Objectives:

The key objectives of the position are to:

  • Assist the staff of the Unit in collecting, providing and processing structured data on the work programme in Fragile States;
  • Assist project managers in all aspects relating to portfolio management;
  • Pool and organize information on the work programme, as well as ensure its monitoring;
  • Collect data and participate in preparing the administrative budget and monitoring its execution.

Duties and responsibilities:

Under the supervision of the Unit Head and in close collaboration with the experts, the incumbent will perform the following duties:

  • Maintain the database of the Unit’s portfolio;
  • Analyze data on the Bank’s portfolio in Fragile Sates;
  • Prepare monthly, quarterly and ad hoc reports on the management and performance of the Unit’s portfolio on the three pillars;
  • Make available information on all the Unit’s projects in the database, and facilitate its use;
  • Coordinate preparation and monitoring of the administrative budget. Participate in identifying resource requirements for submission and administration of the budget; recommend, where necessary, reallocations of funds; and coordinate data on mobilization of Facility resources;
  • Coordinate preparation and monitoring of the annual work programme and quarterly mission programmes of the Unit. Regularly update work programmes on the basis of the processing schedule;
  • Coordinate preparation of annual activity reports and portfolio analysis reports;
  • Liaise with the Information and Methods Department (CIMM), as necessary, for all issues relating to the SAP system and other information technologies; act as SAP resource person in the Unit; provide technical assistance to PL and GS staff in the Unit in the use of SAP-PS and the COSTAB project;
  • Participate in Bank missions, where necessary;
  • Perform any other task entrusted by the Unit.

Selection Criteria:

Including desirable skills, knowledge and experience

  • At least a Master’s degree or its equivalent in computer science, statistics, economics or business management;
  • A minimum of 3 years of relevant experience, two years of which must be in a similar position;
  • Strong facilitation skills;
  • Knowledge and understanding of operations, planning, work programmes, budget preparation and financial management in MDBs;
  • Proven ability to manage and deliver multiple products and projects within stipulated time frames;
  • Good knowledge of computer applications currently used in the Bank, including Word, Excel, Access, and PowerPoint;
  • Practical knowledge of SAP indispensable;
  • Ability to communicate fluently in English and/or French; good practical knowledge of the other language.
  • A good knowledge of operations in Fragile States would be an advantage.
