Systems Developer

Qualifications:
* A Bachelors Degree in Computer Science or related discipline from a reputable university.
* Be an Oracle Certified Professional.

Key Responsibilities:
* Take a lead role in systems design, development, deployment and implementation.

* Functionally and technically lead and support new and ongoing implementations.

Minimum Requirements:
* Have at least 3 years experience in a busy Oracle E-Business Suite working environment.
* Have at least 3 years experience with Oracle Developer tools, Oracle Developer and Oracle PL/SQL scripting.
* Have strong knowledge of the Oracle E-Business Suite Architecture and its Development standards and implementation methodologies.
* Be proficient in Oracle Database Administration and Management.
* Have strong business owner interface skills.
* Have the ability to write technical specifications.
* Have good communication skills.

Quantity Surveyor


Qualifications:

The candidate will need to have a Degree in Quantity Surveying from a reputable University.

Knowledge and Skills
* Knowledge of Code of Conduct governing the industry.
* Ability to plan budgets to include cost planning, estimating, cost analysis, cost-in-use management.
* Contract administration, including construction – phase cost management.
* Knowledge of building materials, methods and technology.
* Knowledge of standard procurement procedures.
* Have the ability to plan, coordinate and direct company survey requirements.

Minimum Requirements:
* Three years professional experience in Quantity Surveying or a similar field.
* Candidate should be conversant with Win QS software and Microsoft office suite.
* Candidate should have experience in Preparing Bills of Quantities and Tendering.
* Project Management skills.

Job Description – Monitoring and Evaluation Advisor
Position:
Monitoring, Evaluation and Learning Advisor
Reporting to: Chief of Party

Purpose /Basic function of position:

The Monitoring, Evaluation, Reporting and Learning Advisor will be expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure Pact and its implementing partners and grantees provide compatible data supportive of program and donor reporting requirements.

The MERL Advisor will also be responsible for building and strengthening the capacity building of partners and for developing and implementing methodologies and standards (in line with donor requirements) for evaluating program activities.

In addition, s/he will also develop presentations and written reports based on evaluation findings. The MERL Advisor will promote capacity strengthening in partner and grantee organizations through mentoring and training in monitoring, evaluation and reporting.

Responsibilities:

  • Design and oversee the implementation of the Monitoring, Evaluation Reporting and Learning Framework for the program
  • Design and oversee the implementation of the MER capacity building strategy for grantees including conducting MER capacity assessments and developing MER systems strengthening plans for each grantee.
  • Provide M&E quality assurance and work with staff and partner organizations on data quality standards, the use of data, information systems, data analysis and other skills.
  • Provide support to program management and development, in collaboration with program and M&E staff, and ensure that necessary M&E planning, monitoring visits, budgeting and management activities occur to facilitate smooth and efficient program functioning.
  • Identify programmatic success, challenges and lessons learned and ensure appropriate flow of information to development partners, donors, program staff and partner organizations.
  • Support monitoring of the implementation of approved work plans
  • Provide input into and ensure that all donor reporting requirements on program outcome and impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
  • Contribute to the preparation of quarterly and annual progress reports and support partners and grantees in developing reporting formats and communication tools
  • Keep appraised of, and management informed of, country and sector wide monitoring and evaluation data relating to the sector.
  • Design and implement the evaluation and learning agenda for the program. Coordinate implementation of evaluations, (evaluation design, data collection, monitor data quality, analyze findings and report writing).
  • Lead in the design, implementation and oversight of both qualitative and quantitative evaluations
  • Support partners in designing impact assessments and evaluations in line with the program objectives.
  • Design functional learning systems to inform programming and policy decision making
  • Design and implement knowledge management systems that allow staff to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to programs.
  • Collect, analyze and aggregate M&E data across the grantees
  • Manage and oversee a team of M&E officers to support in the monitoring, reporting and evaluation of the program
  • Remain informed of new developments in M&E through participation in forums with international and sister agencies–participate in M&E related conferences and workshops as appropriate and work to network MER specialists.

Required Qualifications:

  • Ability to work independently, take initiative and manage a variety of activities concurrently.
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
  • Ability to communicate technical issues effectively and persuasively.
  • Fluency in English for day-to-day communications and excellent English writing and presentation skills. Knowledge of additional languages useful.
  • Demonstrated ability to transfer knowledge through training and mentoring.
  • Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
  • Ability to establish and sustain interpersonal and professional relationships with staff, donor organizations and in peer organizations

Education and Experience Requirements:

  • Minimum of a Masters’ degree in social sciences with practical experience in developing and implementing, monitoring and evaluation systems in the democracy and governance sector.
  • Minimum of 5 years of relevant professional experience: evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software, i.e. MS Word and database programs.
  • Demonstrated expertise in Training and Capacity Building in MER. Experience with evaluation and impact reporting to donors and to project managers, demonstrating both analytical rigor and practicality.

Position: Grants Manager
Reporting to:
Country Director
Duty Station: Nairobi

Purpose/Basic Function of the Position

The Grants Manager designs and oversees the entire portfolio of sub-grants provided under the Kenya country program. Coordinates activities of other grants staff and those of Pact Kenya seconded to Pact, Inc. programs in Kenya. Ensures compliance of sub-granting process and sub-grants with Pact and donor regulations.

Specific Duties and Responsibilities:

I. Pre-Award

a) Work with Pact Country Director and senior managers to select grantees for award under various projects. This will include the conduct of pre-award assessments to determine the responsibility of prospective grantees using Pact’s MCAT.

b) Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.

c) In addition to pre-award assessments, the Grants Manager will also be responsible for the following pre-award tasks:

  • Selection of the proper award instrument
  • Cost analysis and budget negotiations
  • Preparation of negotiation memoranda
  • Complete submission of award documents for approval by the Director, G&C.

II. Post-Award

a) Provide technical assistance to staff and grantees on administrative policies and procedures for grants management. Technical assistance on the following topics will be provided in conjunction with other initiatives of regional grant advisors:

  • Pact’s grants management policies and procedures
  • Policies and procedures for procurement under subgrants
  • Interpretation of regulations (22 CFR 226, 22 CFR 228, OMB Circular A-110 and A-122, ADS chapters, etc.)
  • Preparation of solicitations (RFA, APS)
  • Simplified grants
  • Modifications
  • Grantee monitoring

b) Verify obligated funding available and data reported in the subgrant matrix for each project.

c) Collect and maintain complete documentation of submission/transmittal of reports that are specific to grants under prime awards.

  • Inventory of property in grantees’ custody
  • VAT reports of grantees
  • Audit reports of grantees
  • Other deliverables (programmatic and financial) of grantees

d) Work with G&C/HQ to obtain prior approvals and waivers from clients required for administration of specific grants.

e) Monitor compliance with special award conditions by grantees.

f) Conduct investigations to resolve contractual issues/problems/disputes arising from grants and make recommendations to the country representative and/or Director of Grants and Contracts for resolution.

g) Routinely monitor the maintenance and control of the archive of grants.

h) Ensure the final disposition of property acquired by grantee.

III. Procurement Under Grants

a) Prepare and/or review documentation (selection, choice of instrument) of purchase orders and contracts financed under grants.

b) Verify obligated funding available for purchase orders and contracts.

c) Verify completion and payment of final invoice.

IV. Training and Other Technical Assistance

a) Contribute to the development and delivery of training in grants management in the field.

b) Contribute to substantive discussions in the Grants Community of Practice.

Qualifications:

  • Demonstrated solid knowledge of donor regulations applicable to grants administration.
  • Strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.
  • Effective written and oral communications skills that are essential to building relationships with donors, host country counterparts, and partner organizations.
  • Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks.
  • Highly organized and able to develop and streamline systems for efficient conduct of day-to-day tasks.
  • Proficiency in word processing, spreadsheets and database skills.
  • Fluency and high proficiency in English.
  • Ability and willingness to travel.

Education and Experience Requirements:

  • Bachelors Degree in a related business field or equivalent work experience
  • Five (5) years experience managing the award and administration of sub-grants funded by USAID, or international donors.
  • Strong knowledge of OMB Circular A-110, A-122, and A-133; 22 CFR 226; and 22 CFR 228; will be subject to testing.
  • Strong knowledge of donor auditing requirements and demonstrated ability to exercise financial oversight of grant programs.

Mifugo Project: CONSULTANT

Introduction

The Mifugo Project is a partnership between the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) and the Institute for Security Studies (ISS). The mandate of the Project is to coordinate, facilitate the signing, ratification, domestication and the implementation of the Protocol on the Prevention, Combating and Eradication of Cattle Rustling in Eastern Africa.

The Project covers the Eastern African region and specifically focuses on Ethiopia, Kenya, Sudan, Tanzania and Uganda as the countries most affected by stock theft.

Consultancy

Proposals are invited from Consultant(s) qualified to conduct an evaluation to determine the degree of progress made in implementing the Mifugo Project under the framework of the Protocol on the Prevention, Combating and Eradication of Cattle Rustling in Eastern Africa. Software Engineer

The Role:

In this role you will be responsible for designing, developing, and installing software solutions.

Liaise and work with online section to develop and implement web based solutions to suit business needs.

Personal Specifications:

  • Must be self driven individual, not more than 30 years of age who has over 2 years experience, interest and knowledge in the ICT field.
  • Must have a Degree in Computer Science or information Technology.
  • Professional training in Windows, Linux, Software design and Development, Web design and Scripting.
  • Ability to work in a fast-paced, forward looking and rapidly growing media house

Main Duties and Responsibilities:

  • Conduct system analysis recommending changes in policies and procedures.
  • Determine operational feasibility by evaluating analysis
  • Develop software solutions by studying information needs
  • Project Planning and project management
  • Protect operations by keeping information confidential
