Farm Concern International, FCI, is an Africa-wide Market Development Agency, developing pro-poor marketing models and strategic alliances to enhance economic growth among poor communities in various countries in Sub-Saharan Africa.

Developing and implementing market oriented programmes across Sub-Saharan Africa (SSA), FCI market development initiatives have been benchmarked to private sector market development approaches with an aim of enhancing the competitiveness of the poor in the market place.

FCI/MDR/REGIONAL/KE/2010 – 001
Manager, Market Development and Research

Job Purpose:

To design, develop, rollout and implement the market development and research function in line with the pro—poor business strategies. Supervise sales and marketing teams and develop market research reports.

Qualifications:

  • Masters degree in marketing / agricultural economics with back ground in market access in developing countries.
  • At least 3 year experience in agri-business trade both in private sector and development
  • At least three years in private sector or equivalent competitive environment

FCI/BMMRD/REGIONAL/KE/2010 – 002
Manager, Business Models, Market Research and Documentation

Job Purpose:

To oversee institutional documentation of pro-poor market & business models, provide publications for stakeholder consumption and supervise research reports & briefs.

Qualifications:

  • Masters degree in marketing or MBA with back ground in Agricultural economics; PHD candidates are also encouraged to apply.
  • At least 3 year experience in research and publication of positional papers.

Job Purpose:

Program Manager, Private Sector Partnerships and Trade

Job Purpose:

  • To design and implement partnership agreements with buying companies, supervise sales and marketing teams at strategic levels and Evaluate performance of commodities in the market.

Qualifications:

  • MBA or MJSC in marketing with back ground in Agricultural economics
  • At least three years hands on experience in private sector working with strategic plans and business plans.

Human Resources, Program Administration and Directorate Support

Job Purpose:

To ensure effective HR business partnerships, participate with management programme admin and directorate support Supervise the formulation and delivery of HR services such as recruitment etc, ensure HR statutory and
industry compliance and provide advisory support to the executive in people management.

Qualifications:

  • Masters degree in Human Resource management or equivalent
  • At least 5 years experience as an HR practitioner in modern HR practices

Market and Trade Officers

Job Purpose:

To establish market partnerships with traditional markets and large & medium scale, agri-processing companies, facilitate establishment of trade associations and manage and or coordinate sales promotions and marketing events.

  • Diploma in marketing/community development/agri-business or business administration from a recognized institution.
  • Over two years experience in sales and marketing

Job Purpose:

To develop DME and Operations systems and Strategies for various countries, products and agricultural commodities, develop and implement monitoring tools, and supervise operations.

  • At least 8 years experience working with a vibrant market and trade system

IT and Website Specialist

Job Purpose:

To supervise the IT function, develop and implement IT strategy, advise management on IT related risk management and build IT Capacity in tandem with organizational growth

Qualifications:

  • Advanced degree in IT or equivalent with professional qualifications in SQL, CISCO Systems and Programming.
  • At least 5 year experience in Network management, network security, data base management, and various operating systems.

School of Finance and Banking(Kigali): Vice Rector in charge of Administration and Finance (VRAF).

The School of Finance and Banking (SFB), in Kigali, is the leading business school in Rwanda, offering undergraduate, post-graduate, executive and vocational short-course instruction and training in the areas of business management, finance, banking, procurement, economics and entrepreneurship.

SFB is charting a path to become a university of international repute and regional importance.

The School would like to hire a dynamic, highly competent individual to fill one of the top management positions in higher education in the country, namely Vice Rector in charge of Administration and Finance (VRAF).

The salary is competitive.

Duties and Responsibilities:

The VRAF handles all administration and finance matters of the School through leadership of a staff of over sixty, not including a large staff of out-sourced contract workers. (S)he is the School’s Chief Budget Officer.

This means (s)he must ensure the introduction and use of sound internal control systems and financial planning tools, must manage the financial resources of the school effectively, efficiently and transparently and must prepare reports on budget execution, management of revenues and expenditures.

The VRAF:

  • Coordinates all activities relating to the organizational chart and the personnel of SFB.
  • Prepares, monitors and defends the SFB budget.
  • Prepares data relating to financial resources and property of SFB and oversees the prudent and appropriate use of the financial resources and property.
  • Manages construction, maintenance, procurement, logistics, vehicle fleet, contractor relationships and all SFB buildings and grounds.
  • Ensures compliance with all laws, regulations and decrees dealing with finance and administration.
  • Advises the Rector on all non-academic matters affecting the life of the school

Academic Qualifications

The position of VRAF requires a minimum of a Masters Degree or equivalent in Finance, Accounting, Management or similar relevant field.

A professional qualification in accounting in addition to the Masters degree would be a plus.

This position places a premium on excellent English-language writing skills.

Multi-lingual candidates who, in addition to English are strong in French, Kinyarwanda or Swahili will have an advantage.

Work Experience:

This is a high-level position. The applicant should have at least five years of senior management-level experience. Experience in the administration of an institution of higher learning would be a plus. Demonstrated ability to manage projects from start to finish and familiarity with institutional fund-raising are strong plus factors.

Other Qualifications:

The VRAF will have excellent interpersonal and communications skills., and work well as a member of a team, that will include the Vice Rector for Academic Affairs and the Rector. The position requires a high level of computer literacy.

Inter University Council for East Africa (IUCEA): ASSISTANT ADMINISTRATIVE OFFICER

The Inter University Council for East Africa (IUCEA) is one of the strategic institutions of the East African Community (EAC). IUCEA is located in Kampala, Uganda. It is charged with a number of responsibilities, among them being to coordinate academic and research activities jointly undertaken by Partner States and Member Universities.

It has current membership of 76 Universities (private and public) in Burundi, Kenya, Rwanda, Tanzania and Uganda.

After its revitalization in 2000, it embarked on a number of activities in the areas of academic and research engagements in Partner States and Member Universities. In fulfilling its mandate, it is guided by a Rolling Strategic Plan (2006/11) and the Inter-University Council for East Africa Act 2009.

From 2010, the Council has moved into the next phase of activities with particular focus being on the Quality Assurance issues, Internationalization of Higher Education, and the relationship between Higher Education Institutions and private sector entities.

In order to fulfill the current mandate and to position the Council to meet all its objectives and planned activities, IUCEA now wishes to recruit four middle management officers and one Secretary at the Secretariat.

ASSISTANT ADMINISTRATIVE OFFICER
Job Scale: P3

Function:
The job of the Assistant Administrative Officer is to assist the functions of the Administration unit. These functions include the support services namely; Administrative, Human Resources and Procurement to the IUCEA Secretariat.

Key duties and responsibilities:
To assist the Administrative Officer in the performance of following duties:
a) Administration of the procurement process;
b) Administration of both Estates and Transport management;
c) General Administration and Office Management;
d) Administration and Records Management of the Institution;
e) Conferencing (Event Management);
f)Administration of Human Resources functions namely, Recruitment (Organization Development), Staffing, Training and Development, Employee Relations and Staff Welfare, and Retirement;
g) Preparation of administrative information on IUCEA activities and disseminate the same to relevant offices;
h) Facilitation the implementation of Performance
Evaluation Process (PEP), including the mid-year performance reviews;
i) Obtaining work permit (entry permits) and duty free processes for concerned Staff;
j) Performing any other duties that may be assigned by the Executive Secretary.

Experience and Professional Qualifications:
a. Should be a holder of a Bachelor's degree (Administration or Human Resources Management) or equivalent from a recognized University;
b. Experience in Procurement policies and procedures Will be an added advantage.

Tenure and Salary:
As per the Inter-University Council for East Africa Act of 2009, the successful applicants for these posts will serve on a contract of five (5) years which is mutually renewable subject to satisfactory performance.

DEPUTY QUALITY ASSURANCE OFFICER

Function:
The job of the Deputy Quality Assurance Officer will be to assist the functions of the Quality Assurance unit at the Secretariat. The purpose of the Quality Assurance unit is to provide strategic and effective leadership, management and direction of IUCEA Quality Assurance initiatives and processes to enhance a viable Quality Assurance regime in East African universities in accordance with the expanded mandate in the IUCEA Act 2009 and Strategic Plan.

To assist the Quality Assurance Officer in the performance of following duties:
a) Promoting Quality Assurance and maintenance of International standards;
b) Preparation and coordination of regular meetings by IUCEA and Member universities to address Quality Assurance matters;
c) Coordination of-the activities of IUCEA Quality, Assurance Regional Committee;
d) Coordination of the development and implementation of Quality Assurance Initiatives among IUCEA Member Universities;
e)Coordination of regular meetings by IUCEA and Member Universities to address Quality Assurance matters;
f) Keeping abreast with relevant Quality Assurance initiatives, implementation, monitoring and evaluation of Quality Assurance practices;
g) Database management on quality assurance including regular update of quality assurance website;

Experience and Professional Qualifications:
a) Should be a holder of At least Master's degree in any field from a recognized University;
b) Should have at least 4 years experience working in a reputable institution;

Nile Basin Initiative: Project Manager

Reporting to: Program Officer Water Resources Development
Contract Duration: 1 Year (probation 6 months) renewable depending on performance and availability of funds

Background:
The Nile Basin Initiative/Nile Equatorial Lakes Subsidiary Action Program (NELSAP) has effective 2005 implemented the Kagera River Basin Transboundary Integrated Water Resources Management and development Project with grant financing from the Governments of Sweden and Norway and the World Bank. Burundi, Rwanda, Tanzania and Uganda participate and benefit from the project. The NELSAP now wishes to fill the vacant position of Project Manager in order to enhance project implementation capacity. The successful applicant is expected to provide overall project leadership, manage the Project Management Unit, coordinate project activities including, financial management, procurement, monitoring and evaluation, project reporting and ensuring timely project financial audits.

Qualifications and experience:
MSc in Civil Engineering, Water Resources Engineering or Environmental Engineering with at least 7 years of practical experience in planning and implementation as well as project and contract management of complex water resources infrastructure projects at national or regional level.

PRIVATE SECTOR FEDERATION: Industrial Liaison Consultant

1.0 INTRODUCTION

The Private Sector Federation has received a grant of 4,200,000 Euros from the Royal Kingdom of the Netherlands to support the Private Sector to play an active role towards the development of Technical and Vocational Training (TVET). The Dutch Government is supporting a TVET Project which has the following major components:

1. The first and main component of the Project will be the Business Plan Competition (BPC) targeting TVET graduates and enterprises with the potential to promote skills development and to promote employability of talented young Rwandans. The main objective of this component is to promote and stimulate entrepreneurship development by encouraging start-ups and existing enterprises to prepare viable business plans that can attract external financing.

2. The second component on internship programs is aimed at strengthening the capacity of private companies especially the industry sector in promoting the development of technical and generic skills through an internship program for young graduates.

3. The third component which focuses on advocacy on TVET is aimed at creating and supporting a strong Public-Private Partnership in TVET development in order for Private Sector to contribute to TVET reform. An emphasis will be put on studies, surveys and issues solicitation on labour market needs, strengthened capacity of private sector to participate in TVET curriculum development in order to address the needs of the labour market.

With regard to industrial attachment program, it is to be noted that skills needs of the labour market and trends are at the centre of industry development and growth. To adapt to this changing environment, the global economy requires countries to have well skilled and capable workers.

One of the most important and obvious goals of an internship is the acquisition of actual real world experience. Industrial attachment gives you a full and realistic view of workplace environment.
Participating lifts the veil by allowing the student to learn more about the specific industry, field, technology, product or company. With a real feel of the nature of work you have more realistic judgment values that aren’t coloured by fantasy.

Based on the above background, PSF would like to recruit competent persons to take up the position of Industrial liaison consultant, to support the implementation of PSF industrial attachment program.


2.0 DUTIES AND RESPONSIBILITIES:

The consultant will be recruited according to the sector of activities identified by PSF namely: Hospitality, tourism and leisure, construction, ICT, Manufacturing and value addition, technical servicing (mechanics: auto motive body repair and painting), industrial machine maintenance etc. they should:

- Conduct a yearly basis census of TVET schools candidates to be placed for in industrial attachment.
- Organize the expertise in the sectors of Hospitality, tourism and leisure, construction, ICT, Manufacturing and value addition, technical servicing (mechanics: auto motive body repair and painting
- Report the progress of the industrial attachment in the technical committee comprising WDA, IPRCS, PSF and TVET DPs
- Liaison with employers’ surveyors to inform the training side about the generic skills needed by the market
- Organization of market place development for TVET graduates innovation competition
- Making sure that industrial attachment candidates write their report according to the report format
- Organise and coordinate chamber activities: organise meeting for members of the chambers, link members of the chamber to different technical schools for closer collaboration, initiate projects for chambers.

Summary of Position:
This position will coordinate regional programming in the Great Lakes, and specifically the Trading for Peace project, as well as support reporting for SFCG’s country programmes in Burundi, Democratic Republic of Congo, and Rwanda. The position reports to the Rwanda Country Director as the regional Chief of Party, and will coordinate closely with the Africa Team. Partners In Health (PIH): Clinical Training Manager - Jobs and Vacancies in Rwanda

Organizational Profile:
Partners In Health (PIH) is a non-profit organization based in Boston, Massachusetts, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, research, and advocacy, PIH works globally to bring the benefits of modern science to those most in need, and to serve as an antidote to despair. PIH currently has programs in Haiti, Peru, Guatemala, Mexico, Russia, Kazakhstan, Rwanda, Lesotho, Malawi and Boston.

Background Information:
In 2009, Partners In Health (PIH) was awarded a 5-year grant from the Doris Duke Charitable Foundation (DDCF) in which in-service training will be provided to health center nurses in the districts of Southern Kayonza and Kirehe (where PIH works in partnership with the Rwandan Ministry of Health). A team of clinical mentors (specially trained nurses) will support generalist nurses through on-site clinical mentoring in health centers or internship programs at district hospitals. MOH-sponsored workshops and intensive mentorship and supervision will be provided in the areas of Integrated Management of Acute and Adolescent Illnesses (IMAI), Integrated Management of Childhood Illnesses (IMCI), and Integrated Management of Pregnancy and Childbirth (IMPAC). Additional training will be provided on the management of patients affected by HIV/AIDS, non-communicable diseases (NCDs), and mental health disorders. The projected date to start in-service training is June 1st 2010.

General Responsibilities:
* To support and report to the Chief of Medical Education and PIH Director of Training on clinical training program activities.
* To support and supervise the work of the clinical program advisors, training coordinators, and clinical mentors.
* To ensure coordination of the full range of clinical training activities focused on facility-based health care providers, primarily nurses but other staff as indicated.
* To develop and ensure the accomplishment of yearly comprehensive clinical training goals and objectives.

Additional Qualifications:

* Minimum three years of project and team management experience in an international setting. Proven project management skills, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
* Advanced degree in Nursing, Medicine, Public Health or related field.
* Experience in managing nurse training programs is an advantage.
* Strong relationship and team building skills, with ability to build productive relationships, collaborate effectively and build consensus with a range of stakeholders internally and externally.
* Initiative, adaptability, patience, diplomacy, tact and good negotiation skills.
* Ability to manage complexity and prioritize multiple tasks.
* Ability to work productively in highly collaborative settings while also able to function independently.
* Proficiency in Microsoft Word, PowerPoint and Excel.
* Good working knowledge of French, both written and spoken.
* A commitment to social justice.


Note: This position is funded through a 5 year grant from the Doris Duke Charitable Foundation. A minimum of one year commitment is required, preferably 2 years.
