limited to Isuzu trucks, 4x4 vehicles, tractors, Agro - trailers, Backhoe loaders, and heavy vehicles of various makes, types and models
* Overhaul engines, transmissions, differentials, hydraulic pumps, repair electronic and computerized vehicle gadgets, air brakes, EFI and A/C systems
* To be competent in a range of technical skills covering mechanical, pneumatics, modifications, welding, fabrication and electrical disciplines
* Completion of work orders / job cards and time sheets of the assigned repair jobs
* Test and operate vehicles and equipment as required and observe evidence of abnormal or normal operation
* To input breakdowns, root cause and actions taken into the breakdown database
* Repairs and maintenance of agricultural equipment and modifications to suit our operational needs

R 2: Safety Precautions and Quality Control

* To consistently deliver high quality repairs in the required time frames, which, ensure our clients needs and requirements are met. * Work must be performed to the standard required by International standards and as per estimate of repairs. Any additional work must be sighted, approved by Supervisor & preceeding if necessary. All additional parts are to have the job numbers recorded on them and be retained for inspection as required. No Vehicle or Equipment shall be released to the customer until repairs meet quality standards
* Work orders to be completed with all additional repairs and parts recorded. Any mechanical problems or other observations must also be recorded. On completion of repairs the job checklist must be performed
* Observe and follow all safety rules and procedures including housekeeping activities

R3: Mechanical and Electrical Diagnosis and Interpretation of Repair Manuals

* Interpret instructions, technical manuals, illustrations, specifications, diagrams, schematics and other guides to conduct repairs and modifications
* Skilled usage of measuring instruments and test equipment such as engine analyzers, injector testers, ignition timers, lactometers, ammeters, ohmmeters etc
* The job holder will interact with all staff within the department, end users of the vehicle in a professional manner
* During repair, the Mechanic will refer to manufactures manual and guide Assistant Mechanics staff within the section on specific tasks
* Knowledge of vehicle computer-controlled systems, engine fuel and ignition, ABS braking and transmission functions

Authority:

* Spending Authority: This position does not have spending authority
* Supervision: Will directly supervise and provide technical assistance to two assistant mechanics
* Decision Making: Deliberations on repairs can be done in consultation with the Supervisor

Working Conditions

The position is based at Dadaab Main Office (DMO) with frequent movements to Hagadera, Ifo and Dagahaley camps as well as any other extension camps and program sites.

This is a non-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys).

Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required. The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

Qualifications:

* Diploma in Auto/Mechanical Engineering and must have a Valid driving license preferably with Class B, C, E
* 3 years demonstrated experience in repairs and maintenance of vehicles and equipments especially 4WD and tractors in the automotive field
* Good troubleshooting and problem-solving skills
* Computer literate with good knowledge of MS office
* Experience with a reputable franchise holder or a busy garage is a plus
* Good interpersonal and communication skills, in English and Kiswahili
* Demonstrated Multi skilling in Mechanics, auto Electrical, Auto Electronics, welding and fabrication works a great advantage

* Providing technical assistance to the Swiss Water Consortium’s projects and activities in Eastern Africa and Southern Africa and promote knowledge sharing between consortium partners and projects;

Qualifications:

* Advanced University degree in a relevant field (e.g. public health, water supply, social sciences, environmental sciences or a field relevant to international WASH related development assistance);
* At least five years professional work experience with a non-governmental organisation, including fieldwork experience preferably in Somaliland and/or South Sudan;
* Proven track record in training, capacity building, PM&E, and PRA methodologies;
* Strong analytical capacity – working and thinking on an academic level;
* Outstanding communication and advisory skills (e.g. experience with (technical) advisory services, facilitating meetings, workshops and training for varied audiences);
* Excellent written and oral communication skills in English, knowledge of German will be an added advantage;
* Flexibility, good interpersonal and networking skills, ability to work in multi-cultural environment and sensitivity to cultural values;
* Knowledge of the Caritas network and the structures and activities of the Catholic Church is an added advantage.

CARE East & Central Africa region is seeking a strong finance person as the Regional Emergency Accountant to ensure adequate support and appropriate level of oversight to country offices.

Under the leadership of the Regional Controller, s/he will prepare and review financial donor reports, budgets and data analysis for the various countries.

The post holder will support country finance teams in reviewing of processes and ensuring compliance with CARE policy and donor regulations.

The role will be required to build capacity of finance teams at field office level, as well as provide appropriate training in finance policies and procedures. The incumbent will be required to make extensive travel within the region.

Person specification:

* Have over five years experience in accounting, financial management, budgeting, financial reporting, grants/contract management and compliance with national regulatory environment

The Purpose of the Job

The overall objective of the position is to develop, implement, monitor and report on all WASH technical aspects of Merlin’s projects in assigned areas of Turkana. S/he will ensure that field staff and partners adhere to technical and standard protocols in WASH. Train and mentor staff as well as participate in WASH assessments, surveys and proposal design processes.

The WASH Officer will work under the supervision of the Project Health Coordinator and in close collaboration with the MOPHS authorities and staff at district and community level.

Position Summary: The officer is responsible for the ongoing management, continuing development, and daily supervision of all activities under Merlin’s linked water, sanitation, and hygiene promotion objectives.

Essential Responsibilities and Duties:

* Facilitate Rapid Hygiene & Sanitation Promotion with special attention to hand washing with soap at critical times in coordination with DPHO, MoH and other relevant partners.
* Distribution of emergency WASH supplies e.g. soap, jerricans ,HWTS technologies e.g water filters and chlorine tablets and training in their use.
* Assessment of WASH needs in the Health Centre/Feeding Centres and identification of necessary repairs to WASH infrastructure.
* Report on the status of WASH infrastructure in Health facilities & Outreaches, coordinate with District Water Officer & DPHO for rehabilitation/repairs to WASH infrastructure, supervise & monitor progress.
* Mobilization of community groups & training on HHWTS & hygiene promotion activities,
* Conduct community assessments to identify critical requirements for program interventions with a particular focus on returnees, women, and vulnerable populations.
* Maintain ongoing Merlin WASH activities focused on water point construction and rehabilitation, household and community sanitation, hygiene promotion, and community mobilization / sensitization
* Promote and work to expand community capacity on WASH, with sensitivity to the political and cultural context.
* Consult with beneficiary groups, community leaders, and relevant line ministries while planning project implementation
* Conduct and design WASH activities with the utmost sensitivity for the safety and well-being of beneficiaries.
* Review and write all WASH and WASH-inclusive proposals, reports, assessments, research in consultation with the PHC and other field and country office senior staffs.
* Actively support timely, substantive, and appropriate documents that lead to funding support from donors in coordination with the PHC.

International Justice Mission (IJM) is seeking a talented accounting manager to provide accounting oversight of field offices in Africa by developing and training staff, ensuring appropriate internal controls of the field offices in Africa and liaising closely with the United States (US) headquarters.

This position is a key member of a global team of high caliber professional finance staff. This position can be based in any of IJM’s Africa field offices (Kenya, Rwanda, Uganda or Zambia) and reports to the International Finance Officer who is based at IJM headquarters in the US.

Responsibilities:

Lead and develop accounting staff

* Assist in recruiting field office finance staff including reviewing CV’s, interviewing and providing input as to the final decision;
* Provide input on job descriptions;
* Train and provide orientation to new field office finance staff;
* Provide ongoing technical and management leadership and mentoring to field office accountants through weekly phone calls and office visits; and
* Assist field office accountants in creating and monitoring a development plan in collaboration with Field Office Directors.

Training

* Provide training to field office accountants and other staff on needed areas including policies & procedures, stewardship, grant compliance, QuickBooks, audit compliance, etc.
* Training will be provided both on-site and virtually.

Monitoring/Audits

* Visit each field office at least twice per year and perform accounting reviews of internal controls, finance roles and responsibilities, reviewing transactions for compliance, testing petty cash and assessing field office accounting staff;
* Perform formal review of field office monthly reports as part of global review rotation (coordinated with HQ) and prepare monthly report cards based on results of review for submission to regional, field office and finance leadership;
* Review QuickBooks transactions weekly;
* Coordinate and provide oversight to process for external audits of field offices required as part of country registration and as part of organizational annual audit; and
* Provide assistance in fraud investigations and participate in overall strategy to avoid fraud.

Field Office Accounting

* Provide technical support through regular email, chat and phone interaction with field office on specific areas including accounting, policies & procedures, QuickBooks and grant compliance;
* Act as backup for field office accounting staff during extended absences or vacancies;
* Assist Field Office Directors in registration and compliance with tax requirements for country; and
* Assist in establishing new field offices including setting up QuickBooks, bank accounts, internal controls and hiring and training staff.

HQ Liaison

* Act as liaison between HQ and field offices regarding key finance areas including policy & procedure development, training material & strategy development, compliance/risk management, staff development, registration & taxes and banking;
* Provide input on key strategies to continue growth and expansion of organization including development of a global financial system, audit/monitoring strategy and improving monthly close;
* Participate in weekly phone calls with International Finance Officer; and
* Participate in periodic regional and global meetings.

Required Skills and Experience:

* Bachelor’s degree in Accounting or equivalent;
* CPA or equivalent preferred;
* A minimum of four years accounting experience preferably for an NGO.
* Accounting experience should include hands on accounting as well as financial analysis, budget preparation and compliance;
* Thorough understanding of GAAP, such as debits and credits, cash versus accrual accounting and financial statement preparation;
* Experience with accounting software preferably QuickBooks;
