Job Title: Community Liaison Officer (2 Positions):

Development. Knowledge of N’gakarimojong is desirable.

Job Title: Land Rights Desk Officer (1 Position):
A Bachelors Degree in Development Studies, Social Sciences, and a Diploma in Law obtained from a reputable University. Candidate need to have a minimum of 2 years’ of hands on experience in the fi eld of Human Rights Promotion and Community Development.

Knowledge of N’gakarimojong is desirable. Candidate should also possess proven knowledge in conflict resolution and transformation, Human Rights and Family Law.

Job Title: Legal Officer (1 position):
A Bachelors Degree in Law (LLB) with a Post Graduate Diploma in Legal Practice from the Law Development Center, with a practicing Certifi cate. Knowledge of N’gakarimojong Language will be an added advantage.
At least 1-2 years of working experience in advocacy and defending of Human Rights activities will be an advantage.

Job Title: Office Manager (2 Position):
A least a Diploma in Business Studies (UDBS) obtained from a reputable institutions with a minimum of 2 months of hands on experience in the field of office management and Administration.
Knowledge of N’gakaramojong is desirable.
Candidates should also possess basic computer skills.

Job Title: Accounts Assistant (1 Position):
A minimum of a Diploma in Accounting, Finance, Business Administration obtained from a reputable Institution/ university with a minimum of 1 year of hands on experience in the field of Financial Management. Knowledge of N’gakaramojong is desirable. Knowledge of Financial packages such as Sage will be an advantage

Job Title: Geographical Information Systems Officer (1 Position):
A minimum of a Diploma in Physical Planning, Urban
Planning, Land Economics or surveying is required.
Knowledge on the Nkaramojong Language will be an added advantage. At least 1-2 years of working experience in Community Mapping, physical planning and knowledge of using GIS, GPRS technology

Abt is currently recruiting candidates with deep expertise and experience in Uganda related to:

(1) community-level projects promoting improved nutrition and/or enhanced livelihood strategies and / or agricultural production
(2) activities targeting women and youth which promote the engagement of women
(3) project financial and administrative management, especially with USAID and
(4) monitoring and evaluation. Positions include:

Senior Managers and Team Leaders: Advanced degree in public health, rural development, agriculture or nutrition. Candidates must have prior experience managing long-term development programs. USAID project experience preferred. Hands-on knowledge of rural development and food security issues in Southwestern and Northern districts is required.

Nutrition and Family Health Specialists: Advanced degree in public health or nutrition.At least 10 years of relevant experience. Deep knowledge of best practices in community health, behavior change and community mobilization required.

Livelihood and Economic Development Specialists: Degree in agriculture, sustainable development or related degree. At least 10 years of relevant field experience in communities in Southwestern and Northern Uganda. Experience working with gender mainstreaming and engaging a wide range of local stakeholders highly preferred.

Financial Management/Administration Specialists: Business or accounting degree. USAID project management experience preferred. Minimum of 8 years of relevant experience.Budgeting and accounting experience required.

Monitoring and Evaluation Specialists: Advanced degree in agriculture or related field, with at least 6 years of experience relating to data collection and project monitoring of performance, including use of GIS technologies. Experience in establishing and implementing monitoring and evaluation systems for USAID programs preferred.

Hanns R. Neumann Stiftung Africa: Field Gender Officers

The foundation “Hanns R. Neumann Stiftung Africa” promotes sustainable development of smallholder coffee farming communities.

It implements hands-on projects to improve the competitiveness of smallholder farmers through the establishment of commercially focused farmer organizations capable of providing extension, value addition, marketing and other important support services to their members.

Position: Field Gender Officers (Reporting to the Gender Expert)

Key Result Areas:
• To implement a thorough gender mainstreaming approach to project farmers, with focus on household level, to promote gender equality and participation of women in activity planning, income generation and decision making on use of income.
• To train, support and coordinate fi eld project teams on all gender related activities.
• To liaise with the M&E offi cer for the collection of gender disaggregated information, data analysis and impact measurement.
• To participate in gender networks, platforms, etc
• To develop training and promotional materials in conjunction with the Gender Expert on gender approaches

Skills and Professional Qualification:
• The candidate should have 3 or more years of solid experience in gender mainstreaming at rural level, especially with smallholder farmers in Africa. She/he will be familiar with different approaches and methodologies and be able to adapt these in different situations.
• The candidate will have excellent communication, training and facilitation skills and be able to apply them to diverse target groups.
• The candidate will have the necessary skills to collect and analyse information, further to measuring the impact of activities and to communicating the results to management and other stakeholders.
• A degree in a related fi eld will be preferred further to strong computer and reporting skills, and excellent command of English and Luganda.
• The candidate must be willing to live and work with rural communities in one of the following regions; Masaka, Mityana/Mubende and Luwero/Nakaseke/Nakasongola.
• Possession of a valid motorbike rider’s license and willingness to ride extensively within the project regions.

The position is based in either Mityana, Luwero or Masaka with frequent travels in the project area and occasional travel to Kampala.

Chief Engineer

Key responsibilities:

Strategy - lead and develop the Project Management strategy to meet ambitious construction targets allowing the expansion of the PEAS network

Project Management - oversee the further development of Project Management procedures and policies relating to project planning, engaging contractors, logistics, implementation and M&E

Human Resource Management- manage the PEAS
Project Management team and oversee external contractors to ensure timely delivery of cost-effective and high quality work

Evaluation and Reporting- develop effective systems of monitoring Project Management processes, evaluating project outcomes and reporting to relevant supervisors and funders

Finance - hold the Project Management Department budget and implement cost-saving measures without compromising on technical integrity or quality

Qualities & Experience:

At least 6 years experience in project construction management (including but not limited to cost estimating, planning, scheduling, cost control, risk management, quality control and safety management)

Knowledge of standards, codes, regulations and HSE systems relating to construction work in Uganda

The Public procurement and Disposal of Public Assets Authority (PPDA) derives its mandate from PPDA Act No.1 and PPDA Regulations No. 70 of 2003. Under these laws PPDA is mandated to formulate policies and regulate Public Procurement and Disposal Practices of all Procuring and Disposing Entities (PDEs)
The PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the following post.

ADMINISTRATION OFFICER (1 POST)

DUTIES AND RESPONSIBILITIES:
Reports to the Manager, Finance and Administration and carries out the following duties:

1. Execute administration functions of the organization that include supervising office arrangements/layouts, rent, repairs cleanliness etc.
2. Keep a service maintenance and insurance (where applicable) record on all equipment and ensuring that the manufacturers and supplies warranties are observed and that all the equipment is serviced and maintained on time.
3. Ensure that all the Authority’s vehicles are properly licensed and insured.
4. Manage the Authority’s vehicle fleet and ensure timely maintenance.
5. Organize and arrange all workshops and seminars of the Authority.
6. Assist in the supervision of secretaries, drivers, receptionists, and office assistants.
7. Make travel arrangements for officers.
8. Perform any other duties as may be assigned to him/her within the scope of his/her duties.

QUALIFICATIONS AND EXPERIENCE:
A minimum of a Bachelors honours degree in Social Sciences, Business Administration, Public Administration, or Human Resource Management.
Three (3) years relevant working experience in a reputable organization.

Position: Information Management Officer

Reports to: Business Systems Officer

Role definition:
The primary responsibility of this position will be to manage all Business information and provide services for information storage, access, dissemination, recovery and security for Eskom Uganda Limited.

Key Result Areas:

1. Provide first line support to end users for all business information management activities

2. Ensure that all business electronic information, e.g. reports, policies, procedures, standards, work packages, etc are duly posted on the intranet.

3. Overseeing digitizing of all hardcopy business information.

4. Cataloguing, classifying and storing electronic business information.

5. Maintaining content on the Intranet and EUL Website making sure information is up to date, consistent, comprehensive, and easily accessible

6. Manage access to electronic business information by setting access permissions/ levels according to management policy

7. Participate in identifying the need for new systems or modification of existing systems.

8. Documenting MIS/EIS and developing functional requirements document for new MIS/EIS

9. Co-ordinate and manage document and knowledge assets’ warehousing processes.

10. Maintain Information Systems to ensure efficient operation across the organisation

11. Ensure a well controlled data and information management environment including interim and monthly backups of all business information.

12. Documenting backup and recovery procedures.

13. Participate in designing and implementation of data warehouse, business intelligence, KPI Dashboards and balanced scorecards.

14. Participate in information risk and data security management, and information security awareness program.

15. Training staff how to use the information systems.

16. Implement and maintain an information management strategy

17. Implement information systems security controls in compliance with organizational policies, procedures and standards.

Under the overall supervision of the Head of Humanitarian Support Unit (HSU) under UN Resident Coordinator (RC) in Kampala, the ICT Associate (ICTA) will implement global standard ICT strategy/ infrastructure within the HSU.

Primary responsibilities:
• Implement global standard ICT strategy/infrastructure/guidelines/ procedures ensuring effective functioning of all hardware/software and network administration issues in the HSU in liaison with OCHA HQ ICT staff (if necessary for complex ICT related issues).

• Support HSU in implementing and trouble-shooting of IM/ICT tools such as FiDMS, Lotus Domino Server, Lotus Notes, Network clients, Archive/backup systems, Server management, and all technical support related to software and application tools.

• Monitoring of file server and web traffic, usage, and performance on a frequent and regular basis.

• Attend information and system security issues, implement standard anti-virus systems

• Liaise with vendors for all kind of connectivity and ICT services.

• Support HSU in maintenance of an up-to-date hardware/software inventory.

• Support fi eld staff deployed to UNAC in all kind of ICT and connectivity issues.

• Where necessary, provide training/orientation to partners and staff members on ICT tools/infrastructure, applications, and troubleshooting techniques.

CORE COMPETENCIES:
Professionalism: Exposure to a wide range of information management systems related to humanitarian and recovery activities, conceptual and strategic analytical capacity, demonstrated problem solving skills.

Good knowledge of the region/country and ability to influence others to reach agreement. Client

Orientation: Ability to identify and analyze clients needs and refer that to the IM supervisor for improvement of the IM tools; Commitment to Continuous Learning: Willingness to keep abreast of new IM/ICT tools; Communications: Good communication (spoken and written) skills, including the ability to explain and present technical information, effectively advice clients on systems related issues, applications, etc.

Judgment: Demonstrated ability to apply good judgment in the context of assignments given. Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Planning & Organizing: Ability to plan own work and manage conflicting priorities.

Qualifications:

Education: University Degree in Computer Science or related field would be most desirable. Experience in ICT tools and Network implementation (such as LAN, Operating Systems, Lotus Domino and Lotus Notes clients, MS Windows Server, Active directory infrastructure, and working knowledge on FTP client and server application) are essential.

Experience: Two years of relevant working experience with the UN or any affiliated international organization in ICT implementation/network administration. Experience working in a communications field particularly in a Ugandan setting is highly desirable. Ability to work independently in a result oriented multi-tasking environment is an asset.

Language: Fluency in written and spoken English is essential.
Other Skills: Basic understanding of organizational information management infrastructure and as it relates to users. Availability for constant trips to the areas where vulnerable populations are located. Female candidates are encouraged to apply.

You must be a person with proven management and substantive experience in corporate and development communications in the areas of Reproductive Health and Rights, Gender and Population. You will be part of a dynamic team in assisting UNFPA in leading on advice and managing corporate and development communication for UNFPA Uganda Country Office in liaison with its partners.

For this consultancy post, you will need 5 – 7 years of proven experience in corporate and development communication, including advertising and marketing of organizations and programmes. You will also require substantial experience in networking with media houses, events management and advocacy related work. Subscribing to the values of the United Nations is essential and knowledge about how the United Nations works will be an advantage.
Readiness to travel to UNFPA field locations and other supported programmes will be necessary. You will be someone who is a self-starter, able to see through initiatives and bring energy, drive, ideas and innovations to the work of UNFPA in Uganda. You will be a person who works well in a multi-disciplinary setting, across different sectors and management levels and able to work competently in a variety of media.

You should have a track record of achieving results, a believer in teamwork and a strong communicator. You will be skilled in partnership and networking, including with the media.

Position: Pharmaceutical & Laboratory Logistics Assistant
Reports to: Pharmaceutical Systems strengthening Technical Advisor
Job Purpose: To assist in strengthening pharmaceutical & laboratory logistics services leading to improvement in logistics of health commodities in the supported district health facilities.

Key result areas
Receive and verify all drug & Laboratory supplies requests for all supported facilities and prepare allocations

Keep a database of all received reports/ accountabilities from facilities and generate quarterly reports on reporting rates by supported sites.

Participate in building capacity for staff involved in the health programs, including logistics management training, with preparations of training materials and budgeting.

Provide support supervision to facilities to ensure logistics systems strengthening, monitoring and evaluation.

Develop and maintain databases for all relevant sites, commodities, lead times, reporting histories and supervision visits at all levels.

Enforce strict adherence of health facilities to national supply system
Coordinate pharmacy and lab focal persons in the HFs and improve linkages to the national supply chain for health commodities

Key personal competences:
Excellent interpersonal skills, communication and training skills
Experience of patient ARV dispensing and medical record keeping
Previous involvement in ARV bi-monthly & commodity report submission to central stores
Qualifications and experience:
A Degree or Diploma in Pharmacy
3 years of working experience in a ART pharmacy

Position: Plant Attendant
Reports to: Plant Supervisor
Supervises: None
Duly Station: Kalangala

Purpose of the Job:
To assist the plant supervisor to implement pole production targets

Key Result Areas:
1. Select and undertake the loading of seasoned poles for treatment.
2. Offload treated poles from the vessel and stack them in the storage areas.
3. Maintain the treatment vessel and ancillary equipment in good order.
4. Pour the right chemical quantities into the in the tanks prior to treatment.
5. Identify and advise the pole plant supervisor to order spare parts for machinery replacements in the pumps as the need arises.
6. Carry out the analysis and prepare monthly chemical consumption reports
7. Carrying out tests on treated poles to ensure quality products at all times.
8. Identify risks in the section and devise mechanisms of mitigating them.
9. Prepare monthly and annual reports on sectional activities in accordance with UEOCL policies and procedures.

Knowledge, Skills and Abilities:
* A Diploma in electrical engineering from a recognized university.
* Experience of not less than 3 years in a recognized organization preferably within the energy sector
* Excellent oral and written communication skills and ability to work amidst tight dead lines.
* Computer literacy with excellent working knowledge of Microsoft office, PowerPoint presentations, database management systems
