Reporting to the Managing Director, the Procurement Officer will be responsible for planning and controlling all the activities in the Procurement Department.

Key responsibilities:

Program Assistant - Livelihoods :- Kitui

Overview: The Program Assistant - Livelihoods will work in close collaboration with the Program Manager to ensure timely and effective implementation of the program.

This position will assist in the mobilization and training of households to increase their capacity in agriculture production and sustainable food production.

The Program Assistant will provide support in establishing seed fairs and assisting in training in improved agricultural techniques with the goal to create favorable, food-secure economic environment that facilitates livelihoods restoration and self-reliance.

Qualifications:

* Bachelors degree in agriculture or related field, 3 years work experience in agriculture or related fields, 3 years experience in community organization/mobilization and previous work with NGOs;
* ability to work independently and meet deadlines yet effectively carry out program activities;
* ability and willingness to travel to the field on a regular basis and provide timely feedback.

Finance Officer - Kitui

Overview:

The Finance Officer is responsible for providing assistance to the Director of Finance and Administration in ensuring effective and smooth functioning of the finance component of the PRESERV program.

The Finance Officer is responsible for maintaining accounting systems, bookkeeping, financial reporting, and the cash and bank accounts. This position requires travel to Kitui, Tharaka, Mwingi and Nairobi.

Qualifications: Bachelor of Commerce or Bachelor of Business Administration in finance, accounting or related field required; CPA K a plus; 5 years relevant experience.

Finance Assistant - Tharaka

Overview:

The Finance Assistant is responsible for providing assistance to the Director of Finance and Administration in ensuring effective and smooth functioning of the finance component of the program.

The Finance Assistant is responsible for maintaining the QuickBooks and other accounting systems and tools and the cash and bank accounts.

Qualifications:

Bachelor of Commerce of a Bachelor of Business Administration in Finance, Accounting or related field required; CPA K a plus; 5 years relevant experience.

Logistics / Procurement Assistant - Kitui

Overview: The Procurement Assistant (LPA) is responsible for procurement and logistical support to the program.

The LPA is responsible for the general procurement and transport to program sites of supplies and services for the program in a timely manner and that all procurement procedures comply with USG and CHF procurement rules and regulations.

The LPA is responsible for the program vehicles ensuing regular maintenance, road licensing and insurance. This position requires travel to Kitui, Tharaka, Mwingi and Nairobi.

Qualifications: Degree in Business Administration or equivalent required; current, unrestricted Kenyan Driving License; clean driving record; 3 years relevant experience.

M&E Officer - Nairobi

Overview: The M&E Officer (MEO) has overall responsibility for the Monitoring & Evaluation systems to document and track program impact including.

Specific duties include assessing and evaluating the current status of all M&E aspects related to the project; developing a comprehensive and integrated M&E plan; ensuring data is collected to will inform the program implementation; oversee effective implementation of Program M&E activities; designing/adapting standard data collection and reporting tools and design a data base to process data; planning and assisting in implementation of program evaluations; and preparing required program reports.

This position requires travel to Kitui, Tharaka, and Mwingi.

Qualifications: Degree in Project and Operations Management, Monitoring and Evaluation or related field required; Degree in Information Technology a plus; 5 years relevant experience.

Previous experience in disaster relief programs a plus.

Community Mobilizers - Tharaka, Kitui and Mwingi

Overview:

The Community Mobilizers will work in close collaboration with the local authorities and other stakeholders to identify and register exact beneficiaries households in the area of operation, participate in distribution of program inputs that shall be provided for distribution to the communities identified, hold meetings with the beneficiary communities of the area to monitor their activities and give guidance where necessary, prepare monthly report on the field activities
he/she undertake on monthly bases and submit to the supervisor, participate in the assessment questionnaires in the area.

Qualifications: From the local community, prior outreach experience, willingness to work within own community and keep abreast of new development in the field, previous planning and organizing experience, strong interpersonal communication skills and ability to establish, maintain effective partnership and working relationship with the community.

Background
The UN Somalia Mine Action Programme has been managed by the UN Mine Action Service (UNMAS) with implementation by UNOPS since early 2009.

In the North, the program is supporting the Mine action Centres and Police EOD in Somaliland and PUntland through grants. In south central Somalia, Somalia Mine Action is supporting the African Union Mission in Somalia (AMISOM).

UNMAS activities in support of AMISOM include training, support and equipment for the AMISOM Contingents, and support in survey, awareness and community liaison for the collection and destruction of explosive items.

The Program has offices in Hargeisa, Mogadishu and Nairobi.

Duties and Responsibilities:
Under the general guidance and direction of the Head of Administration and the direct supervision of the Procurement Officer, the incumbent will
Carry out procurement for the Mine Action Program including
Prepare RFQ, RFP and ITB for goods and services
Prepare evaluations and awards for appropriate approval authority
Issue contracts and Purchase orders upon approval
Ensure proper filing and archiving of finalised procurement exercises as per Procurement manual requirements
Assist with preparation of bid analysis and pass these on for technical evaluation or advice before orders are placed or presented to the purchasing committee.
Respond to queries from projects, clients, companies, etc. regarding procurement related matters.

Education/Experience/Language:
Competencies:
A sound knowledge of UNOPS/UN financial rules is an advantage
Sound Computer skills, in particular MS Word, Excel, PowerPoint, Atlas and Imprest.
Ability to work in a multi-national/multi-cultural environment
Ability to work under time pressure
Strong communication skills

Education:
Secondary education level is mandatory. A University degree in the area of procurement or any related field would be an asset;
Professional certification in the field of procurement (from Chartered Institute of Purchasing and Supply or elsewhere) a plus.
At least 3 to5 years progressively responsible experience is required, preferably including at least 2 year in specialized areas of procurement. Work experience in an international organization is an asset;
Ability to translate and apply business acumen and technical expertise into UNOPS operations
Competent level of computer literacy – MS Office as a minimum;
Experience directly relevant to establishment and development of new tools for improvement of support services;
Must have keen sense of ethics and integrity in dealing with clients and service providers.
Must be able to meet timeline for delivery of products and services to clients.

Work Experience:
Experience within the UN system is essential
A minimum one years experience working in international organizations
Experience with policy is essential
Computer literacy, with solid experience of using Microsoft Office suite
Proven ability to work under pressure to tight deadlines
Proven ability to work within a team

Procurement Officer: Procurement Officer

The Kenya Private Sector Alliance (KEPSA), the umbrella body for the private sector in Kenya, has been tasked with the management of Component 2 of the Kenya Youth Empowerment Project (KYEP).

The KYEP, providing training, private sector internships and work experience to youth of 15 – 29 years of age will run up to 2014, and is supported by the Office of the Prime Minister; and Ministry of Youth Affairs and Sports, with financing from the World Bank.

KEPSA is seeking to appoint a key staff to manage and implement procurement aspects of this project, initially on a two-year contract.

Procurement Officer
Ref No. PO-004/2011

Reporting to Project Director, Component 2 of the KYEP , the Procurement Officer will perform the following duties:

Main Function: The function of the Procurement Officer is to supervise and co-ordinate all procurement activities under Component 2 of the KYEP, to prepare tender documents, to participate in the evaluation of tenders and contract awards.

Duties and Responsibilities:

* Ensure the procurement of all goods; works and services associated with project activities;
* Prepares procurement documents and participates in the evaluation process for contractors and consultants for goods, works; services and training (requests for proposals, terms of reference, evaluation of offers with recommendations for contract award, and preparation of documentation for contract signing and payments);
* Develops and maintains an updated procurement plan;
* Purchases goods and services in accordance with the World Bank procurement procedures as stipulated in detail in the KEPSA/KYEP Operations Manual;
* Maintains accurate procurement records, including all actions and documents for review by the World Bank’s supervision missions. This includes advertisement, preparation of bids, invitation to bid, record of bid submissions, bid opening, evaluation of bids, contract award and performance of the contracts;
* Facilitates post-review and procurement audits on a random basis by the World Bank’s supervision missions.

Minimum Job Requirements:

* University degree in Supply Chain Management, Accountancy, Business, Management or other related field;
* At least eight (8) years experience in procuring goods, services and works for social development projects;
* Good knowledge of international donors’ procurement procedures; preferably World Bank.
* Experience in contract management;
* Proficiency in written and spoken English;
* Good command of Computer Programs and Applications;
* Familiarity with and capacity to utilize accounting software capable of producing reports to comply with World Bank requirements.

1) Head of Human Resources

Responsible for the management of CITAM’s Human Resources function; including formulation, Periodic review and implementation of HR policies; coordination of the recruitment processes;
Compensation and benefits; staff training and development; employee industrial relations; and the Building of a committed, competent and Productive workforce; under guidance and direction
of the Human Resources Committee of the Deacon Board.

The position reports to the Director for Administration.

Key Responsibilities:

R1. Employee Resourcing

* Ensure that all employment practices, compensation, employee benefits, and human resources programs are within established standards, procedures, guidelines, and policies of CITAM and local labour laws.
* Ensure that CITAM maintains a compensation and benefits package that is equitable and competitive.
* Coordinate the human resources planning process for CITAM and facilitate the staff recruitment and selection process.
* Manage the process of staff appointments, which includes issuance, renewal and termination of contracts
* Maintain contact with the labour industry, other organizations and government departments

R2. Staff Development

* Coordinate staff training and development programmes.
* Coordinate the performance management process to ensure that it is effective linked to the staff development programmes.

R3. Strategic Alignment

* Participate in the development and implementation of CITAM’s strategic plan and ensure effective contribution of the Human Resource function towards achievement of the plans.
* Facilitate periodic review and update of Human Resources policies and procedures in line with changes in the regulatory and labour environment.
* Act as a change management catalyst within CITAM.

R4. Administration

* Provide administrative support, which includes maintenance of personnel records, payroll administration, processing of staff benefits and management of retirement benefits scheme.
* Preparation and control of Human Resource budgets.

R5. Others

* Ensure that CITAM maintains good employee and industrial relations through well managed staff welfare schemes, a healthy and safe working environment, effective management of disciplinary and grievance issues, and effective communication processes.
* Coordinate employee-related legal issues and advise management on appropriate course of action.
* Coordinate work-related counselling and stress management services for staff.
* Perform any other duties as may be assigned from time to time by the management of CITAM.

Qualification ,Knowledge and Skills

Requirements:

* A Bachelor’s degree in Social Sciences (Business Administration, or any other related field)
* Diploma in Human Resource Management, Organisational Development or any related field
* Should be a member of a recognised professional body such as Institute of Personnel Management (IPM) or Institute of Certified Public Secretaries (ICPS)
* Requires experience in working in a multi-cultural environment.
* Must have excellent interpersonal skills and ability to work under pressure.
* A team player who is self-motivated and detail-oriented.
* Requires problem solving orientation, good communication and negotiation skills.
* Must have computer aptitude and word processing skills.
* Ability to communicate effectively with staff at different levels within an organisation is essential for the job
* Minimum of 6 years work experience of which three must be at a senior human resource management level

2) Project Manager

To manage facilities and capital works of construction in CITAM, ensuring that the projects are carried out within the required time frame and completed within their budgets. The position reports to the Director for Administration.

Key Responsibilities:

R1. Projects:

* To provide management oversight for all phases of construction project, from inception to completion and oversee the completion of all construction in accordance with the engineers’ and architects’ drawings and specifications together with the prevailing building codes.
* The incumbent shall be responsible for ensuring compliance with quality standards Assist CITAM in the procurement of the necessary and appropriate consultants including the clear definition of their roles, responsibilities and liabilities
* Manage the current facilities

R2. Liaison

* Shall act as CITAM’s point of contact with contractors, with the strongest possible focus on quality.
* Shall be responsible for smooth organization, implementation and completion of the projects, within the approved budget and time. Communicate project briefs to the consultants and monitor progress within the agreed brief.
* Agree the format and procedures for cost control and reporting.

R3. Budget

* Manage and monitor the preparation of the project costing by other consultants
* Prepare and co-ordinate an Indicative Project Documentation and Construction Programme.
* Facilitate CITAM’s approval of all key stages of construction documentation.
* In liaison with the DFA, develop capital works and maintenance budgets for Deacon Board approval
* Perform any other duties & responsibilities that may be assigned by the management of CITAM

R4. Fleet Management

* Providing oversight to the CITAM transport fleet in ensuring adherence to the transport policy.
* Managing the fuel card system and ensure the approved budgets are adhered to.
* Ensuring that best practice is employed in fleet management, and that there is efficiency and effectiveness in the service provision.

Qualification, Knowledge and Skills

Requirements:

* Degree in Civil Engineering or Mechanical Engineering, Quantity Surveyor or equivalent
* Strong interpersonal and communication skills
* Must be a team player who is self motivated and detail oriented
* Strong negotiation skills
* Strong analytical skills
* At least three (3) years experience in a large organization in a supervisory capacity

3) Procurement Manager

The position will manage CITAM’s procurement function by ensuring professionalism in the supply chain process to ensure value for money and high levels of Integrity.It will also ensure compliance and continous revision for relevance of CITAM’s procurement policy. The position reports to Head of Finance.

Key Responsibilities:

R1. Procurement

* Developing, implementing and managing the procurement policy and procedures for CITAM while ensuring continuous revision of policies and procedures in line with changing business environment
* Ensuring sourcing of the highest quality of goods and services so that CITAM receives value for money at all times
* Ensuring Integrity of the CITAM supply chain
* Preparation of tender documents for provision of goods and services
* Ensuring currency of Service Level Agreements (SLA’s) for provision of goods and services.
* Ensuring periodic price surveys
* Ensuring adequate insurance cover for CITAM assets

R2 Supplier Management

* Ensuring regular prequalification of suppliers so that CITAM receives quality goods and services and receives value for its money
* Negotiation with suppliers on best prices and quality
* Supplier relationship management

R3 Budget

* Ensuring preparation of an annual CITAM procurement plan in line with the approved budget and ensuring that the assemblies, units and departments operate within the plan
* Preparation and supervision of CITAM annual procurement plan
* Liaise with budget holders on procurement needs

RTI International: Senior Procurement Specialist

The Senior Procurement Specialist will act as a primary resource to ensure that all project and corporate purchases are made according to RTI/USAID/FAR rules and regulations as well as aligned with strategic sourcing initiatives where global agreements/contracts are available.

This position will be located in the RTI Regional Office, Nairobi Kenya.

Responsibilities:

* Conduct training on a regular basis for regional office and project staff regarding subcontracts and procurement, local procurement policy, sourcing, contracting responsibilities, ethics and general guidelines on property management.
* Serve as primary point of contact for management and administration of leases with respect to of. Effectively interpret, train and communicate RTI Procurement Policies and Procedures to project and Regional office staff.
* Review procurement files for compliance with RTI and Federal/USAID requirements including supplier identification, competition, source justification and/or price reasonableness.
* Verify that all procurements are approved and executed in accordance with applicable Federal regulations and RTI Procurement Policies and Procedures. Assist and provide oversight to sourcing in support of project activities on an as-needed basis.
* Identify and develop qualified suppliers for a broad range of commodities and services in support of project activities with the goal of undertaking enhanced supplier surveillance functions.
* Provide on-site operational assistance for projects during mobilization/implementation period and as-needed for other major procurement activities; provide demobilization/closeout support as needed.

Draft, negotiate and finalize all types of contractual correspondence and documents within signature authority.
* Provide on-site operational assistance for projects during mobilization/implementation period and as-needed for other major procurement activities; provide demobilization/closeout support as needed.
* Serve as primary point of contact for management and administration of leases with respect to office, residential, warehouse and equipment requirements for Africa.
* Assist in the development of non expendable property budget approval (including competition requirements); develop notifications for subcontracting activities; submit waivers up to and including lease vs purchase analysis and US source and origin sourcing.
* Support regional office operations by engaging in purchasing agreements with local suppliers and service agreements for facility and equipment maintenance.
* Enter and maintain procurement commitments in RTI’s finance and accounting systems; provide support to field offices for procurement activities and review monthly project activity reports in coordination with compliance responsibilities.
* Facilitate and develop RTI’s logistics capacity with regard to inventory management, warehousing, property control to enhance project activities.

Minimum Requirement:

* Bachelor’s degree plus three to five (3-5) years of related experience; Master’s degree (law or business) strongly suggested; Legal background and experience a plus.
* Must be a Kenyan citizen or a resident who is legally and operationally able to work in Nairobi, Kenya to be considered for this position.
* Knowledge of procurement/contracts principles and terminology as well as basics of contracts administration and finance or accounting. General background, understanding of and experience with various procurement and/or logistics activities.
* Knowledge of, and experience with, the use and interpretation of regulatory material such as the Federal Acquisition Regulations (FAR), Agency Supplementary Regulations (especially various USAID regulations and policies), Code of Federal Regulations, and Uniform Commercial Code.
* Ability to establish and maintain effective working relationships with co-workers, supervisor, project staff, and clients. Proficient interpersonal, oral and written communication skills.
* Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion.
* Ability to work independently within scope of job description. Basic math and computer skills.

Purpose of the Position:
Under the supervision of the Chief of Operations, SSC (Support Service Centre), you will manage the supply operations of Consolidated Supply Support (CSS). You will be responsible for planning, procurement, distribution and monitoring of UNICEF supplies, in support of the Kenya country programmes and other ESAR Countries in the region.
Advises on matters of contracting.

Key Expected Results:
1. You will manage and oversee the procurement and logistics activities of CSSU-Supply section and provide guidance to procurement and logistics functions for KCO and other ESARO Countries in the region.

2. You will be responsible for logistics and supply planning for KCO through coordination with Operations and Programme Sections. Provide technical advice on specifications supply and logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment, in support of the country programme implementation

3. In liaison with Supply Division, you will monitor status of offshore orders, GAVI supplies, including processing and coordination of Procurement Services transactions from Government/NGOs

4. You will conduct market research, identify and recommend potential local suppliers. Maintains data on and evaluates local supply sources, overall performance, (competitive pricing, product quality and timely delivery). Assess supply operations and control mechanisms and advises on appropriate actions.

5. You will provide technical support and as ex-officio, participate in Joint Contracts Review Committee (CRC) meetings. Responsible for management of CRC Secretariat.

Qualifications of Successful Candidate
Advanced University degree in business administration, commerce or law or technical field required.
Knowledge of public sector or commercial procurement and supply practices of knowledge of UNICEF/UN supply procedures and financial regulations and rules.

Eight years of progressively responsible professional experience including at least three at the international level. Experience in commercial activities with the public or private sector in developing and industrialized countries. Developing country experience desirable.

Knowledge of Supply Chain Management preferably in a developing country context:
- Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
- Knowledge of relevant Information Technology software
- Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply & logistics) in the international environment
- Knowledge of supply/contracting/logistics policies, goals, strategies, and approaches
- Knowledge of public procurement principles and processes
- Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
- Knowledge of establishing strategic, long term and sustainable procurement arrangements
- Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques
- Knowledge of financial and legal implications in procurement process-
- Knowledge of category management.

Fluency in English and another UN language.

Job Title: Assistant Procurement Officer

Reporting to the Procurement Officer, the Assistant Procurement Officer will be responsible for advising and guiding the Council in sourcing and ensuring supply of optimal and cost effective goods and services to the Council.

Key responsibilities:

The ideal candidate must possess:

  • At least a a first degree from a recognized university.
  • Graduate Diploma from the Chartered Institute of Purchasing & Supply or its equivalent;
  • Membership of Kenya Institute of Supply Management (KISM)
  • Good working knowledge of government procurement and disposal procedures and laws particularly the Public Procurement and Disposal Act, 2005 and Regulations, 2006;
  • Minimum of 1 (one) year post ‐ graduation experience in procurement and supplies.
