Safaricom: Power Utility Engineer

We are pleased to announce the following vacancy in the Western Regional Network Department within the Technology Division.

In keeping with our current business needs, we are looking for a person who meets the criteria indicated below:

Power Utility Engineer
Ref: TECHNICAL_SDMPE_AUGUST 2011

Reporting to the Senior Manager-Regional Network Rollout-Western; the holder of the position will be responsible for power connection and dimensioning for BTS sites within Safaricom and KPLC specifications and Safaricom CAPEX Budget.

Key Responsibilities:

* Oversee commercial power contractors during installation and commissioning of KPLC power lines;
* Verification of site power connection costs to ensure conformity to contract and actual scope;
* Coordinate power dimensioning for existing BTS sites required in optimization and upgrade projects;
* Ensure timely application for commercial power and approval by KPLC;
* Acceptance of all completed power works to ensure they satisfy all Safaricom requirements, KPLC’s Technical specifications, and are done in accordance with KPLC code of practice;
* Database management and administration.

Minimum requirements;

* A Bachelor of Science Degree in Electrical Engineer with a bias in Power Systems;
* A minimum 2 years relevant experience in Electrical Power Installations, Switchgear, and Control systems part of which should be in power utility company;
* Electrical experience in a Telecommunications environment is an added advantage;
* Ability to work with minimal supervision;
* Project management skills;
* Excellent interpersonal and report writing skills.

Purpose of the position:

The position supports the IPA Manager to successfully implement and supervise community based water supply, sanitation and Hygiene interventions to contribute to child wellbeing outcomes.

Specifically the Water Engineer will guide and supervise implementation of WASH projects in the IPA, support development of staff and community capacity building in WASH, participate in mobilization of WASH resources and ensure implementation is done in close collaboration with WV Kenya staff, the local community, the Kenyan government and other relevant agencies.

Education/Knowledge/Technical Skills and Experience:
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
* Degree/ Diploma in Civil Engineering, Water Engineering or a related field.
* A minimum of Three or Ten years proven experience for degree or Diploma holder respectively in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects
* Experience in project design, proposal writing, needs assessments, surveys, and information management.
* Experience in supervising, training, and coaching staff
* Good understanding of SPHERE and other international standards.
* Knowledge of MS Office, Lotus Notes and statistical program (e.g. SPSS).
* Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities
* Proposal/concept paper writing skills for fund raising.

Reporting to the Head of Department – Core Network Planning & Support, the job holder will be part of the departmental leadership team tasked with the management of Transmission Network Planning & Support Team.

The team is involved in modeling, planning, design, optimization and project management of reliable transport systems /networks in support of timely transmission requirements.

Key Responsibilities:
* Network Capacity Management, which will involve modeling and planning of Transmission systems/network and respective capacity planning and analysis.
* End-to-End Project management of Transmission initiatives from inception of plans, Projects handover to Network Monitoring and management of transmission systems/equipment suppliers.

1. Civil Engineers (4 positions) - Bsc Civil Engineering, Registered or Registrable with Engineers Registration Board, with minimum 5 years postgraduate experience in design and/or supervision of roads,
water supply, sanitation and related infrastructure works.

2. High Voltage Transmission Engineers (Electrical) - Bsc Electrical Engineering (Power Option) with experience in design, preparation of technical specifications, bills of quantities, tender documentation and site supervision of High Voltage Transmission Lines, Substations and related services.

Category A: Required Experience: 5 -10 years

Category B: Required Experience 10 years and above

3. Irrigation Engineer - Bsc Civil/Agricultural Engineering and Registered with Engineers Registration Board. Minimum 7 years experience in design and supervision of irrigation schemes. Post graduate qualifications will be an added advantage.

4. Construction Project Planner/Scheduler – University Degree in Construction Management, Engineering, Quantity Surveying or related fields with minimum 5 years experience in construction project scheduling, planning and monitoring of projects with multiple contracts and must be conversant with the use Microsoft Project, Suretrack and/or Primavera Project Planner (P3 & P6).

Candidate should be capable of preparing detailed WBS and generating management and progress reports including modeling of resources using these software.

5. Health & Safety Officer - Relevant University degree with a minimum post graduate Diploma in Occupational Health and Safety, 5 years hands-on experience in implementing Health & Safety Management Systems on large infrastructural projects; Registered with the Directorate of Occupational Safety and Health Services; working knowledge of the OSHA 2007, EMCA 1999, and other related Health & Safety regulations; Good understanding of Risk Assessment and Hazard analysis process; Ability to develop, plan, and conduct training workshops.

6. Sociologist - Bachelor’s degree in Sociology or equivalent from a recognized University. A Masters Degree will be an added advantage. Minimum of 5 years experience in carrying out Socio-economic studies for infrastructure projects and experience in preparation and implementation of Resettlement Action Plans.

Key Responsibilities:

Position Title: WASH Engineer

Location: Somalia / Somaliland and Nairobi

Contract Length: One year renewable contract

Position overall objective:

To fundraise for, and implement Donor funded community based Water and Sanitation (WatSan) Programs under the direction of the Country Director and in collaboration and co-ordination with the local community, the relevant government ministries and the respective Donor(s).

Major Responsibilities:

* To collaborate with the District Water Officers and target communities in implementing the Programs in an environmentally and culturally appropriate manner.
* Using community participatory method, identify specific locations of the structures that need to be rehabilitated or constructed as per the approved grants and plan their construction in a manner that optimizes community participation.
* To determine the appropriate structures necessary for each community along with plans for their use, management and maintenance.
* To apply appropriate water and sanitation technologies to create appropriate drawings and designs and to develop bills of quantities for water and sanitation facilities.
* To supervise the rehabilitation and construction of approved water and sanitation structures in strict adherence to the government regulations and the SPHERE standards.
* To co-ordinate and network with the line ministry, Ministry of Water and Irrigation, Community Based Organizations and NGOs working in the respective target areas.
* As the representative of World Concern’s and the Donor’s at the local levels, to appropriately communicate their ethos to all stakeholders.
* To create, mobilize and train local water committees in participatory construction and maintenance of community based water and sanitation facilities to empower them to sustainably run the facilities and to maintain their own environment and health.
* Ensure safe, efficient and effective use of the organization’s assets and equipment under his/her custody at all times.
* To monitor implementation of Programs activities and budget to assure accountability as per the approved Work Plan; Monitoring and Evaluation Strategy; Marking and Branding Strategies; and in strict adherence to the World Concern’s standards and donor regulations.
* To identify and engage all contractors and suppliers for goods and services required for quality implementation of WatSan Programs following the World Concern’s Procurement Policy.
* To prepare and review all contracts to be awarded to vendors of goods and services related to the WatSan Programs before presenting them for approval.
* To prepare Terms of References (TORs) for the programs’ evaluation and review evaluation reports before presenting them for approval.
* To conduct assessments and develop concepts and/or proposals for implementing the lessons learned and informing future WatSan programming.
* To supervise and guide the entire Program staff under him/her who may include water technicians, sanitation and hygiene staff, drivers, etc.
* To prepare financial and narrative progress reports on the implementation of the WatSan Programs as per the approved Grants Compliance Plans.
* To provide weekly updates on the Programs’ achievements for the ending week and planned activities for the following week.
* To carry out any other official duties as may be assigned by the Country Director or his designee

Qualifications and Experience:

* University degree in Water Engineering or related field with at least three years experience in a similar position. Alternatively, a Diploma holder from a recognized institution with a minimum of five years experience in a similar position.
* Familiarity with implementing Donor funded Programs will be required.
* Experience working with an NGO or UN agencies an added advantage.
* Above average functional knowledge of MS Office suit.
* Strong analytical and writing skills.
* Ability to work in and contribute to an environment for effective team functioning and building.
* Fluency in English and Kiswahili.

Chief Engineer

Key responsibilities:

Strategy - lead and develop the Project Management strategy to meet ambitious construction targets allowing the expansion of the PEAS network

The Aga Khan Foundation (AKF) is a private, non-denominational, development agency promoting creative and effective solutions to problems that impede social and economic development.

AKF (East Africa) has initiated a multi-input area development programme – the Coastal Rural Support Programme, Tanzania (CRSP, T) – in southern Tanzania.

The Programme’s overall goal is to improve the livelihoods of rural communities in Mtwara and Lindi Regions.
The Foundation invites applications from suitable, qualified & experienced persons to fill the following vacant positions:

1. Project Irrigation Engineer

Overall Objective:

The Irrigation Engineer will provide support to the activities of the food security and income components, field team and farming communities towards enhancing water productivity in rain-fed lowland rice production systems through improved community capacity for rainwater harvesting, retention, distribution and use in rice farmers’ fields.

Main Duties and Responsibilities:

Planning and coordination

* Plan with senior project management, district government officials and community leaders on CRSPT interventions in small scale, low cost water management projects aimed at improving water availability for rice cultivation.
* Lead the negotiations and deliberation with relevant stakeholders towards improving water availability for agriculture.

Mobilisation and capacity building

* Mobilise communities to improve lowland development and water management systems.
* Facilitate the formation and training of Community Water Management Committees.
* Facilitate capacity building for local artisans and community resource persons on the fabrication and use of simple water diversion, lifting, filtration, and distribution equipments in cropping environment.

Supervision of construction implementation

* Supervise the implementation of activities relating to civil engineering works, environmental impact assessment and social innovations.
* Provide technical expertise during design, implementation of construction work, monitoring and evaluation of water harvesting facilities.

Qualifications and other Requirements:

* Minimum 5 years of active working experience in same or related discipline.
* University degree in either civil or irrigation engineering or other relevant field (advanced degree at M.Sc level with at least 5 years post graduate experience is preferred)
* Candidate with demonstrable practical experience with rain-fed inland valley lowlands rice production systems particularly on water harvesting, river diversion, weir construction and water distribution is preferred.

2. Project Action Research Scientist

Overall Objective:

The Action Research Scientist will coordinate research activities of Coastal Rural Support Programme, Tanzania (CRSPT) to provide greater understanding of the links between climate change, agricultural productivity and household nutrition in Lindi and Mtwara region of Tanzania.

She/he will supervise a “challenge fund” and activities that support action research proposals that address impacts of climate change on household crop production, incomes and child nutrition outcomes.

Main Duties and Responsibilities:

Planning and coordination:

* Plan and lead all interventions on action research areas.
* Plan the timeframes and sequences of action research areas and topics in ways that ensure coherence and synergy in results, while being cost effective.
* Supervise the field implementation of all activities to ensure achievement of defined objectives for the various action research areas.
* Coordinate the various stages from conception, design, implementation and reporting of action research projects.

Facilitation of a virtual learning platform

* Summarise discussion and feedbacks from advisory team and implement possible suggestions.
* Monitor progress and evaluate quality and reporting of action research by contracted parties with the assistance of the advisory team.
* Facilitate cross program-learning activities and initiate mechanisms that facilitate feedback from action research into the on-going implementation of CRSPT programme activities.

Resource mobilisation and capacity building

* Mobilise relevant resources needed for the successful implementation of action research projects.
* Mobilise stakeholders to participate in the reflexive research and action cycles at local, regional and national levels.
* Constitute and coordinate a virtual committee of advisors to guide project implementation.

Qualifications and other Requirements:

* Minimum of 5 years relevant working experience in the field of rural development and applied research.
* A postgraduate degree (minimum at Masters level) either in sociology, natural resource or agricultural economics, development studies, agro-ecology, environmental studies or other relevant area of study.

3. Agriculture Market Development Manager

Overall Objective:

The Agriculture Market Development Manager will work closely with the Food Security Manager. She/he will implement the market development strategy and drive the market development activities for rice and sesame sub sectors through collaboration and establishing networks with producer groups.

Main Duties and Responsibilities:

Producer marketing groups

* Promote relevant and appropriate Market development strategies and plans for managing sesame and rice production and marketing as a business.
* Lead in the development or formation of producer marketing groups.
* Lead exposure visits by farmers and cooperatives to observe and replicate good practices in rice & sesame marketing.
* Develop district-level associations, and linkages with producer marketing groups.

Market Access and information

* Support producer marketing groups to improve quality and reach new market opportunities.
* Develop channels for regular market information to reach farmers and their associations.

Capacity Building

* Develop and deliver training materials for producer marketing groups to support their growth and development.
* To facilitate preparation and implementation of business and marketing plans for producer organisations.
* Provide logistical support for training and identification of training needs for producer groups on post harvest handling, bulk buying, marketing and other needed group activities.

Qualifications and other Requirements:

* Minimum 8 years work experience with relevance in agricultural produce marketing.
* Experience with private sector and hands on market linkages will be an added advantage.
* University Degree in Agricultural Economics or relevant area of study with proven records of achievement.

KENET currently operates a national private broadband IP network connecting over 70 campuses in different parts of Kenya, including all of the major private and public universities.

KENET peers directly with European Research and Education (GEANT) through the Africa regional Research and Education Network, UbuntuNet Alliance (www.ubuntunet.net).

KENET is currently upgrading and expanding its national broadband network and operates a network operations center and data center that provides shared and hosting services to member
institutions.

The focus of KENET in the strategic plan period is to use the shared infrastructure established to support member institutions that aim to transform teaching learning, research and promote innovations in education and content development.

KENET is therefore seeking to fill the following positions:

1. Director, Learning Technologies

This position reports to the Executive Director/CEO of KENET and will be responsible for promoting and piloting the use of modern learning technologies to transform higher education in KENET member institutions.

This will be achieved through carefully designed professional development programs for senior university leadership, faculty and researchers.

In addition, the position will design and coordinate innovation and demonstrations of teaching and learning with technology projects in collaboration with member institutions.

This position is suitable for candidates who are already faculty members in one of the KENET member universities and who are willing to provide academic leadership in the use of learning technologies to transform and enhance the quality of university education in Kenya.

Suitable candidates will be expected to have the following qualifications and experience:

* A PhD in ICT (ICT includes electrical engineering, computer science, information systems) or in educational technology from a recognized university
* At least five years’ experience as a teaching faculty member in a recognized university, preferably in Africa

Suitable candidates will be expected to have the following qualifications and experience:

* An undergraduate degree in engineering, computer science, or information systems from a recognized university with advanced knowledge of information systems and marketing acquired through experience or a higher degree in information systems or business administration.
* At least one year experience as a network or system administrator with a large organization, ISP or telecom operator.
* At least three years experience as an account manager or in IT Systems’ Sales, Marketing or Deployment.

This position is for an engineer with at least three years’ experience in the telecommunications industry as a network planning and design engineer with specialization in the design and operation of optical fiber networks.

Suitable candidates will be expected to have the following qualifications and experience:

* B.Sc. in electrical /electronic engineering degree or equivalent with specialization in telecommunications networks from a recognized university. The engineering degree must be recognized by the Engineers Registration Board of Kenya.
* At least five years relevant experience as a telecommunications engineer designing, implementing and/or managing optical fiber networks
* Experience in the implementation of wireless access networks will be an added advantage
* Post-graduate degree in telecommunication networks will be an added advantage

This is an entry level /trainee engineer position for recent graduate engineers.

Suitable candidates will be expected to have the following qualifications and experience:

* B.Sc. in electrical/electronic engineering degree or equivalent with specialization in telecommunications networks from a recognized university. The engineering degree must be recognized by the Engineers Registration Board of Kenya.
* At least six months relevant experience obtained through employment or internship as a network administrator and/or installation of IP-based networks.
* Proficiency in UNIX operating systems and Internet protocols
* Experience in the implementation of wireless access networks will be an added advantage
* Cisco or Linux network certification will be an added advantage.
* Excellent oral and written technical communication skills in English language

5. Communications and Administration Officer
(one position)

This position reports to the Executive Director/CEO of KENET and will be responsible for managing membership and donor relations, all the administrative functions of the KENET secretariat, keeping records of all meetings of the Board of Trustees and communications with both internal and external stakeholders as necessary.

Suitable candidates will be expected to have the following qualifications and experience:

* An undergraduate degree in business administration, commerce, or law from a recognized university with knowledge of business communications, business law and human resources management
* At least two years’ experience as a HR professional, communications specialist or personal assistant to a senior manager in a corporate organization
* Proficiency in computer applications (word processing, spreadsheets, e-mail and other collaborative tools)
* Ability to work independently with limited supervision
* Professional qualifications as CPS(K) or HR management would be an added advantage or personal assistant to a senior manager in a corporate organization
* Demonstrate high-ethical and moral standards
* Demonstrated excellent oral and written communication skills in English and Kiswahili languages

All of the above positions shall be on contract terms of three (3) years which shall be renewable based on performance
