African Union: ICT Officer

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

The Commission of the African Union invites applications from citizens of Member States for a position of ICT Officer in the Department of Political Affairs.

Job Purpose: To ensure that all computer systems at the Secretariat of the African Commission work smoothly and to manage the African Commission’s computers, NT servers, Internet facilities, etc

Major Duties and Responsibilities

  • Diagnose and resolve complex technical problems, associated with computer hardware and software interrelationships/dependencies and ensure availability to system users;
  • Maintain the office local-area network (LAN), wide-area network (WAN), network segment, Internet, or intranet system and provide day-to-day onsite administrative support and periodic servicing of the network and all peripherals;
  • Install, assemble and configure computers, monitors, networks infrastructure and peripherals such as printers, scanners and related hardware; pull cables and rewire or direct the rewiring of cables as required for new installations and office reconfiguration;
  • Make hardware and software acquisition recommendations, including helping users assess needs and providing justification for equipment and services, as well as training and orientation;
  • Plan, coordinate, and implement network security measures and educate staff members about computer security, install security software, monitor the network for security breaches, respond to cyber attacks, and, gather data and evidence to be used in prosecuting cyber crime.
  • Handle all computer and related instalment, diagnosis and network connections during the sessions and other meetings of the Commission that require establishment of a secretariat;
  • Develop an electronic Database of all National Human Rights Institutions and NGOs that have Observer and Affiliate Status with the Commission;
  • Develop programme for an electronic filing system and work with the Clerk to implement it;
  • Perform other duties as may be assigned.

Educational Qualifications: Candidates must have a minimum of a University Degree in Computer Science and should be certified systems engineers in server Administration, network, infrastructure and messaging suites. A relevant advanced degree (Masters or equivalent) will be an added advantage.

Work Experience: Candidate must have a minimum of five (5) years of experience in server hardware installation and maintenance, server infrastructure, maintenance capacity planning and database application installation and basic maintenance.

Other Relevant Skills:

  • Demonstrable professionalism and leadership abilities;
  • Knowledge of TCP/IP stacks and their functionality;
  • Advanced knowledge and troubleshooting of various Windows Servers and other Servers;
  • Excellent knowledge of international organizations;
  • Good communication and planning skills;

Language Requirement: Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.

Age Requirement: Candidates must preferably be between 25 and 35 years old.

Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

Major duties and responsibilities:

  • Assist in the implementation of the Centre’s strategies and in developing training programmes;
  • Assist Member States in designing special prevention and counter-terrorism training programmes;
  • Supervise the technical staff and co-ordinate partner activities to ensure that programme objectives are attained;
  • Supervise the distribution of materials and supplies for trainees, and co-ordinate training classes for prevention and counter-terrorism;
  • Work with partners and other key project managers to identify, implement and evaluate best practices in preparatory and continuous training, so as to make them available to stakeholders of the Centre;
  • Use data effectively and share information with stakeholders, as well as follow up and appraise information on special prevention and counter-terrorism training;
  • Assist in designing and developing training strategies that reflect threat status changes as well as national, regional and continental needs;
  • Supervise training, monitoring and evaluating activities relating to special prevention and counter-terrorism training;
  • Facilitate the coordination of equipment procurement with current and future training activities in a bid to ensure coherence in the approach and programme;
  • Prepare and present timely written reports and documents on special prevention and counter-terrorism training activities;
  • Establish contact and facilitate coordination with experts and researchers for the execution of special prevention and counter-terrorism training programmes;
  • Follow up the various training and programme implementation phases, in conjunction with ACRST and executing institutes;
  • Possess a vast knowledge of communication and security systems (information and physical safety);
  • Be able to organize workshops, seminars and symposiums;
  • Have a wide understanding and capacity to handle legal matters.

Qualifications required: Candidates must have at least an international Bachelor’s Degree in science of education, philosophy, social sciences, management or related discipline.

Work experience: Candidates must possess several years’ working experience in the field of education and training, with most of them in security/law enforcement/military/paramilitary, preferably counter-terrorism.

Other relevant skills

  • Experience in implementing and/or managing educational programmes involving, preferably, training of trainers and/or policy reform components;
  • Excellent writing and oral communication skills;
  • Excellent training and group facilitation skills, with due regard for cultural and gender issues;
  • Proven ability to work with a large number of persons, including local staff, international staff, government officials and local trainers;
  • Proven ability to respond promptly to a rapidly changing environment and to work comfortably in an often unstable security environment ;
  • Excellent report writing and drafting skills.

Language requirement:

  • Proficiency in one of the African Union working languages (Arabic, English, French and Portuguese) is required. Knowledge of one or more of the other AU working languages would be an added advantage.

Desert Locust Control Organization: Director

Established by International convention signed by the Governments of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, Tanzania, Uganda and registered with the United Nations

Headquarters: Addis Ababa, Ethiopia

Applications are invited for the post of Director of the Desert Locust Control Organization for Eastern Africa.

Applicants must be nationals of the contracting States of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, Tanzania and Uganda.

The successful candidate shall be offered a three-year contract, renewable for a second term of three (3) years.

Functions:

The Director shall be the Principal Executive-Officer of the Desert Locust Control Organization for Eastern Africa and under the Council, responsible for the overall policy direction and operations of the Organization. The duties of the Director shall be those necessary to ensure the discharge of the main functions of the Organization, which include:

  • Aerial Surveys and Control of Mandated Migrant Pests [Locusts, Grain eating birds (Quelea), Armyworm] and a vector (Tsetse fly) in Eastern Africa
  • Operational Research Programmes and activities which are confined to Migrant Pest Control, Pesticide use and safety in the Region
  • Coordination of the information flow and forecasting upsurges of the Migrant Pests
  • Staff Development.

The Director shall also be responsible for:

  • The transmission by means of periodic reports to Contracting States, to the Food and Agriculture Organization of the United Nations and to any other official body considered appropriate by the Council, of full information on the nature of the locust infestations and other mandated pests (Quelea birds, Armyworm and Tsetse Fly), the progress of research and the operation of control measures within the Region;
  • The maintenance of full cooperation with other Organizations concerned with the general directives of the Council;
  • The collection of the contributions of Contracting States;
  • The maintenance of the accounts of the Organization.

Qualifications:

  • A Master of Science (M.Sc.) degree in Agriculture or its equivalent with postgraduate training in Business Administration/Management and experience of not less than 10 years working in a senior level Management in a related discipline.
  • Proven ability to work in harmony with people of different national and cultural backgrounds is highly desirable.

Language: Fluent in English, Knowledge of French is an advantage

Salary: DLCO-EA Scale R-1, i.e. US$ 26,530.00 to US$ 30,940.00 per annum. Entry point negotiable.

Benefits: The post carries house allowance or housing, medical, terminal indemnity and other benefits according to the Organization’s Service Regulations as well as the privileges and immunities accorded to it as an international Organization.

ALERT Hospital: Human Resources Database Developer

What’s the context and purpose of the role?
The ALERT hospital has ambitious plans to expand its services, supported by the Clinton Foundation HIV/AIDS Inititative and the Christian Children’s Fund of Canada. In particular a new pediatric wing is being built , which will increase the number of children who can be treated. To ensure that the hospital is able to serve its large catchment area of 760,000 people, of which approximately 50,000 are living with AIDS, the HR function of the hospital is key. You role will be to develop a new HR databse to enable data collection and reporting to support the recruitment and development of staff at the hospital. By providing automated processes for the HR department, you’ll increase productivity and enable staff in this department to provide a faster and more accurate service.

What does the role involve?
> Designing a new HR database at the ALERT hospital.
> Networking the HR department with other hospital departments.
> Developing computer-based MIS for the HR department.
> Providing standardised formats for reporting.
> Creating automated processes to improve the speed and accuracy of data collection and reporting.
>Writing a manual with guidelines for the use of the new systems and providing training to staff.

You’ll be based in Addis Ababa, the capital of Ethiopia, a lively city where you’ll meet plenty of other NGO workers and VSO volunteers. The staple Ethiopian food is injera, which is a large circular pancake made from a small grain called teff. Cooked stews and vegetables (collectively known as wat) are placed on the injera, and the whole is eaten communally by hand. The country is really beautiful, so even just traveling around it without any particular plan will give you a lot of pleasure. The mountains in the north are spectacular, whilst the lakes in the Rift Valley provide a welcome relief in what is (apart from the lush south-west) a predominantly arid country. The country’s National Parks provide an excellent opportunity to see the many endemic birds and animals and to walk in spectacular scenery.

We’ll ask you to commit to 12 months to ensure you can make a sustainable contribution to our development goals. In return, we’ll give you comprehensive financial, personal and professional support. We'll provide you with extensive training before your placement, and our financial package includes a local salary, return flights, accommodation, insurance and more. When you return to your home country, we'll help you to resettle and many of our returned volunteers stay involved with us long after their placement ends.

Additional Qualifications:

Skills, Experience and Personal Qualities:
> degree in computer sciences or similar with at least 2 years’ work experience in a medical institution, working with human resources related software.
> Expert knowledge of OSI and TCP/IP network principles; troubleshooting tools; Windows XP, Server 2003 and Vista; Linux; relational database concepts; IP addresses, DNS, gateways and NAT; communications via telnet, SSH, HTTP and serial connections.
> Experience of delivering training in these systems.
In addition you’ll need to be highly motivated and able to work in small teams. You’ll be used to working in pressurized environments, be flexible and self-motivated and prepared to work in a resource-poor environment where the technology used may be fairly basic. As with all VSO placement a sense of humor and willingness to adapt to local culture will serve you well and enable you to get the most out of your placement.
